ASEAN reaffirms commitment to Timor-Leste membership by 2025
Foreign ministers, in a joint communique issued after the 58th ASEAN Foreign Ministers' Meeting, acknowledged Timor-Leste's active role as an Observer and its dedication to fulfilling membership criteria. 'We look forward to Timor-Leste fulfilling its roles and obligations as an incoming member state and its commitment to upholding ASEAN's fundamental principles,' the statement noted.
The ministers also praised Timor-Leste's progress in aligning domestic policies with ASEAN frameworks, urging further institutional strengthening. 'We encouraged Timor-Leste to continue accelerating its institutional capacities and deepening engagement with all ASEAN Sectoral Bodies,' the communique stated.
ASEAN highlighted the importance of Timor-Leste's contributions to the ASEAN 2045 vision, emphasising resilience and sustainability. The operationalisation of the Timor-Leste Unit at the ASEAN Secretariat was welcomed as a key step in monitoring integration efforts.
The bloc called for sustained support from member states to ensure a smooth transition for Timor-Leste post-accession. - Bernama

PUTRAJAYA, July 24 (Bernama) -- The Malaysian Border Control and Protection Agency (AKPS) is stepping up efforts to curb 'counter setting' activities at the country's entry points, through stricter personnel vetting and policy reforms. Director-general Datuk Seri Mohd Shuhaily Mohd Zain said the agency is drafting a policy to ensure only officers with clean disciplinary records are deployed at border posts. 'As a new agency involving personnel from Immigration, Customs and other departments, we've inherited legacy issues. We aim to break that cycle through proper screening,' he told reporters today. Counter setting, a term referring to illicit dealings at immigration counters, has long been a concern, and Shuhaily said policy support and internal cooperation were key to addressing it. In a related development, a male immigration officer in his early 30s was arrested today after he was found with nearly RM8,000 in cash and three mobile phones, allegedly in breach of internal directives. The officer, with only four years in service, has been handed over to the Malaysian Anti-Corruption Commission (MACC) in Selangor and is being investigated under Section 17A of the MACC Act. 'This is someone with 30 years of service ahead. Unfortunately, the lack of a swift mechanism to terminate such officers remains a major challenge,' Shuhaily said. He also noted public misconceptions about disciplinary procedures, with many assuming corrupt officers are simply transferred. However, he said that civil servants are entitled to due process, which takes time.

Construction Of Second Batch Of LMS Vessels On Schedule
From Mohd Adli Shahar ISTANBUL, July 24 (Bernama) -- The construction of the second batch of three Littoral Mission Ships (LMS) by Turkish defence firm Savunma Teknolojileri Muhendislik (STM) at the Istanbul Shipyard is proceeding according to schedule. Defence Minister Datuk Seri Mohamed Khaled Nordin said the first LMS is expected to be launched next April, followed by the second in June 2026 and the third in August 2026. "The construction of the second batch of LMS marks the first procurement following the signing of the government-to-government (G2G) memorandum of understanding (MoU) for defence acquisitions during my official maiden visit to Turkiye in June last year. "The progress of this construction is definitely important because it serves as the benchmark for the new procurement approach by the government,' he told reporters after surveying the ship construction at the Istanbul Shipyard here on Thursday. He was accompanied by Royal Malaysian Navy (RMN) Chief Admiral Tan Sri Zulhelmy Ithnain and a delegation from the Ministry of Defence. He said that after the vessels are launched into the water, they will enter a critical phase involving integrating various systems to be used on board, before Malaysia takes full delivery of the three ships by the end of 2027. He added that the procurement of the three LMS vessels will be followed by an Industrial Collaboration Programme (ICP), which has the potential to significantly impact the local defence industry, including through technology transfer that will be finalised by the end of this year. He said that Turkiye, before becoming a producer of defence products, also underwent a process of technology transfer from other countries before successfully developing its defence industry.

Malaysia to attend Asean e-commerce conference on digital trade
SETIA ALAM: The Domestic Trade and Cost of Living Ministry will participate in an upcoming Asean e-commerce conference to discuss measures to safeguard the regional digital trade ecosystem. Deputy Minister Datuk Dr Fuziah Salleh said the conference is crucial to address cross-border trade issues, as both consumers and sellers in the digital marketplace often operate from different countries. "It's important for us to reach a mutual understanding on how to protect the e-commerce ecosystem, not only to safeguard consumers but also sellers. "In the absence of regulations or an act that covers the entire Asean region, self-regulation becomes essential. "These are some of the matters that will be discussed during the Asean e-commerce conference," she said. She added that millions of businesses are now involved in e-commerce, and platform owners must ensure integrity and proper use of their platforms. "Since e-commerce laws have yet to be tabled in Parliament, we advise platforms to practice self-regulation and uphold good practices to protect consumers," she said after the closing ceremony of the TikTok Shop Summit today.
