
Both Houses of Parliament adjourn amid Opposition ruckus over SIR in Bihar
Lok Sabha witnessed two adjournments while Rajya Sabha one.
Lok Sabha was first adjourned upto 2pm shortly after it assembled for the day. After the Lok Sabha convened at 2 PM, Presiding Officer Krishna Prasad Tenneti called for the proceedings of the House. However, the Opposition members trooped into the Well of the House shouting slogans like "SIR pe charcha ho (hold discussion on SIR), Loktantra ki hatya band karo (Stop murder of democracy), SIR wapas lo (withdraw SIR).
Some members were even holding placards with slogans written on them.
Objecting to their actions, the Presiding Officer reiterated, "We've repeatedly told you not to bring placards or disrupt the House in this manner. You are not following the rules. I once again urge you to return to your seats."
Tenneti said, "The Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024, has been pending for a long time. Twice I have requested for a discussion".
Meanwhile, Union Minister Arjun Ram Meghwal said that the bill aimed at enhancing representation for tribal communities in Goa. Addressing the Opposition, he questioned, 'By obstructing proceedings, are you opposing the bill? Are you against the tribals?'
The presiding officer again requested, "This is a very important Bill. we are talking about the tribals of Goa. There is no representation of tribals and don't you want this discussion?"
However, the commotion continued. The Chair then adjourned the house to meet again on August 4, (Monday) at 11 AM.
As soon as the House met for the day, Speaker Om Birla called for the question hour. Opposition members immediately entered the well of the House holding placards and raising slogans. The Speaker objected to their actions and urged the agitating members to allow the House proceedings to continue.
The sloganeering persisted as the protesting members ignored the Speaker's repeated appeals. The Opposition continued with sloganeering and Birla adjourned the House till 2 PM.
Meanwhile, similar scenes were witnessed in the Rajya Sabha.
As soon as the Upper House convened for the day, Opposition members raised slogans demanding an urgent discussion on the alleged irregularities in the Bihar voter list revision. The uproar led to an early adjournment till 12 noon. When the House reassembled, the protests resumed, prompting Deputy Chairman Harivansh to adjourn proceedings for the day.
Harivansh informed the House that he had received 30 notices from members across party lines under Rule 267 seeking suspension of business to allow discussions on a range of issues. Among them were Prof Manoj Jha (RJD), Tiruchi Siva (DMK), Neeraj Dangi, Rajni Patil, and Renuka Chowdhury (Congress), Sagarika Ghosh (Trinamool Congress), and John Brittas (CPI-M), all of whom sought debate on the Bihar SIR.
Additional notices were submitted by members on diverse issues: rising violence against women in Odisha (BJD members Niranjan Bishi, Sultadevi, Sasmit Patra), alleged discrimination against Bengali workers in other states (Trinamool MPs Sameerul Islam and Mausam Noor), the arrest of two nuns in Chhattisgarh (AA Rahim, CPI-M), US tariffs on Indian products (Sanjay Singh, AAP and Ramjilal Suman, SP), and layoffs in the IT sector (V. Sivadasan, CPI-M).
The Deputy Chairman clarified that none of the notices met the procedural requirements and were therefore disallowed.
As Ashok Kumar Mittal (AAP) was called to speak during zero hour, Opposition members stormed the well of the House, raising slogans such as 'Stop Vote Theft' and 'Raise Your Voice on SIR'. Harivansh appealed for order, reiterating that the Election Commission is a constitutional authority and the matter is sub judice before the Supreme Court.
'The conduct of the House is governed by rules, and the nation is watching,' he remarked, before adjourning the session.

