Chandigarh: The Punjab assembly on Tuesday unanimously decided to refer the 'Punjab Prevention of Offences Against Holy Scripture(s) Bill, 2025,' which proposes life imprisonment for sacrilege, to a select committee of the House.
This committee will consult with stakeholders and seek public opinion on the proposed legislation before its enactment, with a mandate to submit its report within six months.
Punjab chief minister Bhagwant Mann proposed sending it to the panel. "Let's not be in a hurry and take suggestions of 3.5 crore people. The panel can solicit the views of all the social, religious, and other organisations," Mann said.
Speaker Kultar Singh Sandhwan announced that the panel would seek public input and submit its report in six months.
The speaker will constitute the select committee, which Mann suggested could include representatives of all political parties.
Under the bill, any person found guilty of sacrilege may face imprisonment ranging from 10 years to life. The guilty shall also be liable to pay a fine of Rs 5 lakh, which may extend up to Rs 10 lakh.
The speaker said though the Bill has to be discussed and passed by the house, the chair had the authority to consider the CM's proposal (to refer the bill to a house panel).

Although the speaker initially fixed two hours for the debate, including 1.35 hours for the ruling AAP and 16 minutes for the Congress party, Bajwa sought more time. The speaker promised that he would allocate additional time to each party.
SAD MLA Manpreet Singh Ayali said there had been politics on the issue of sacrilege, adding that the previous govts may not have been deliberately involved in sacrilege. "There is a need for a transparent probe into the cases," he said.
He added, "The previous govts may not have deliberately done sacrilege, but they paid the price for their mistakes," he said. Ayali also demanded that the land pooling scheme be withdrawn as landowners in Ludhiana were opposing it.
Congress MLA Pargat Singh revealed internal divisions within the previous Congress govt regarding action on sacrilege, with one group favouring action and another wanting the issue to linger on.
The AAP MLAs asked Pargat to name the Congress MLAs who were not in favour of prompt action in sacrilege cases. He also accused the AAP govt of withholding permission to prosecute the accused for 2.5 years.
Later, in a statement, Pargat said the party was internally divided—with one faction pushing for swift legal action, while another faction, loyal to then CM Captain Amarinder Singh, was "deliberately stalling". "That very faction under Captain Amarinder became a roadblock to justice.
With the high command's backing, that group was shown the exit, paving the way for action in the sacrilege cases," he said. "There has been politics on the issue, including the time of the Congress govt.
In 3.5 years, AAP can bring a bill similar to the one passed by the Congress govt," he said.
AAP failed to act in 27,456 hours: LoP
Speaking on the Bill, Bajwa said before AAP formed the govt, party supremo Arvind Kejriwal and Mann promised that action would be taken in sacrilege cases within 24 hours, but failed to do so for 27,456 hours or 1,144 days since they assumed office. "The Bill is similar to the one tabled by the Congress in 2018. Also, did the CM meet the President or the Prime Minister to push for presidential assent to the previous bills?"
Recalling the 2015 Burj Jawahar Singh Wala incident, Bajwa urged that the theft of Sri Guru Granth Sahib Ji—and sacred texts of other faiths—be clearly defined as sacrilege.
He proposed strict timelines for investigations: completion within 30 days, 15-day extensions requiring SSP approval, and further extensions only with DGP approval.
He further alleged the AAP govt's failure to name former CM Parkash Singh Badal and former Deputy CM Sukhbir Singh Badal as accused in the 2015 Behbal Kalan firing, attributing it to a "compromise of AAP with the Badals."
"I allege that your govt is not sincere.
The AAP govt has completed 3.5 years but Kunwar Vijay Partap – who was made AAP's poster boy before the polls and promised home portfolio – was not allowed to speak (on the sacrilege issue) in the Assembly. There has been a compromise of AAP with the Badals," said Bajwa.
AAP Defends Action, Accuses Congress of Hypocrisy
Cabinet minister Aman Arora countered Bajwa's accusations by calling the Congress "hypocritical".
He stated that despite multiple SITs and commissions under previous regimes, none named the Badals as accused. Arora asserted that the AAP govt initiated a thorough investigation, with an ADGP LK Yadav-led SIT submitting a 7,000-page challan naming Parkash Singh Badal, Sukhbir Singh Badal, former DGP Sumedh Singh Saini, and others.
The case is pending in the Faridkot Additional Sessions Judge's Court.
Cheema-Khaira Verbal Spat
A heated exchange erupted between finance minister Harpal Singh Cheema and Congress MLA Sukhpal Singh Khaira during Cheema's remarks on the 1986 Nakodar sacrilege incident.
Cheema questioned Khaira's educational qualifications and accused him of calling AAP leaders "bounded labourers". "What if we were not born with a silver spoon," Cheema said. Bajwa attempted to intervene, urging against personal attacks, while the speaker warned Khaira against further disruptions.
When allowed to speak, Khaira reiterated that previous govts paid a price for inaction on sacrilege cases. He expressed doubt about the new legislation's effectiveness, stating it "cannot be implemented retrospectively".
Khaira also questioned the relevance of Cheema's personal attack.
BOX: Include Idols of Hindu Gods, Other Scriptures
BJP MLA Jangi Lal Mahajan advocated for including idols of Hindu Gods, particularly after "Pran Pratishtha" ceremonies, in the Bill, citing incidents of desecration. BJP's Ashwani Sharma further suggested including other Sanatan Dharam scriptures like Ramayana, Shiv Puran, Bhagwat Puran, Hanuman Chalisa, and those devoted to Goddess Chandi, alongside the Gita.
BOX: Confusion Over Bill Clause
A moment of confusion arose when cabinet minister Aman Arora referred to clause 7 (2) of the Bill concerning time-bound investigations, as Congress MLA Avtar Henry Junior pointed out the sub-clause was absent in the draft he received, which was seconded by Bajwa.

