B-SMILE all set to call tenders for North-South twin tunnels

Bengaluru Smart Infrastructure Limited (B-SMILE), the recently formed special purpose vehicle, is all set to call global tenders for the North-South twin tunnel corridor between Hebbal and Silk Board. This follows the approval for a Build, Own, Operate and Transfer (BOOT) model with 40% Viability Gap Funding (VGF) from the government to be adopted to build tunnel roads in the city on June 5.
If everything goes according to plan, the twin tunnel roads will be open to the public by 2029-30 and the toll on these roads is estimated to cost ₹19/km and will be tolled by the companies that invest and build these roads for the next 30 years.
This corridor will be 16.74 km long and is expected to cost ₹17,780 crore. The VGF for this corridor will be ₹9,303 crore. The State Cabinet has already agreed to stand as a guarantor for a loan of ₹19,000 crore towards VGF for North-South and East-West tunnel roads. B-SMILE is in talks with lending agencies including Housing and Urban Development Corporation (HUDCO), a Government of India undertaking, which is also funding the Peripheral Ring Road (PRR).
Work to be split into two packages
With the past experience of PRR estimated to cost ₹27,000 crore not attracting any bidders in multiple global tenders, B-SMILE has decided to split the North-South twin tunnel corridor into two packages of roughly around 8.4 km each - North package from Hebbal to Race Course Road and South package from Race Course Road to Silk Board.
Two companies will bid and start building these tunnels at two ends simultaneously, which will also ensure the tunnels are ready faster. The tender, likely to be called soon after the government's approval, will fix a 50 month (four years two months) deadline for the completion of the project, said B.S. Prahlad, Technical Director, B-SMILE.
Toll estimated at ₹19/km
A commuter will pay toll in two stages and toll collection will be completely automated through number plate recognition software, said Mr. Prahlad. 'As per current estimates, the toll will be around ₹19 per km. Since this will be collected after five years, this is not high, and factoring in inflation, it will be comparable to other tolls elsewhere at that date,' he argued.
Twin Tunnels
The project involves building two unconnected tunnels for each direction of traffic next to each other, each three lanes wide. This essentially means the total length of earth to be tunnelled for the North-South corridor is 33.48 km. Sources said at least eight tunnel boring machines will be deployed simultaneously to speed up work. Each machine is capable of tunnelling 2 km per year, sources said.

The issue was subscribed 36.20 times. The issue opened for bidding on 30 July 2025 and it will close on 1 August 2025. The price band of the IPO is fixed between Rs 366 and 385 per share. An investor can bid for a minimum of 38 equity shares and in multiples thereof. The offer consists of the fresh issue of equity shares aggregating up to Rs 275 crore and the offer for sale of equity shares aggregating up to Rs 375 crore. The entire portion of the offer for sale is made by members of the promoters/promoter group. The company proposes to use the net proceeds from the fresh issue to fund capital expenditure of Rs 130.58 crore for equipment, building works, solar rooftop installation, and vehicles at its manufacturing units. It also plans to invest Rs 5.20 crore in IT upgrades, repay Rs 58.75 crore of term loans, and allocate the balance towards general corporate purposes. M&B Engineering is a leading provider of pre-engineered building (PEB) and self-supported steel roofing solutions, serving industrial and infrastructure clients across India and 22 global markets. The company operates two divisionsPhenix, which handles turnkey PEB projects, and Proflex, focused on steel roofing systems using mobile manufacturing units. With integrated facilities in Gujarat and Tamil Nadu, M&B ranks as the fourth-largest PEB player among organized peers in India. As of March 31, 2025, it had an installed capacity of 103,800 MTPA for PEBs and 18 lakh sq. m. per annum for roofing. The firm has executed over 9,500 projects and maintains in-house design teams across Hyderabad, Chennai, and Ahmedabad. In FY25, exports accounted for 6.5% of revenue. The company plans a Rs 130.58 crore capex over FY2528 to expand production capacities and strengthen operations. Ahead of the IPO, M&B Engineering on Tuesday, 29 July 2025, raised Rs 291.60 crore from anchor investors. The board allotted 75.74 lakh shares at Rs 385 each to 24 anchor investors. The firm reported a consolidated net profit of Rs 343.12 crore and sales of Rs 1,420.15 crore for the twelve months ended on 31 March 2025.

