Audit finds state agency fell short on social equity initiatives outlined in Gov. JB Pritzker's landmark climate bill

Gov. JB Pritzker's economic development agency fell short in implementing elements of the governor's landmark climate bill aimed at ensuring social equity in the effort to move the state toward a carbon-free future, Illinois' auditor general said in a report released this week.
From June 2022 to June 2024, the state's Department of Commerce and Economic Opportunity failed to implement programs designed to assist clean energy contractors in underserved areas and to deliver clean energy jobs training to people exiting Illinois prisons, two social equity elements that were part of one of the country's most ambitious climate bills, the audit found.
The Climate and Equitable Jobs Act, or CEJA, outlines the Pritzker administration's plan for reaching 40% renewable energy by 2030 while also creating opportunities for workers from underserved groups. Christian Mitchell, the governor's pick as his running mate for next year's election, led negotiations on the law when he was a deputy governor in 2021.
'It's obviously frustrating when you see this legislation not make progress, and it's taken time to fully staff up the agencies and ensure those programs are on deck,' said Francisco Lopez Zavala, who leads workforce programs at the Illinois Environmental Council. 'But I continue to remain very positive.'
The law contains many specific programs designed to bring climate job opportunities to workers from diverse backgrounds, but several fell short in the first years that the law was on the books, the audit said.
For example, the law designates the Clean Energy Contractor Incubator Program as a 'central small business support program' to provide services including 'low-cost capital, training, mentorship' and networking at certain sites in Illinois communities, according to an October 2023 press release. Pritzker at that time said DCEO would award $21 million for the program.
While the department said it selected some sites for awards, 'no grants were executed by the end of the examination period,' the audit said.
DCEO has made progress in implementing CEJA since the time period covered by the audit, Lopez Zavala said, but applications for the incubator program remain under review, according to DCEO's website.
The audit also found DCEO failed to administer a program to prepare people prior to their release from from Illinois prisons for work in the clean energy arena. Pritzker announced $6 million in funding for that program in February 2024.
As with the contractor program, applications for the 'Returning Residents Clean Jobs Training Program' remain under review, according to DCEO's website.
And a program for community-based organizations to receive funding as energy 'navigators' — providing outreach services to ensure vulnerable people know about job opportunities — didn't specifically prioritize grants to organizations that had experience serving people affected by climate change, as mandated by CEJA. The department said in a response included in the audit that it does look at capacity to serve communities 'most vulnerable to environmental injustices.'
DCEO did not dispute the auditor's findings, according to the response included in the report. In some cases, the department indicated the delays in implementing CEJA initiatives were the result of 'necessary lead time' to administer the programs.
Pritzker's office referred questions about the audit to DCEO. In its response to questions from the Tribune, DCEO spokesperson Jordan Troy said the department had made 'substantial progress on key initiatives sine the time of the audit.'
'CEJA established a first-of-its-kind statewide clean energy workforce and contractor development framework – one that required building entirely new infrastructure, partnerships, and delivery systems,' Troy said in an email. 'As with any new and ambitious effort, implementation has required deliberate planning, stakeholder collaboration, and foundational capacity-building to ensure long-term success and accountability.'
Lopez Zavala attributed some of the issues confronting DCEO to hiring delays — a characterization that aligned with another part of the auditor's report — though he said the department has made additional progress this year.
Apart from the findings on CEJA specifically, the auditor found the department had an excessive number of open jobs on its organizational chart. During the period the auditor examined, there were no employees filling half of the department's positions, the audit said.
Department management said DCEO views the vacancies as placeholders and not necessarily jobs that they need to fill, as it can be difficult to establish new positions, the audit said.
Still, the department has continued to make progress on Pritzker's signature bill, advocates said.
DCEO didn't implement the part of the law on workforce hubs, a central part of the CEJA job training strategy, until after June 2024 even though the department received funding for the program during the audit period, according to the report.
Several workforce hubs now exist and most of them have graduated at least one to three cohorts of 15 to 30 job seekers each, according to Hannah Flath, a spokesperson for IEC.
In addition, DCEO said in its response to the Tribune that it has made 219 awards overall on CEJA, totaling more than $200 million, according to the department.
Each part of the law takes time and effort to bring to life, as CEJA is a huge piece of legislation, advocates said.
'We're seeing (that) not only from the state agencies themselves like DCEO, acknowledging some of the initial faults that they had and addressing those by working hard to implement CEJA — and then also from our communities,' Lopez Zavala said. 'It takes time to train a lot of these folks who haven't had these opportunities in the past.'

