Govt plans Rs 30cr Gopalpur beach revamp
1 2 3 Berhampur: State govt has decided to develop Gopalpur beach in Ganjam district at a cost of Rs 30 crore, which includes its illumination and beautification, commerce and transport minister Bibhuti Bhusan Jena said on Wednesday. The statement of Jena, who is the Gopalpur MLA, comes in the wake of the alleged gang rape of a 20-year-old college student by 10 people at the popular beach resort on Sunday. The tourism department has already sanctioned Rs 30 crore for the development of the beach, Jena said. "The plan includes illumination of the entire beach from Haripur to Baxipllai, it's beautification, and development of a yoga centre," the minister said. Lack of illumination on Gopalpur beach was an issue apparently raised by the police in the case of the recent gang rape. Opposition parties had also raised question mark about the safety of tourists, especially women, in the state. On Wednesday, Jena visited the crime scene. Chief minister Mohan Charan Majhi has taken the matter very seriously, the minister said, adding that the CM has already directed the police to take exemplary action against those involved in the heinous crime. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 2025 Top Trending local enterprise accounting software [Click Here] Esseps Learn More Undo The minister praised the police for arresting all 10 accused within 24 hours of the incident. He emphasised the need for intensified patrolling on the beach by inducting another all-terrain vehicle. Presently, there is only one such vehicle at Gopalpur police station. "We hope the crime against women and children wing (CAW&CW) of the crime branch, which was entrusted with the investigation, will complete their probe in a time-bound period and ensure the survivor gets justice soon," Jena said. Meanwhile, a three-member team of the crime branch, led by Inspector General (CAW&CW) S Shyni, visited the crime scene and spoke to the local police. The team also questioned the four teenagers, suspected to be involved in the alleged rape, housed in a observation home. Police have requested the juvenile justice board to treat the juveniles as adults, sources said. The six adult accused were produced before judicial magistrate first class, rural, Berhampur, on Tuesday night. Ritika Jena, the magistrate, ordered them to remain in judicial custody for 14 days after rejecting their bail pleas, sources said.

Sovereign assurance given in UK extradition case
Two months after a UK trial court refused to extradite two fugitives - Virkaran Awasty and his wife Ritika Awasty -- citing the Sanjay Bhandari case and stating that they could be at risk of torture by investigators , India gave a sovereign guarantee that if extradited, Awastys 'won't be interrogated', highly placed officials familiar with the development said. The assurance might give some relief to the prosecutors in London in India's appeal in the UK high court against the Awastys' discharge, the second such jolt faced by Indian investigators this year (the first being the Sanjay Bhandari case in February). The Awastys and their firm Bush Foods are accused of committing a ₹750 crore fraud. The Enforcement Directorate (ED) filed a charge sheet against them in November 2020. The economic offences wings of Delhi and Uttar Pradesh police are also investigating them. They were arrested in London in October 2019 after which extradition proceedings were initiated. On February 28 t, a King's bench division at the UK high court allowed Bhandari's plea against his extradition to India, primarily on the ground that he would be at real risk of extortion, torture or violence in Tihar jail, from other prisoners or prison officials. The high court also refused India permission to go to the Supreme Court against the discharge order, which means that Bhandari is now a free man in the UK. Weeks later, on April 11, chief magistrate Paul Goldspring at Westminster Magistrate's court discharged the Awastys on unconditional bail. The court referred to the Bhandari ruling in its order stating that 'in the absence of assurances that Awasty won't be held in Tihar, or if he is, that the issues raised in Bhandari will not apply to him, the real risk remains'. Immediately after the judgement, the crown prosecution service (CPS), which is fighting these extradition cases on India's behalf, wrote to officials n Delhi advising them to provide a sovereign guarantee saying the accused will not be tortured or interrogated and that India will comply with article 3 of the European Convention on Human Rights (ECHR) prohibiting torture or inhuman treatment of prisoners. 'To persuade the courts in the UK, we have recently given a sovereign assurance that the Awastys won't face post-extradition interrogation (which means they won't be removed from the prison for questioning) or torture, if extradited to India,' said a senior officer, who asked not to be named. The Sanjay Bhandari judgement has caused significant harm to India's extradition campaign against several high-profile economic offenders with almost all the accused persons located abroad -- including Nirav Modi, Mehul Choksi, and others -- now citing it to seek relief. Indian agencies won a small reprieve last month when the UK high court rejected Nirav Modi's plea for bail . In his order in May third week, judge Michael Fordham rejected Modi's plea that cited the Bhandari judgement saying , 'I am not able to place significant weight on this feature' while adding that unlike Modi's plea (for bail), Bhandari's was a case of prospective post-extradition police interrogation'. Indian agencies recently managed to track fugitive Mehul Choksi in Antwerp and got him arrested in April as part of an extradition request. He has already spent over two months in a prison there and will continue to stay in jail till September 19, the next date of hearing. HT reached out but did not get a comment from MEA till the time of going to print.

Vigilance searches properties in Tripura, HP linked to arrested IAS officer's kin
Bhubaneswar: Days after arresting IAS officer Dhiman Chakma on charges of accepting a bribe of Rs 10 lakh from a stone miner in Kalahandi district, the state vigilance directorate on Wednesday conducted simultaneous searches at properties linked to his family and relatives in Tripura and Himachal Pradesh. Tired of too many ads? go ad free now Three teams carried out verification and searches at the residence of Chakma at Kanchanpur in North Tripura and houses of his in-laws at Saminala in Kullu district and Rangbey in Lahaul and Spiti district in Himachal. "Relevant documents related to deposits and investments in banks and other financial instruments among others were collected and scrutinised during the house search. Details of other movable and immovable assets are being ascertained from disproportionate assets (DA) angle," an official vigilance statement read. Chakma, a 2021-batch IAS officer, on his first posting as sub-collector in Dharamgarh, was arrested on June 8 at his official residence in Kalahandi, while allegedly receiving Rs 10 lakh — the initial instalment of a Rs 20 lakh demand — from Harsha Bardhan Behera, who owns a stone crusher unit. Subsequent searches at his quarters led to the discovery of Rs 47 lakh in cash. "We are trying to find out the sources through which he accumulated the huge ill-gotten cash. If anyone paid him bribes previously, they should help us gather more evidence against him. His official decisions taken in the past are under scrutiny," a vigilance officer said. Following his suspension on June 10, Chakma remains in judicial custody. The interstate investigation of his assets occurred after the vigilance court in Bhawanipatna rejected his bail application on Tuesday. Sources said Chakma solicited the bribe to safeguard Behera's stone mining operations. In Aug 2024, the mines department had levied a Rs 1.6 crore penalty on Behera for excessive stone mining. Chakma purportedly demanded Rs 20 lakh to reduce or eliminate the fine.
