
Budget 3.0 forces government to face all the cans it kicked down the road
Make the cuts – stop squeezing taxpayers and stop borrowing.

Government is now at the end of the road where all the cans that have been kicked down over the years are gathered and waiting to be dealt with.
There is no more room to increase borrowings, and the value-added tax (Vat) fiasco clearly demonstrated that raising taxes is not an option. Budget 3.0 is forcing government to make the difficult decisions that have been ignored for far too long.
Finance Minister Enoch Godongwana has this time promised formal consultation with the Financial and Fiscal Commission, 'thorough consultations' with all the political parties in the government of national unity (GNU), and cabinet approval before presenting his third budget for 2025 on 21 May.
Leading up to the tabling of the budget, National Treasury must revise economic assumptions, generate updated fiscal projects, and recalculate revenue projections and tax implications.
The 0.5% increase in the Vat rate is now off the table, scrapping the projected additional income of R13.5 billion but gaining R2 billion by not expanding the list of zero-rated products.
The country needs targeted cuts, and taxpayers need bang for their buck.
In Budget 2.0, the government wanted to raise R19.5 billion in additional income tax from individuals through no inflationary adjustment to medical tax credits and no adjustment to tax brackets and rebates. 'One wonders whether political parties have placed this on the negotiating table,' asks Charles de Wet, tax executive at ENSafrica.

Tough times
Webber Wentzel tax consultant Des Kruger says it is going to be a tough time. He warns that government may still reach a deadlock because of the difference in priorities among the GNU partners.
'All the minister can do now is to reallocate the income that he expects to collect without the Vat increase. He must look at cuts to balance the books.'
During the public participation process leading up to Budget 1.0 and Budget 2.0 several issues of concern were raised and remain unaddressed given the outcome of the 12 March budget proposals.
The issues include National Treasury's overoptimistic growth forecasts, which do not consider the 'myriad of challenges' facing the country. This results in optimistic revenue estimates.
There have never been any proposals for meaningful expenditure cuts.
Dawie Roodt, chief economist at the Efficient Group, told BizNews that government cannot even perform 'symbolic' spending cuts like cutting expenditure on the blue-light brigades.
De Wet says the calculations on budget allocations normally take months. 'It is not something that you do quickly on the back of a cigarette box.'

Cuts, but not austerity
South Africa does not need an austerity budget where there are expenditure cuts across the board. The country needs enough doctors, nurses, teachers and police officials.
'We are in the difficult position of low economic growth and that creates the need for austerity, but it does not mean haircuts across the board,' says De Wet.
There are at least three expenditure reviews that have been gathering dust. It is time to blow the dust off them to see if there are recommendations that will have short-term beneficial effects.
De Wet says there are several possibilities, but many of the measures cannot be implemented overnight. One area that requires closer attention is the more than 20 Sector Education and Training Authorities (Setas).
All Setas have operational structures that cost money, and many are simply outsourcing the training because of a lack of capability.
The question remains how much money simply slips through the outsourcing cracks.
Another issue is the renegotiation of the Southern African Customs Union agreement, including measures that would allow member countries Botswana, Lesotho, Namibia, and eSwatini to adapt to fiscal impacts.

The 'tax gap'
A lot of faith is placed in the South African Revenue Service (Sars) to close the 'tax gap' that is estimated to be close to R800 billion. Godongwana has announced additional revenue allocations of R7 billion to Sars over the medium term.
Taxpayers are frustrated with Sars and its processes. It is all good to improve processes and introduce more artificial intelligence to become a modern and sharp revenue authority, but people want a warm body to interact with.
De Wet says in many instances improved systems have increased the administrative burden on taxpayers and discouraged foreign direct investments because of the difficulty of doing business in SA.
Roodt warns against more funds being allocated to Sars to increase revenue collections. He told BizNews that he is against any measures to give more money to the minister of finance. 'The only way to force politicians to spend less money, is to give them less money,' he is reported to have said.
For many years, taxpayers have heard about Sars going after the 'low hanging fruit', says De Wet. There can be no more low-hanging fruit. Maybe it is time for Sars to look at new orchards to collect its fruit from.
Sars has identified key 'under-resourced areas' – including illicit trade, syndicated tax crimes, and aggressive tax planning by large businesses and high-net-worth individuals.
De Wet hopes negotiations before 21 May between government and its coalition parties will be transparent to avoid any surprises. 'Although one cannot expect complete agreement between the parties, one expects consensus on what is in the interest of the country.'
There is no more room for political posturing.

Ramaphosa argued that real economic growth will only be possible through meaningful transformation while highlighting the significance of the proposed Government of National Unity (GNU). 'Fundamental economic transformation is vital to the growth of our economy and the progress of our nation. This transformation is necessary if we are to unlock the capabilities of all our people and realise the full potential of our economy,' he said. He positioned the GNU as a platform for uniting stakeholders behind bold reforms that can drive change. The EFF's Political Strategy: Is it Time for a Change?