Memo to Springfield: Chicago is broke. Gov. JB Pritzker has a bill on his desk that would sweeten pension benefits for Chicago's police and firefighters hired in 2011 or later, to the tune of $60 million more out of the city budget in 2027 alone and more than $11 billion over the next three decades, according to the city's own projections. The measure passed unanimously in both chambers at the end of the spring session, allowing for next to no debate and, astoundingly, was supported by every Chicago House member and senator. At the time of the bill's passage, we wrote that the entire Chicago delegation had effectively had voted to increase property taxes on their constituents. Property taxes, of course, are the main means municipalities have of financing their pension obligations to their workers. Interestingly, the governor acknowledged the conundrum last week. Asked about the bill, he said, 'One thing to consider, of course, is the finances of the city of Chicago. How will they pay for it?' The other important consideration, he said, was ensuring Chicago's first responders are 'well taken care of.' We're glad to see Pritzker explicitly state why he's mulling whether to veto despite the strange prospect of rejecting legislation that passed without a single dissenting vote. By asking rhetorically if Chicago can 'pay for it,' the governor has answered his own question. Of course Chicago can't pay for it. The police and fire pension funds have a mere 25% of the assets needed to meet their current and future obligations as it stands. Since we wrote about this measure in June, the city has estimated what it would do for its woefully underfunded first-responder funds. That percentage would drop to an almost unfathomably low 18%. To those who say it's nonsensical to veto a bill with such overwhelming support, remember that GOP lawmakers mainly went along because of the Chicago delegation's unanimous backing and the fact that only Chicagoans' taxes would be affected. All the Chicago Democrats who voted yes could justify reversing their positions by saying (truthfully) they didn't have the city's projections on just how much these changes would cost taxpayers. Chicago taxpayers already are chewing their nails wondering how the city will plug a 2026 budget deficit exceeding $1 billion. The following year looks even worse. Pritzker already tossed an $80 million hot potato in Chicago's lap with his 2023 initiative to phase out the state's 1% tax on groceries, the proceeds of which had been distributed to municipalities. More than 200 municipalities have approved their own 1% grocery taxes, as the state allows them to do. Mayor Brandon Johnson wants the City Council to do the same for Chicago, which must happen by a state-set deadline of Oct. 1. There are no guarantees, given Johnson's fraught relationship with the council and Chicagoan's understandable resistance to tax hikes of any sort, that aldermen will do as he wishes. Meanwhile, this pension time bomb would cost the city nearly as much as repeal of the grocery tax and in the future will cost far more. Speaking of the mayor, while he has spoken tepidly against this bill, he ought to be forcefully urging Pritzker to veto it and Chicago lawmakers to vote to sustain that veto, despite their earlier support of the measure. The city essentially has been missing in action on this issue, and Johnson apparently is struggling to balance his political brand as an ardent union backer with his duty to Chicago taxpayers. This is no time for such timidity. At this stage, it's worth laying out the origins of this bill. In 2010, in a bid to reform Illinois' public-sector pensions, the state created a second tier of beneficiaries hired in 2011 and thereafter — so-called Tier 2 workers — whose retirement payouts were to be substantially less than the overly generous benefits of existing employees and retirees that had gotten Illinois so deeply in pension debt. Six years ago, Pritzker signed into law sweetened pension benefits for Tier 2 cops and firefighters in Illinois outside of Chicago as part of a consolidation of downstate police and fire pension funds. Ever since, Chicago police and fire unions have argued their Tier 2 workers ought to get the same treatment. In addition, proponents cite concerns that the benefits for Tier 2 workers don't rise to the level of Social Security benefits, which would violate federal law. This page has been consistent on the issue of Tier 2 pension benefits and Social Security. State policymakers should do no more than ensure they are compliant with the law and rebuff union efforts to use the Social Security argument in effect to do away with Tier 2 and pension reform altogether. As much as we appreciate and rely on Chicago's first responders, everyone who went to work for the Police or Fire departments after 2010 knew — or should have known — what their retirement benefits were. In a perfect world, their pensions would be equivalent to those earned by their counterparts outside the city. We don't live in that world. Far from it. Mayor Johnson, you should advocate for your city's beleaguered taxpayers and call on Gov. Pritzker and Chicago's Springfield delegation to do the right thing. And, Governor, adding to Chicago's fiscal crisis hurts the whole state. Whether the mayor asks or not, veto the bill.

CHICAGO (WTVO) — A new quantum computing headquarters will be coming to Chicago. The announcement came during a global meeting of leaders in quantum computing gathered at the inaugural Global Quantum Forum. The quantum computing company Infleqtion is set to headquarter its global quantum computing operations in Illinois as a future tenant of the Illinois Quantum and Microelectronics Park (IQMP). The expected $50 million investment would create several new jobs and accelerate the growth of the company's hardware and software workforce. Pritzker said the state vision is becoming a reality. 'Just a few short years ago, we laid out a vision for making Illinois a global capital for quantum computing. We have worked with partners from across government, business, research institutions, National Laboratories, and academia to build an ecosystem that would attract the most important players in quantum development,' Governor JB Pritzker explained. 'I'm excited to announce that Infleqtion will be building their utility-scale, neutral atom quantum computer right here in Chicago, as a tenant of the Illinois Quantum and Microelectronics Park, doubling down on their commitment to growth and innovation in our state, and creating good jobs and economic opportunity for all,' Pritzker continued. Infleqtion will produce a neutral-atom quantum system, which will further quantum computing, software development, and the development of quantum algorithms and applications for real-world use cases. 'Governor Pritzker's commitment to quantum innovation is helping Illinois foster one of the nation's most vibrant communities of scientists, engineers, and entrepreneurs,' said Matthew Kinsella, CEO, Infleqtion. 'Infleqtion is proud to expand our presence here to build the first utility-scale quantum computer based on neutral atom technology, a critical step toward unlocking quantum advantage and ushering in a new era of scientific and economic leadership.'