CM Mann urges Union food minister to release Punjab's share of Rs 9,000 crore under RDF, market fees

Mann raised the issue of non-allowance of RDF since Kharif Marketing Season (KMS) 2021-“22 and insufficient allowance of market fees since Rabi Marketing Season (RMS) 2022-“23. During a meeting at Joshi's residence here, the chief minister also requested for quick movement of rice grains from the state to enable space for the current season. New Delhi, Jul 16 (PTI) Punjab Chief Minister Bhagwant Mann on Wednesday sought the intervention of Union Food Minister Pralhad Joshi for the release of state's pending share of over Rs 9,000 crore related to the Rural Development Fund (RDF) and market fees. He emphasized that the purpose of RDF is to promote agriculture and rural infrastructure, including the development of rural roads, marketing infrastructure, storage facilities in mandis, and automation and mechanization of mandis. The chief minister said that despite amending the Punjab Rural Development Act, 1987, in accordance with the Department of Food & Public Distribution guidelines, the Punjab's share in RDF has not been released since KMS 2021-“22. Mann stated that Rs 7,737.27 crore under RDF and Rs 1,836.62 crore under market fees are yet to be released by the Centre, a Punjab government's statement said. The chief minister noted that this non-reimbursement has severely impacted the development and maintenance of rural infrastructure and the rural economy in the state. He also highlighted the persistent shortage of covered storage space in the state over the past two years. During KMS 2023-“24, he said that the shortage of space led to the extension of the delivery period for milled rice up to September 30, 2024. Mann said that this caused concern among millers during the last Kharif season, making them initially reluctant to lift and store paddy, adding that the issue was later resolved with the cooperation of central government. The chief minister said that for KMS 2024-“25, out of 117 lakh metric tonnes (LMT) of rice to be delivered to the Food Corporation of India (FCI), only around 107 LMT had been delivered by June 30, 2025. Mann said that only 80 LMT of rice has been moved out of the state in the last 12 months. He further said that although FCI had planned to move 14 LMT in June 2025, only 8.5 LMT was actually lifted. The chief minister stressed the need for the movement of at least 15 LMT of rice in July 2025 to complete milling by July 31. He said that delays may trigger unrest among millers and hinder paddy procurement for KMS 2025-“26, . To optimize storage, he urged the Union minister to adopt a proactive approach to identifying, approving, and hiring covered godown. Mann said that a strategy of converting covered godowns of wheat to rice needs to be implemented. This strategy could free up 7 LMT of capacity for rice storage in KMS 2025-“26, he said, adding that this model be adopted nationwide to mitigate space shortages. Raising the issue of 'arthia' (agent) commission, the chief minister said that the Union government had de-linked the commission from MSP in Kharif season 2020-“21. Govt's focus is to hand over more empowered J-K to present generation: Omar Abdullah

