Ahead of the State assembly election, Bihar Chief Minister Nitish Kumar on Thursday (July 17, 2025) announced that up to 125 units of electricity would be free for consumers in the State starting from August 1. Mr. Kumar shared this information on social media platform 'X'.
In poll-bound Bihar, Mr. Kumar has so far made several big announcements, and free electricity is one of them. Earlier, on July 16, Mr. Kumar asked the Education Department to lay the ground for the fourth instalment of the Teacher Recruitment Exam (TRE) by the Bihar Public Service Commission, under which more than one lakh teachers would be recruited.

Forest, Environment and Ecology Minister and Bidar district in charge Minister Eshwar B. Khandre has assured that the issues of fertilizer shortage, dilapidated school buildings, and substandard food supplied to schoolchildren in Bidar would be taken up seriously and addressed on priority. Chairing the Karnataka Development Programmes (KDP) quarterly review meeting at the Zilla Panchayat hall in Bidar on Friday, the Minister directed Deputy Commissioner Shilpa Sharma, Zilla Panchayat CEO Girish Badole, Assistant Commissioners, and Executive Engineers to conduct inspections and certify the quality of all ongoing works. 'Chief Minister Siddaramaiah has inaugurated and laid the foundation for development projects worth ₹2,025 crore in the district. There should be close monitoring of the progress and quality of each of these projects,' the Minister said. Raising concern over poor SSLC and PU results in Bidar, Mr. Khandre ordered the formation of clusters to support students through focused coaching by expert teachers in English, Mathematics, Science, and Social Studies. He asked officials to identify top-performing teachers across taluks and initiate revision classes for SSLC and PU students for two months. Responding to complaints about the condition of school infrastructure, Mr. Khandre sought a detailed report from the Education Department on all dilapidated school and college buildings. 'Submit a file within a fixed deadline indicating whether the buildings can be repaired or must be rebuilt. Include the year of construction, estimated cost, and reasons for the early deterioration of these buildings,' he directed. On law and order Expressing shock over a recent case of sexual assault against a minor girl, the minister instructed DSPs to expedite investigations in all cases involving crimes against women and children. He also questioned whether CCTV cameras had been installed at crime-prone public locations and directed officials to take urgent steps to install them wherever lacking. 'Only when perpetrators are arrested, tried, and punished will such crimes be prevented,' he said. Focus on skilling and employment Acknowledging unemployment as a pressing concern, Mr. Khandre suggested that youth be given loans and encouraged to take up self-employment through government schemes. He added that since Bidar lacks natural resources for a full-scale industrial revolution, skill training should be aligned with job opportunities in the service sector. He also asked the Deputy Commsisioner and Zilla Panchayat CEO to personally inspect at least five development works each for quality assurance. During the meeting, MLA Shailendra Beldale raised concerns over reports of adulterated cooking oil and poor-quality food being served to students. He urged officials to inspect hostels and restaurants to ensure food safety standards. The meeting was attended by Minister for Municipal Administration and Haj Rahim Khan; Siddalingappa Patil, Sharanu Salagar, MLAs; M.G. Muley, Bhimaraya Patil, Chandrashekhar Patil; MLCs; Fisheries Development Corporation chairperson Mala B. Narayan Rao; BUDA chairman Basavaraj Jabashetty; DCC Bank president Amar Khandre; District Guarantee Implementation Committee chairman Amruthrao Chimkode; and senior officials from various departments.

