GEPF concerned about mismanagement allegations at GPAA amid tech challenges

The Government Employees Pension Fund (GEPF) has has sounded the alarm on potential reputational risks stemming from serious allegations of maladministration and financial mismanagement at the Government Pensions Administration Agency (GPAA).
The GPAA is a government component which reports to the Minister of Finance and administers funds and schemes on behalf of the GEPF, the largest pension fund in Africa.
It thus administers the pension affairs of approximately 1.7 million government employees and pensioners, as well as the affairs of their spouses and dependants.
The GPAA has been rocked by allegations of serious financial mismanagement of pension funds amounting to more than R500 million after an audit being prepared for the financial year end flagged administration issues.
An internal audit report compiled by Abacwaningi Business Solution (ABS) Audit & Advisory Services found a raft of key governance concerns, which they brought to the attention of management to ensure sound governance.
The Public Service and Commercial Union of South Africa (PSCU) then accused the GPAA CEO, Kedibone Madiehe, and other supply chain executives of maladministration and financial misconduct related to the award of contracts, an inflated purchase order for lease and prepayment for undelivered uniforms.
Speaking during a media roundtable on Thursday, GEPF principal executive officer, Musa Mabesa, said they were aware of the allegations of mismanagement indicated by the PSCU.
However, Mabesa said the GPAA reported to the National Treasury though it has a service level agreement with the GEPF and the GEPF funding the lion's share of its budget.
'The allegations that have been leveled against the GPAA, we have flagged those and have also indicated to National Treasury and the ministry to look into those as our relationship is fairly contractual. But they remain a concern to the Fund as that does not paint a good picture, especially in the midst of the challenges with the delays in payment of benefits,' Mabesa said.
'So we will watch the developments around those allegations closely and ensure that the GEPF's reputation remains intact at all times.'
Mabesa also pointed to serious technological challenges at the GPAA, saying the organisation was working on outdated systems.
'I mentioned that they are using a legacy pension administration system which works off old technology. So it's very difficult for that system to be enhanced to allow full automation of the claims onboarding and exit processes, 'he said.
'So our modernization project, which they are implementing under the guidance of the GEPF board, is to ensure that we get a new system but also complementary processes that will enhance the administration capability for a better experience for our members and pensioners.
'So that is an ongoing process. We acknowledge that system that we're using. I forgot the IT terminology for the technology that this current system is using but there's a lot of manual intervention in that process as well. So the enhancement of this process is to ensure that we can have a seamless onboarding and exit process.'
As of March 2024, the GEPF had just more than 1.27 million active members and above 520 000 pensioners, beneficiaries, as well as spouses of deceased members or pensioners.
During the same period, the GEPF had paid more than R140 billion to its members and beneficiaries, and collected around R92bn in contributions from its active members.
The GEPF's assets have grown from R127bn in 1996 when the fund was formed to an unaudited sum of R2.38 trillion as of March 2024.

Spaza shop owners voice frustration over 'unrealistic' government support fund requirements

In April, the Minister of Small Business Stella Ndabeni Abrahams announced the support fund during a press briefing in Soweto, which called on eligible South African spaza shop owners in townships and rural areas who want to improve, expand, and sustain their shops to apply for assistance with the R500 million Spaza Shop Support Fund (SSSF). Some of the requirements for businesses include registration with the local municipality under the relevant by-laws and business licensing requirements. This is coupled with the optional registration with the Companies and Intellectual Property Commission (CIPC) for funding above R80,000 where registration with CIPC will be required within 6 months. However, some spaza shop owners have lamented some of these requirements as exclusionary and cumbersome, with one spaza shop owner from Sebokeng, Cico Mokoena. The ATM will address a letter to deputy president, Paul Mashatile, to raise concerns about the failure of the Department of Health to consult spaza shops in finalising the SEIAS report on the Bill," stated Zungula. However, reacting to the outcry, Benji Seitlhamo, acting director for Economic Development Facilitation Department in City of Johannesburg, denied the accusations, saying the processes have been made easy despite a low application rate due to failure by local business owners to comply with the requirements. "It is not true that the process is complicated. The process is easy, but is being made difficult due to the failure by owners who are not compliant. The city enforcing its bylaws and owners going back to being compliant would seem or be regarded as complex and frustrating. If they had been compliant previously, this would not be the requirements are easy if you have a draft plan from the architecture. We prefer this as it is easy to get compliant. Once this is done, you take this plan to the city's department of development planning for them to approve the plan," he stated. On the number of approved spazashop owners, Seithlamo indicated that the numbers have been low due to the high level of failure to comply with the requirements to access funding. He revealed that the city has been conducting various workshops and engagements with spaza shop communities across the nine regions of the city. "The Department of Small Business and Development and its agencies have given themselves 100 days to return to shop owners who register for funding. Obviously, because the sector is illegal, the numbers are low. It is only 30 percent of the R500 million fund that has been distributed nationally, and that figure is even lower for the city of Johannesburg, as we have just over 100 applications so far. That is why there is no closing date for applications to access the fund," he stated.

Why 85% of applicants don't comply with SPAZA shop fund
Four months since its launch, the R500-million spaza shop fund has failed to reach initial expectations. The Department of Trade, Industry and Competition revealed recently that the spaza shop fund has attracted more than 10 000 applications. However, a worryingly low amount of spaza shop fund applications have meant compliance requirements. As such, applications have had to be split into two categories. The first group, made up of 14% who comply. And a second group of the remaining 86%, 'who do not yet meet requirements' but will be assisted. Experts say if you include South Africa's informal sector, the country's unemployment rate is actually closer to 10%, and not 33% as reported by Stats SA. The fund is the brainchild of the Minister of Small Business Development, Stella Ndabeni-Abrahams. And it came about following the 2024 poisoning of several young children. However, the South African Spaza Shops Association's Kgothatso Ramautswa, says it is 'deeply concerned' by the lack of compliance: 'This is not a reflection of spaza shop owners, but rather a failure of government to design a realistic funding support system. The fund is failing its intended beneficiaries. If 86% are non-compliant, the problem lies in the system, not the people,' Ramautswa says. South Africa's tax-free informal sector is worth billions, say economists. And the fund is a way to 'get them on the books.' Image: File However, in the face of such low compliance, the department says it will provide non-financial support. This will include assistance in applying for the necessary documentation through their local municipality for spaza shop fund applicants. The current maximum funding available per spaza shop fund is R100 000. And this is offered as a blended finance instrument, with a 50% grant and 50% interest-free loan. The debt portion of which is repayable with zero interest. As a reminder, the government's R100 000 per qualifying owner is made up like so. R40 000 for stock purchases, R10 000 for business training and R50 000 for infrastructure upgrades. As such, the package is designed to promote sustainability, competitiveness and regulatory compliance versus larger retailers. As of now, no spaza shop fund applications have actually been denied. However, in future they could be for the following non-compliance: Applicant is not a South African citizen. If the applicant is misrepresenting ownership or control of the business. Any fraudulent or misrepresentation documents in the application. Invalid or non-existent trading permit or a business licence. Use of funding for personal or non-business-related purposes.