Over 130 hectares of tribal reserve to be diverted for Great Nicobar road: Govt
Over 130 hectares under a tribal reserve will be diverted for the Great Nicobar Trunk Infrastructure Road project, the government has told Rajya Sabha. Overall, 238.76 hectares are proposed to be diverted for the arterial road. It includes 39.23 hectares of government, 39.86 hectares of private, 10.62 hectares of deemed forest, and 149.05 hectares of protected forest land. The road will cut through Great Nicobar Island and connect all the villages on it. (AP/Representative) Minister of state for environment Kirti Vardhan Singh cited information from the Andaman and Nicobar Islands administration and said 12,428 trees are estimated to be felled in the first phase of the construction of the arterial road. He was responding to Aam Aadmi Party lawmaker Narrain Dass Gupta's questions on the forest, tribal reserve, and private land proposed to be diverted for the project, the number of trees proposed to be felled, ecological compensation, etc. Singh said forest land diversion for non-forest purposes is undertaken as per the Forest Conservation Act, rules, and guidelines thereof. He said it is allowed with conditions of compensatory afforestation and realisation of net present value. Singh said the additional mitigation measures in the form of soil and moisture conservation works, catchment area plan, wildlife management plan, etc, are also stipulated on a case-by-case basis. The road will cut through Great Nicobar Island and connect all the villages on it. On June 20, HT reported a draft social impact assessment study for the project said that it will lead to large-scale employment, facilitate business, and make 'unconnected areas on the route prosper'. The draft, published on the Andaman and Nicobar Islands administration's social welfare directorate website, added that a large number of trees will need to be felled for the road. It said that tribal populations of Shompen and Nicobarese have agreed to land diversion for the road. The draft claimed that the road project would not impact their way of life. Anthropologists have cautioned against the social impact of the project, especially on the tribes.

Parliament passes The Coastal Shipping Bill
Synopsis Amidst opposition protests, Parliament has passed The Coastal Shipping Bill, 2025, aiming to boost domestic shipping and national security. The bill, already approved by the Lok Sabha, seeks to streamline regulations for Indian ships, promoting ease of doing business. It defines coastal waters and encourages Indian ownership and operation of coastal fleets for commercial and strategic purposes. Parliament on Thursday passed The Coastal Shipping Bill, 2025 with the Rajya Sabha approving it amid continued protest by Opposition MPs demanding a discussion on revision of electoral rolls in Bihar. Union Ports, Shipping and Waterways Minister Sarbananda Sonowal said the Bill would reduce the compliance burden for Indian ships in line with the concept of "ease of doing business", and ensure supply chain security for the country. The Coastal Shipping Bill, 2025 was approved in the Upper House through voice vote amid protests over the Special Intensive Revision (SIR) issue. The Bill was approved by the Lok Sabha on April 3, 2025. The text of the Bill says it aims to consolidate and amend the law relating to regulation of coastal shipping, promote coasting trade and encourage domestic participation therein, to ensure that India is equipped with a coastal fleet, owned and operated by the citizens of India for its national security and commercial needs. Under the Bill, coastal waters mean territorial waters of India, along with adjoining maritime zones. Territorial waters extend up to 12 nautical miles (about 22 km) from the coast, while adjoining maritime zones extend up to 200 nautical miles (about 370 km).

Rahul Gandhi flags over 1 lakh voter ‘discrepancies' in Karnataka, alleges EC colluding with BJP
Congress leader Rahul Gandhi on Thursday accused the Election Commission of colluding with the Bharatiya Janata Party during the 2024 Lok Sabha polls. He alleged that in Karnataka's Mahadevepura Assembly constituency alone, there were discrepancies in 1,00,250 names in the electoral roll. Gandhi alleged that out of these, there were 11,965 duplicate voters, 40,009 voters with fake or invalid addresses, 10,454 'bulk voters' registered in a single address, 4,132 voters with invalid photographs and 33,692 voters in whose cases there had allegedly been misuse of Form 6. The Election Commission's Form 6 is an application document for registering new voters. Mahaedevapura is part of the Bengaluru Central Lok Sabha constituency, which the BJP's PC Mohan won last year. Gandhi alleged that the Election Commission deliberately does not give political parties electronic data on voter lists as it does not want them to scrutinise the document carefully. He claimed that it took the Congress six months to identify discrepancies in the voter list of just the Mahadevapura Assembly segment. 'If the Election Commission had given us electronic data, it would have taken only 30 seconds,' he remarked. The leader of Opposition in the Lok Sabha said that the papers also do not support optical character recognition, which would have allowed for data to be extracted by scanning them. However, the Chief Electoral Officer of Karnataka asked Gandhi to send the names of electors who had been allegedly wrongly included or excluded 'so that necessary proceedings can be initiated', PTI reported.