Abdullah lauded IIT Jammu as a hub of talent and underscored the significance of such initiatives in providing young people, particularly from Jammu and Kashmir, with platforms to grow and realise their potential. Abdullah was speaking at the valedictory function of Summer School: 2025 at the Indian Institute of Technology Jammu, marking the successful conclusion of a month-long programme that brought together over 1,000 students from across the nation. Jammu, Jul 16 (PTI) Chief Minister Omar Abdullah on Wednesday said his government's focus is to hand over a better and more empowered Jammu and Kashmir to the present generation, leaving behind the unfortunate Pahalgam terror attack that virtually crippled tourism sector in the Union Territory (UT). 'Such programmes must encourage broad-based participation and give students from J&K the opportunity to turn their ideas into action,' the chief minister emphasised. Abdullah revealed that his government is actively exploring collaborative opportunities with IIT Jammu across multiple domains, including water conservation, climate change adaptation, industrial growth and business incubation. The backing of IIT lends credibility to any project, he observed, adding his government remains committed to fostering a venture funding framework that support innovation. The chief minister welcomed the institute's proposals on tourism interventions and green transport solutions, while encouraging students from outside the region to explore J-K and serve as its ambassadors. Reflecting on recent challenges, Abdullah struck an optimistic note. 'The unfortunate incident (in Pahalgam) earlier this year is behind us now. Our focus is to hand over a better, more empowered Jammu and Kashmir to this generation. May the future generations carve out opportunities through challenges,' he said. The chief minister's adviser, Nasir Aslam Wani, described IIT Jammu as a landmark institution of the region and stressed the need to enhance and expand sectors such as tourism and hospitality. 'Tourism is our unique strength and we must continue to build on it through innovation, training and infrastructure,' Wani said. The initiative, organised under IIT Jammu's innovation ecosystem, witnessed remarkable participation from students representing more than 25 states and UTs. In a significant indicator of the region's growing aspirations for technical skills, nearly one-third of the participants — 319 students — came from J-K itself. Students from diverse backgrounds converged at the campus, including representatives from Delhi, Punjab, Karnataka, Bihar, Kerala, Tamil Nadu, Manipur and several northeastern and eastern states, a spokesperson of the IIT said. He said the programme offered structured learning modules in cutting-edge technologies, including Artificial Intelligence, Cybersecurity, Full Stack Web Development, Internet of Things (IoT), Data Science and Additive Manufacturing. Each module comprised over 40 hours of intensive instructions, combining theoretical lectures with hands-on training, industry interactions and feedback-driven mentoring sessions. The programme brought together faculty, researchers and education partners, including alumni-led startups, who contributed significantly to the initiative's delivery, the spokesperson said. Hyderabad to host AICC OBC advisory council meeting in October

Telangana Pradesh Congress Committee (TPCC) president B. Mahesh Kumar Goud said that Hyderabad will host the next meeting of the All India Congress Committee (AICC) OBC Advisory Council in October. Addressing the Council's ongoing session in Bengaluru on Wednesday, chaired by Karnataka Chief Minister and OBC Advisory Council Chairman Siddaramaiah, Mr. Mahesh Kumar said Telangana has emerged as a model State in implementing Backward Classes (BC) reservations in line with the vision of Congress leader Rahul Gandhi. Recalling the BC Declaration meeting held in Kamareddy ahead of the Assembly elections, the TPCC chief said Karnataka Chief Minister Siddaramaiah was the chief guest at the event, while he himself had proposed the declaration as the then TPCC working president. He added that after the Congress came to power in Telangana, Chief Minister A. Revanth Reddy extended full support to the BC reservation efforts, despite belonging to an upper-caste background. He stated that the Telangana Assembly had passed two BC-related Bills, including one providing for 42% reservations for BCs in local bodies. 'We are going to implement the reservations in the local body elections after the Governor approves the ordinance,' he said. Ministers Ponnam Prabhakar, Konda Surekha and Vakiti Srihari were present at the meeting.
