Instead of cash, grant livelihood capital to 4Ps beneficiaries — Erwin Tulfo
'If we give them capital, they can use it to start businesses and contribute to the economy. We can provide them enough funds to start a sari-sari store, an eatery, or even engage in online selling,' Tulfo said Sunday in a statement.
This after some 4Ps beneficiaries were reportedly caught using their cash grants on gambling and illegal drugs.
Tulfo added some 4Ps beneficiaries 'would rather have livelihood capital instead of monthly cash transfer.'
'It is also hard for them to hear that they are being called freeloaders, lazy, and that they do not add value to the country,' the senator said.
'It is also unfair to low-wage earners like security guards, janitors, or house helpers who tighten their belts due to lack of funds but receive nothing from the government, such as 4Ps, since they are not qualified,' he added.
The lawmaker said this proposal is one of the topics he aims to deliver in his upcoming meeting with President Ferdinand Marcos Jr. and Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian.
However, the date was not disclosed. During the Post-SONA discussion on Tuesday, Gatchalian shared that the President's call to amend the 4Ps law would that would allow those in the program to stay longer than seven years.
Gatchalian noted this as a welcome development, as two million Filipinos were about to exit the program in 2026 for reaching the maximum number of years in the program. — Mariel Celine Serquiña/RF, GMA Integrated News

Escudero: Banning kin of public officials from gov't contracts will prevent corruption
Senate President Francis 'Chiz' Escudero formally filed Monday a measure seeking to disqualify relatives of public officials up to fourth civil degree of consanguinity and affinity from entering into government contracts in a bid to fight graft and corruption. Escudero said that Senate Bill No. 783 would respond to President Ferdinand 'Bongbong' Marcos Jr.'s call in his State of the Nation Address (SONA) to eliminate conflicts of interest and reinforce integrity in public transactions. 'This measure affirms our shared commitment to the President's call for clean governance. It's time we close the gaps that allow undue influence to persist in public contracts,' the Senate President said. In his explanatory note, Escudero said the bill seeks 'to eliminate potential avenues for corruption, and uphold fairness, transparency, impartiality, and accountability in the procurement process and the utilization of public funds.' 'Government contract,' under the bill, refers to any contract between a private entity and any government agency or instrumentality, including government owned or controlled corporations (GOCCs) and local government units. It applies to transactions involving supplies, infrastructure, joint ventures, and public-private partnerships, except those deemed highly technical, proprietary, or confidential. The scope of 'public official,' meanwhile, was limited to those in policy-determining, supervisory, or managerial roles—whether in career or non-career service—and including military and uniformed personnel. The bill also mandates the Government Procurement Policy Board, the Department of the Interior and Local Government, the Public-Private Partnership Center, and the Governance Commission for GOCCs to jointly promulgate implementing rules within 60 days of its effectivity. The bill will be referred to the appropriate committee for deliberation. In his fourth SONA, Marcos stressed that government personnel who steal public funds, such as those for flood control projects, should be ashamed. The President tasked the Department of Public Works and Highways with submitting a list of flood control projects in the last three years. OVP 2026 budget ‘feasible' sans confidential funds — Win Gatchalian
The proposed budget of the Office of the Vice President for fiscal year 2026 is 'feasible' as long as it has no confidential funds, Senate finance committee chairman Sherwin Gatchalian said Monday. At a press conference, Gatchalian said that he will be 'very strict' when it comes to the proposed confidential and intelligence funds under the 2026 national budget, stressing that it 'will no longer be free for all' and will only be limited to enforcement and intelligence agencies. 'From what I have seen, 'yung pinaka-contentious do'n ang confidential funds di ba? And for the 2025 budget wala na 'yun. In fact, bare bones na ang OVP budget, 'yung mga talagang kailangan nila sa kanilang operations and some projects ni Vice President,' the senator said. (From what I have seen, the confidential funds are the most contentious, right? And for the 2025 budget, the OVP no longer has that. In fact, the OVP budget is bare bones, and they only have a budget for their operations and some projects of the Vice President.) 'So, as long as wala na ang contentious items doon, which is the confidential funds, feasible naman ang budget ngayon ng OVP,' he added. The proposed 2026 budget of the OVP, under the leadership of Vice President Sara Duterte, has increased by P170 million from the current fiscal year—-from P733 million to P903 million, according to spokesperson Ruth Castelo.