While setting aside a John Doe order passed by a civil court restraining even 'unknown persons' from publishing defamatory contents against Harshendra Kumar D., his family members, including his brother D. Veerendra Heggade of Dharmasthala temple, and their institutions in connection with 'mass burial' case, the High Court of Karnataka on Friday directed the civil court to pass a fresh order on a defamation suit filed by Mr. Kumar. The High Court said that temporary injunction granted by the civil court 'conspicuously lacks the foundational reason required for grant of such extraordinary relief as an ex parte interim injunction.' Wield with care Pointing out that John Doe order of pre-emptive injunction is granted by a court against unknown persons, who are likely to infringe upon someone's rights, usually related to copyright, trademarks, media leaks and piracy, the High Court said the John Doe orders must be 'wielded with great care and judicious foresight'. A John Doe order, a placeholder name, traditionally used in the United States legal system to pass orders against any 'unknown' defendants, was also adopted by the courts in India. Justice M. Nagaprasanna passed the order while partly allowing a petition filed by Kudla Rampage, a Mangaluru-based YouTube channel, which is one of the 338 defendants, including various individuals and media platforms, in the suit filed by Mr. Kumar. Unsustainable The civil court's July 18 order of temporary injunction 'is unsustainable, as the order passed which has sweeping effect, on all 338 defendants could not have been passed as an interim measure, by an ex-parte interim injunction. This is exactly the final relief that is sought in the suit. Therefore, the final relief in the suit, is ostensibly handed over at the interim stage,' the High Court observed while setting aside the temporary injunction granted against the petitioner. The High Court also said that 'the civil court, for the asking, had issued 'John Doe order', which now cast its net so wide that it threatens to ensnare any voice against the plaintiff [Mr. Kumar], the family or the place. This could not have been issued on bereft of reasons.' While directing the civil court to expedite the fresh hearing on the plea for temporary injunctions granted againt the 'unknown persons' and others in the suit, the High Court has made it clear that it has not expressed any opinion on the merits of the civil suit, the criminal proceedings or the veracity of the allegations and the counter allegations. The suit was filed seeking injunction restraining publication of any defamatory content against Mr. Kumar, his family, the temple administration and its affiliated institutions, apart from seeking a direction from the civil court for removal and de-indexing of 8,842 weblinks that allegedly contain defamatory contents against Mr. Kumar and his family members and their institutions.

Ahead of the Assembly elections, Bihar Chief Minister Nitish Kumar on Friday (August 1, 2025) doubled the honorarium for cooks, night watchmen, and physical education and health instructors working in government schools. Earlier on Wednesday (July 30, 2025) Mr. Kumar had announced that ASHA workers in the State will now get ₹3,000 per month as an incentive, a substantial increase from the existing amount of ₹1,000. He had also doubled the incentive of Mamta health workers from ₹300 per delivery. Now, in his latest announcement Mr. Kumar in post on 'X' said, 'It has been decided to double the honorarium of cooks working under the mid-day meal program in the Education Department, increasing it from ₹1,650 to ₹3,300 rupees. Similarly, the honorarium of night watchmen working in secondary/higher education schools has been doubled from ₹5,000 rupees to ₹10,000.' On June 21, 2025, Mr. Kumar had hiked the pension to ₹1,100 per month from ₹400 for the old age, differently abled individuals and widows of Bihar under Social Security Scheme. Mr. Kumar further said, 'The honorarium of physical education and health instructors has also been doubled to ₹16,000 along with their annual salary increment from ₹200 to ₹400. This will boost the morale of the working staff, and they will perform their duties with greater enthusiasm and dedication.' Bihar CM expressed that significant improvements have been made in the education system through the appointment of a large number of teachers, the construction of new school buildings, and the development of basic infrastructure. He asserted that cooks, night watchmen, and physical education and health instructors have played an important role in strengthening the education system. He pointed out that since the formation of the government in November 2005, the state government has been continuously working to improve the education system. Mr. Kumar added that in the year 2005, the total education budget was ₹4,366 crore, which has now increased to ₹77,690 crore. Last week, he had also hiked the monthly pension of retired journalists by ₹9,000 to ₹15,000. Bharatiya Janata Party (BJP) leader and Deputy Chief Minister Samrat Choudhary praised the move of Bihar CM saying, 'He has taken a commendable initiative towards making the education system more robust and effective. This decision has been taken to recognize the significant role of these workers and to boost their morale. This initiative is a solid step towards qualitative improvement in Bihar's education system.' Janata Dal-(United) State president Umesh Singh Kushwaha also expressed his happiness over the decision calling it historic. 'The decision is not just an increase in honorarium, but a far-sighted and sensitive initiative to honour the self-respect and dignity of the supporting personnel who contribute to the education system with their loyalty, dedication and hard work. Education is not limited to teachers and curriculum, but it is a holistic system in which important dimensions like nutrition, security, health and mental balance are linked,' Mr. Kushwaha said in a press statement. He added that once again, it has been proved that his style of governance is a committed example of human sensibilities, social justice and inclusive development.