Image: Phando Jikelo/Parliament of SA Prof. Bheki Mngomezulu ON 26 July 2013, the Economic Freedom Fighters (EFF) was established as a new political party. It promised to reshape South African politics by breathing life into parliament. This was not a voluntary decision. The party was formed following the expulsion of Julius Malema by the ANC and the subsequent exodus of other then and former ANC Youth League members who sympathized with Malema. Some of the youth who did not belong to any political party at the time saw the EFF as their political home thus giving hope about the future of this party. After the 2014 general election, the EFF emerged as one of the high performers with 25 seats in the National Assembly. It came third following the ANC and the DA which obtained 249 and 89 seats respectively. This enviable upward trajectory continued in the subsequent election in 2019 where the EFF obtained 44 seats. There was optimism that the party would continue to grow until the newly formed MKP emerged on 16 December 2023 and participated in the 2024 general election. The MKP caused an upset to the EFF which was moved to position four and to the ANC which was reduced to 159 seats or 40.18%. But one of the characteristic features of the EFF which gave it popularity was how it changed parliament through its radical stance. Soon after the EFF joined parliament, many South Africans got interested in following parliamentary proceedings. The EFF was also clear that it was going to ensure that politicians did not go to parliament to sleep. It kept its promise. Something unprecedented was when it confronted a sitting president directly and even flouted parliamentary rules. This is what happened with former President Jacob Zuma with its popular slogan 'pay back the money!' President Cyril Ramaphosa had a taste of the EFF's radical stance. Firstly, it blamed him for the Marikana massacre. Later, it took him head-on following the Phala Phala saga. Recently, the EFF was one of the political parties that successfully challenged the 2% VAT hike proposed by Minister of Finance Enoch Godongwana. Following the tabling of Budget 3.0 on 21 May 2025, the EFF approached the High Court challenging the increase of the petrol levy. Although the court dismissed the application, the EFF made its views public. Video Player is loading. Next Stay Close ✕ While all these actions by the EFF should be understood in context, and while it is true that they have acted in this manner on behalf of the public, critical questions must be asked now, especially following the EFF's declined performance in the 2024 general election. Firstly, should the EFF change its tactics to rebrand itself? In life, there is no strategy that is good and effective for all times and situations. As times change, so should the strategies. With so many political parties emerging and the electorate having more options on election day, some political party strategies could easily be deemed obsolete. Secondly, is it advisable for the EFF to be fixated on micro issues or has the time come for the party to redirect its focus on macro politics? It is true that some micro issues still matter. But given what is happening in the geopolitics it would serve the EFF well to look at how it can contribute to the country's broad agenda of responding to these global issues. Thirdly, following the outcome of the 2024 general election, and given the mishaps in the current coalition government, is it still advisable for the EFF to take a firm stance that it will never work with the MKP with which it shares opposition benches? The DA swallowed its pride and is working with the ANC, which it had been publicly accusing of corruption, inefficiency, theft, and related matters. What would prevent the EFF from working with the MKP which is a new political party? Fourthly, as the EFF continues to lose some of its influential leaders such as Floyd Shivambu, Mzwanele Manyi, Dr Mbuyiseni Ndlozi, Adv. Dali Mpofu, and Adv. Busisiwe Mhkwebane, is it still wise to maintain a radical stance and refuse to work with like-minded political parties? Politics is a numbers game. When party support declines, and when votes go down, the party leadership must revisit its stance. The EFF can draw lessons from COPE which dropped from 30 seats to 3 seats, and then literally dissipated. Fifthly and lastly, should Malema change his leadership style? One of the concerns about the EFF in the public eye has been that his leadership style is making others uncomfortable, which results in other members leaving the organisation. Whether this accusation is true or not is neither here nor there. Perceptions matter in politics. If he were to change his leadership style, that would be good for his party. After all, Malema has done well with his leadership collective to grow the EFF to where it is today. It would be regrettable if he were to contribute to its untimely demise. The significant decline in ANC support coupled with the DA's dismal failure to capitalise on the ANC's mistakes means that chances of one political party winning with an outright majority are very slim at best and non-existent at worst. With the MKP coming into the picture and performing in the manner it did even the so-called 'tried and tested strategies' must be revisited to keep the party relevant, focused and growing. Any party which overlooks or disregards these facts would be doing so for its peril. I don't think that this is the route the EFF would like to go, especially after having worked so hard since its formation in 2013. In a nutshell, it is time for the EFF to grow. The party has made its presence felt in South African politics. It has taken bold decisions and left indelible footprints. But at times political strategies must be changed. Back to drawing board for 2026 revised SASSA SRD grant
Parliament sent back the revised SASSA SRD grant to the Department of Social Development this week. It's touted to become a Basic Income Grant for the unemployed in 2026. However, the working group wants to see urgent changes before it is approved. As such, a draft policy for the revised SASSA SRD grant was initiated with the committee for Social Protection, Community and Human Development back in November 2024. However, the committee sent it back to the DSD on Wednesday this week, citing 'affordability and economic opportunities for beneficiaries.' Like with the Office of the Presidency, National Treasury and Department of Employment and Labour. The South African Social Security Agency believes this will be concluded within a few months. From there a draft will be published for public comment. Policymakers from the DSD were told to 'better integrate pathways from income support to employment.' Currently, the grant pays out R370 each month to roughly 9-million beneficiaries living below the poverty line. However, the committee wants to see it become better 'aligned with broader economic objectives,' like jobs … South Africa's unemployment rate has only been increasing in the last decade, forcing many to exist in the informal sector. Image: File Essentially, the 2026 Basic Income Grant will be for those without jobs, but not to the point of creating long-term dependency on the grant. Therefore, the DSD and SASSA have to improve their data systems and align government programmes to make it work efficiently. Government is concerned that if and when they make the grant permanent, it must be budgeted for every year to remain viable (unlike the current R370 SRD which isn't permanent). While the department sets to work 'tightening' the revised SASSA SRD grant, it has requested that the National Treasury extend SRD for two more years. However, the Treasury has only approved the continuation of the current SRD grant until March 2026. There's simply not enough taxpayer money to ensure everyone who applies for a SASSA grant will be approved for one. Image: File In response to yet another delay to the revised SASSA SRD grant, many MPs were scathing of the DSD's work. The EFF's Noluvuyo Tafeni noted the policy has been in development for over two decades and was still not ready. Likewise, the DA's Alexandra Abrahams questioned whether the revised SASSA SRD grant policy would ever see the light of day.