BHUBANESWAR: Continuing its searches on assistant engineer of Roads and Buildings (R&B) division-III in Bhubaneswar, Ashok Kumar Panda, for the third consecutive day, the state Vigilance on Thursday unearthed more assets running into crores. Panda and his family members have now been found to own seven flats in the capital city along with a shop in DLF Cyber City here. He was also found in possession of a four-storey building spread over 8,500 sq ft in Dumduma, one building in Dumduma Housing Board Colony and a plot in Athagarh. Besides, they also own two shops in Utkal Kanika Galleria mall, one shop in Symphony mall and seven high value plots in Bhubaneswar and one in Puri. The anti-corruption agency has traced Panda's bank and postal deposits amounting to Rs 47.23 lakh, gold and silver ornaments weighing 125 gm and 117 gm respectively and household articles worth Rs 21 lakh. He came under Vigilance scanner after his friend and colleague Raja Kishore Jena, also an R&B assistant engineer, was arrested on Wednesday on charges of ammassing wealth disproportionate to his income. Out of the seven flats of Panda and his family members, he and Jena had jointly purchased a 4BHK flat on the 16th floor of Cosmopolis in the names of their wives. 'Panda is being questioned to ascertain how he amassed such huge wealth. Investigation is underway and next course of action will be decided accordingly,' said a Vigilance officer. Panda had joined the service as junior engineer (contractual) on April 13, 2007 with a salary of Rs 5,000. His service was regularised as JE (civil) on April 12,2013. Between 2014 and 2020, he served as JE in different offices. On December 1, 2020, Panda was promoted to the rank of assistant engineer and posted at R&B Division-III in Bhubaneswar. He is currently receiving a salary of Rs 79,000 per month.

The development signals a major leap in military technology, potentially surpassing the capabilities of India's BrahMos missile, which gained global attention during Operation Sindoor for its devastating impact. According to the report, China has successfully tested this missile capable of striking targets 1,000 km away at Mach 5 speed. The most striking feature of this missile system is its ability to strike the world's most advanced fighter jets, like the F-35, F-22 Raptor, and B-21 Raider, from a distance of 1,000 km, the report stated. Experts suggest that it can even take down fifth or even 5+ generation aircraft from well beyond visual range. This indicates how devastatingly effective it would be against 4th or 4.5 generation jets such as the Rafale and Sukhoi. China plans to deploy this missile in potential conflict zones like the Taiwan Strait and South China Sea, marking it as one of the most advanced weapons globally. India is developing the Astra MK-3 BVR missile system, aiming to extend its range to 350–400 km. If China's claims about its BVR missile are accurate, it could significantly alter the global power balance. How Dangerous Is This Missile? The missile's capability to target the world's most advanced defence systems, including fifth-generation fighter jets, and AWACS and AEW&C aircraft, before they can launch an attack, underscores its potential danger. How Big Is The Threat To India? India, Japan, Taiwan, and the US are particularly at risk from this Chinese missile system. It could severely impact the air defence strategies and combat air patrol ranges of these nations, presenting a new challenge for India to enhance its BVR missile capability. India has developed the Astra MK-1 and MK-2 missiles based on this technology, but work on the hypersonic speed MK-3 continues, with DRDO and ISRO collaborating on this project. Initiated in 2000, progress on the Astra series has been slow. Currently, India only possesses the MK-1 BVR missile with a range of 80-110 km. Despite this, the Ministry of Defence approved the purchase of these missiles for the Air Force in 2022, installing them in some Sukhoi-30 MKI jets. The AK-2 series is nearing completion, with efforts made to address its shortcomings. What Is BVR Technology? BVR is a cutting-edge technology that enables attacks beyond visual range, hence the name Beyond Visual Range. Typically, an Air Force pilot has a range of about 37 km, within which they can target enemy aircraft. BVR technology, however, is equipped with advanced radar, sensors, and navigation systems that enable it to destroy long-range targets not visible to the pilot. India's Astra missile operates on this system, autonomously seeking and attacking targets beyond the pilot's control, embodying the fire-and-forget capability.
