How DA is calculated?
The government of Jammu and Kashmir (J&K) has announced an increase in the dearness allowance (DA) for government pensioners and family pensioners, benefitting thousands of retired employees. Government Order No. 156-F of 2025 was issued on June 4, 2025, to inform the public about the enhancement.Central government employees would see an increase of 2% in dearness allowance-from 53% to 55%. DA is a part of the basic salary. The revised rate is applicable retrospectively from January 1, 2025.According to the J&K government order on June 4, 2025, "The arrears on account of additional instalment of dearness allowance with effect from January 2025 to May 2025 shall be paid in cash in June 2025 and shall form part of the monthly pension/family pension from June 2025 onwards."The J&K government will pay arrears for the months of January to May 2025 in cash in June 2025.The J&K government's order on June 4, 2025, reiterates that all other conditions related to the grant of DA-including rules concerning pensioners who are re-employed or drawing multiple pensions-will remain unchanged as long as they do not conflict with the provisions of this new order.Note that from June onwards, the revised DA will be included in the regular monthly pension disbursements.This notification is issued as a continuation of the Government Order No. 29-F of 2025 dated January 27, 2025, to ensure consistency in the J&K government's approach to adjust DA in accordance with inflation and cost of living increases.The Jammu and Kashmir government has also revised the dearness allowance (DA) for a specific category of pensioners and family pensioners, increasing it from the existing 246% to 252% of the basic pension or family pension.This revision is effective from January 1, 2025. The arrears for the increased DA, covering the period from January to May 2025, will be paid in cash in June 2025. From June onwards, the revised DA will be included in regular monthly pension disbursements.To lessen the consequences of inflation, government workers and pensioners are given DA, or cost-of-living adjustment allowance. It is computed as a percentage of base pay and is updated regularly in response to shifts in the Consumer Price Index (CPI)-based inflation. To ensure that inflation doesn't reduce the purchasing power of government employees and pensioners, the government normally examines and modifies the DA twice a year.

Andhra increases maximum working hours from 9 to 10 to attract investments
The TDP-led NDA government in Andhra Pradesh has decided to raise the maximum working hours from nine to 10 per day as part of ease of doing business and attracting investors. The Information and Public Relations (I&PR) Minister K Parthasarathy said that it has been decided to amend labour laws to make them 'favourable' to workers and investors. CPI state secretary K Ramakrishna criticised the move and said NDA governments at the Centre and state are pursuing 'anti worker' policies. "Section 54 which allows maximum nine hours of work a day has now been raised to 10 hours per day. Under Section 55 there used to be one hour rest for five hours (work) now that has been changed to six hours," said Parthasarathy recently, elaborating on the decisions made by the cabinet to amend labour laws. Earlier, Parthasarathy noted that overtime was allowed only up to 75 hours which now has been extended up to 144 hours per quarter. "Because of this (amendments to labour laws), investors in factories will (come to our state). These labour rules will be favourable for labourers and they will come to invest more. Globalisation is happening in every state. These amendments were brought to implement global rules," said Parthasarathy. Further, the minister observed that the cabinet has also relaxed night shift rules to enable more women to work in the night shifts. According to the I&PR Minister, women were not allowed to work in the night shifts earlier but now they can work with safeguards such as consent, transport facility, security and surveillance. He said the workplace of women during night shifts should be fully illuminated. "When you work extra, income will increase. By these rules women can work in the formal sector. They empower women economically and promote gender inclusion and industrial growth. Also contribute to women's empowerment," he said. Meanwhile, K Ramakrishna, State Secretary of CPI, opposed the NDA alliance government's stand on labour laws amendments. He alleged that the Central and state governments are working against the interests of workers. "For the past 11 years, the Modi government has repeatedly taken measures that infringe upon workers' rights in India," Ramakrishan told PTI on Saturday. To oppose these rules, he said trade unions have decided to protest on July 9 all over India, adding that all sections will participate in this protest actively. Further, he observed that the NDA governments both at the Centre and in the state are pursuing 'anti-worker policies'.
