OPEN// FM discusses with UNDP official Gaza crisis, development cooperation

CAIRO, July 28 (MENA) – Foreign Affairs, Emigration and Expatriates Minister Badr Abdelatty met on Monday with Haoliang Xu, Acting Administrator of the United Nations Development Programme (UNDP), on the sidelines of the International High-Level Conference on a Peaceful Settlement of the Palestinian Question and Implementation of the Two-State Solution.
Abdelatty expressed appreciation for the vital role UNDP plays in supporting Egypt's development efforts. He commended the programme's constructive contributions to building national capacities and advancing Egypt's progress toward achieving the Sustainable Development Goals.
He noted that UNDP's support is a key pillar of Egypt's efforts to implement its Vision 2030 and to navigate growing economic challenges. The minister reaffirmed Egypt's commitment to further strengthening cooperation with the programme across all areas of shared interest, whether bilaterally or within multilateral partnerships, to support development and regional stability.
The two officials also discussed the situation in Gaza. Abdelatty shed light on Egypt's intensive efforts to secure a ceasefire and facilitate the unimpeded delivery of humanitarian aid to meet the urgent needs of the Palestinian population. He reiterated Egypt's firm rejection of any attempts to forcibly displace Palestinians from their homeland.
The minister also pointed to continued coordination between Egypt, Qatar and the United States in efforts to reach an agreement that would end the worsening humanitarian crisis in the Gaza Strip.
In a related context, the top diplomat reviewed preparations for an international conference focused on Gaza's early recovery and reconstruction. He underscored the need to rally regional and international support to rebuild the territory's infrastructure and highlighted key elements of the Arab-Islamic plan for Gaza. He stressed the importance of establishing a clear political horizon to address the root causes of the Palestinian-Israeli conflict and secure the legitimate rights of the Palestinian people, including their right to self-determination and the establishment of an independent state.
For his part, Haoliang Xu praised the strong cooperation between UNDP and Egypt and commended Egypt's ongoing efforts to support security and stability across the region.

National Council for Human Rights and CAPMAS sign cooperation protocol

The National Council for Human Rights (NCHR) and the Central Agency for Public Mobilisation and Statistics (CAPMAS) signed a cooperation protocol on Sunday at the CAPMAS headquarters to promote the use of accurate data and analytical methodologies to monitor and evaluate human rights issues. The move aligns with Egypt's Vision 2030 for sustainable development and the National Human Rights Strategy (2021–2026), which is rooted in the Universal Declaration of Human Rights and relevant international treaties and conventions. The protocol was signed by Ambassador Dr. Mahmoud Karem, President of the NCHR, and Major General Khairat Barakat, President of CAPMAS, in the presence of senior officials from both institutions. In his remarks, Ambassador Karem emphasised that the protocol represents a critical step toward enhancing the human rights landscape in Egypt through institutional partnership based on the use of precise statistical data in assessing and analysing the situation of human rights, particularly for vulnerable and at-risk groups. He noted that the agreement crowns years of constructive coordination and collaboration between the two institutions and will help integrate human rights considerations into public policies and development plans. For his part, President of CAPMAS Major General Khairat Barakat highlighted CAPMAS's central role as the governmental body responsible for providing accurate and reliable statistics on social, economic, and environmental conditions. He stressed the agency's commitment to working with various government entities to serve the needs of decision-makers, policymakers, civil society, media professionals, researchers, and the broader public, while ensuring high-quality and accessible data. Similarly, Dr. Ayman Zohry, NCHR member and liaison officer for cooperation with CAPMAS, explained that the protocol seeks to strengthen the role of data and statistics in supporting national human rights efforts through the collection, classification, analysis, and dissemination of data according to national statistical standards, with a special focus on marginalised populations. He added that the cooperation includes conducting joint studies and research, organising workshops and conferences addressing human rights issues, and exploring the social, economic, demographic, and environmental dimensions of human rights. Following the signing ceremony, both parties agreed to develop a joint action plan to implement the provisions of the protocol to ensure adequate follow-up and tangible impact. The week-long operation marks one of the most extensive crackdowns on illegal mining in recent years, with law enforcement warning that further arrests are likely. Barberton Mines, the owner of Sheba Gold Mine, has welcomed the action, stating that illegal mining severely undermines safety and economic stability. Sheba, one of South Africa's oldest and most lucrative gold mines, dates back to the 1880s and played a pivotal role in the country's gold rush.
