The Haryana government has decided to hand over the probe into the death of a 19-year-old playschool teacher from Bhiwani district to the Central Bureau of Investigation (CBI).
Amid widespread protests over her death, Chief Minister Nayab Singh Saini on Wednesday announced the decision on social media platform X. 'Based on the family's demand, the Haryana government is handing over the case to the CBI for an impartial investigation. Complete justice will be ensured in this case,' he stated.
He further added, 'To ensure justice for our daughter from Bhiwani and her family, the state government and police administration are working with full seriousness and transparency. I am personally monitoring the case and receiving regular updates.'
According to the family, the 19-year-old had left home on August 11 to visit a nursing college in Singhani to inquire about admission. When she did not return by evening, her father contacted the police through Dial-112, Haryana's emergency response system. Family members allege that police accompanied them to the college but only questioned three intoxicated men who claimed they had not seen her and that the college had closed at 1 pm.
Her body was discovered in a field in Bhiwani's Singhani village on August 13.
Earlier, villagers from Dhani Laxman had refused to allow the woman's cremation until those responsible for her alleged 'murder' were arrested. They had also demanded a CBI probe, expressing dissatisfaction with the Haryana Police's investigation, which pointed to a possible suicide.
In response to growing unrest, heavy police force had been deployed in the area, and internet services were suspended in Bhiwani and Charkhi Dadri districts for two days, starting Tuesday.
Former village sarpanch Atma Ram said, 'Not only our villagers, but people from neighbouring villages also gathered on Tuesday morning to oppose any attempt to cremate her.' He criticized the police response, stating, 'From the beginning, the police failed to conduct a swift and fair investigation.'
He added, 'Instead of returning empty-handed, the police should have insisted on entering the college and conducting a thorough search. Had they done so, they might have found a clue.'
Villagers have alleged that the suicide theory was being promoted to calm public outrage, especially among students who have staged protests across the state.

A month after it registered a FIR on Supreme Court's directions in an alleged custodial torture case, the CBI arrested six policemen, including a DSP, on Wednesday. Police sources said the Central agency arrested DSP Ajaz Ahmad Sheikh, Sub-Inspector Riyaz Ahmad, and four policemen — Imtiyaz Ahmad, Hajagnir Ahmad, Shakir Ahmad and Mohammad Younis. The arrested cops were posted at the Joint Interrogation Centre (JIC) in Kupwara, where Constable Khurshid Ahmad Chouhan, was allegedly tortured in February 2023. Officials said a SIT headed by DSP Subash Chander called the accused policemen for questioning and arrested them. 'The arrested cops have been kept in a Srinagar jail for now,' an official said. The cops have been booked for attempt to murder, criminal conspiracy, wrongful confinement and voluntarily causing hurt. On July 21, the SC had handed over the investigation of the case to the CBI and ordered it to ensure that police personnel responsible for the custodial torture of Chouhan are arrested 'forthwith and not later than a period of one month'. Furthermore, the apex court had set a deadline of 90 days for the CBI to complete the investigation from the date of FIR registration. Terming the alleged custodial torture 'deeply shocking' to its 'conscience', the SC had ordered a compensation of Rs 50 lakh to Chouhan. It also asked the CBI to 'conduct a comprehensive inquiry into the systemic issues at the Joint Interrogation Centre, Kupwara', including examination of all CCTV systems, interrogation of all personnel present during the relevant period, forensic examination of the premises, and review of all protocols and procedures followed for detention and interrogation of suspects'. The alleged incident occurred in February 2023, when Chouhan was summoned to report at the Kupwara SSP office in connection with a narcotics issue. When he reached there, he was detained and allegedly tortured. Chouhan was admitted to the Sheri Kashmir Institute of Medical Sciences (SKIMS) in Srinagar with severe injuries. Chouhan's wife approached the J&K High Court seeking registration of a case against the policemen involved in the alleged torture of her husband. However, her plea was dismissed, prompting her to move the SC.

Madurai: The CBI informed Madras high court on Wednesday that it has filed the final report (chargesheet) before the chief judicial magistrate court in Madurai, in the case pertaining to the custodial death of B Ajith Kumar in Thiruppuvanam in Sivaganga district. A total of 103 witnesses were examined, and the final report filed through online mode before the CJM court on Wednesday according to earlier orders of the court, it said. The CBI also included police constable Ramachandran, driver of the van in which Ajith Kumar was transported, as an accused in the case, apart from the five policemen - Prabhu, Kannan, Sankara Manikandan, Raja, and Anand, who were already arrested. The CBI submitted that though the final report has been filed, further investigation would be held to ascertain the involvement of any other people in the case. This will be based on reports from Central Forensic Science Laboratories in New Delhi and Hyderabad. Additional Advocate General M Ajmal Khan, appearing for the state, submitted that pursuant to the order of the court, an additional compensation of Rs25 lakh was paid to the victim's family. Protection has also been provided to five witnesses under Witness Protection Scheme. He submitted that CBI is yet to receive the files of another case registered in connection with the gold jewellery theft (based on a complaint of Nikitha), which was also transferred to CBI. A division bench of Justices S M Subramaniam and G Arul Murugan observed that Constitutional courts have to maintain a constant vigil against the inaction of authorities in discharging their duties and obligations. It was only when the high court took up the present case of custodial death, the process of investigation accelerated, and CBI investigation commenced. The judges appreciated CBI investigating officer DSP Mohit Kumar and his team for swiftly commencing investigation and filing the final report. The judges directed the state to hand over files pertaining to the jewel theft case to the CBI in a week. Thereafter, the CBI shall register an FIR and commence investigation expeditiously, the judges said. The judges directed the agency to file a status report on further progress in the case on Sept 24. Henri Tiphagne, counsel for a petitioner, submitted that though CCTV cameras were installed at the houses of the witnesses on Aug 19, certain other security doors and fencing are yet to be provided. Taking into account the submissions, the judges directed the state to comply with the orders passed under Witness Protection Scheme in one week. The court was hearing a batch of public interest litigations seeking a CBI probe into the custodial death incident. The hearing in the case was adjourned to Sept 24. Srinagar: The CBI on Wednesday arrested six police personnel, including at least two officers, in connection with the alleged custodial torture of a cop, following orders from the Supreme Court last month, officials said here on Wednesday. The arrested cops include a deputy superintendent of police, an inspector, and an assistant sub-inspector, officials said here. The accused cops were directed to submit their weapons and other government articles to the respective District Police Lines. One of the accused cops -- a special police officer working on an honorarium -- has been disengaged and struck off from Special Police Officer (SPO) rolls. Further details were awaited, the officials said. On July 21, the Supreme Court directed the CBI to register an FIR over the "brutal and inhuman custodial torture" of a police constable in Jammu and Kashmir and ordered the UT administration to pay him Rs 50 lakh in compensation. A bench comprising Justices Vikram Nath and Sandeep Mehta said the injuries caused to the constable during his illegal detention, particularly the "complete mutilation of his genitalia, use of pepper/chilly powder and electric shocks on his genitalia", were grave reminders of the inhuman torture meted out to him. "The cumulative effect of all these facts is deeply shocking to the conscience of this court," the bench said, adding that the violation of Article 21 is "not only evident but egregious." The bench observed that the constable suffered life-debilitating injuries in the custody of "fellow state actors" and despite repeated complaints, no effective redressal was provided.
