NEEEV entrepreneurship scheme: Delhi govt introduces startup training in schools

Students in Delhi government schools will now be introduced to structured entrepreneurial training as part of a new initiative - New Era of Entrepreneurial Ecosystem and Vision (NEEEV). The scheme aims to develop innovation, problem-solving and self-reliance among schoolchildren. It will be implemented in classes eight to 12 during the current academic session.
The Directorate of Education has shared an introductory overview of the scheme with all government schools and asked principals to nominate a NEEEV School Programme Coordinator from their teaching staff to oversee school-level activities. Weekly classes will be conducted by designated teachers, focusing on experiential learning and real-world application of entrepreneurial concepts, according to a circular.
As per the overview, under the scheme, students will participate in a series of practical initiatives, including NEEEV Dialogue, a speaker series featuring entrepreneurs and industry experts, and Startup Stormers - a multi-stage competition where students will develop, pitch, and build their startup ideas.
Shortlisted student groups will be eligible for financial assistance of ₹20,000 per project to develop their prototypes or launch ventures. In schools with Atal Tinkering Labs (ATLs), students will also have access to tools like 3D printers, IoT kits, AI and robotics resources, and STEM learning modules, it read.
To ensure an effective rollout, each school will set up a School Innovation Council (SIC), headed by the principal or the school head. Additionally, district and zonal innovation councils will be formed for coordination and monitoring, with designated nodal schools identified in each zone and district, the circular mentioned.
It stated that entrepreneurship education has been recognised as a key component of modern schooling under the National Education Policy (NEP) 2020 and the National Curriculum Framework for School Education (NCFSE) 2023. Both policies stress the importance of skill-based, hands-on learning to prepare students for the challenges of the 21st century.
The scheme was announced during the Budget in March, and the Delhi government has allocated ₹20 crore for it. NEEEV replaces the previous government flagship scheme Business Blasters programme, increasing students' financial assistance from ₹2,000 per head to ₹20,000 per group and expanding the focus to include digital and financial literacy alongside entrepreneurial skills.

Companies at the event were hiring for entry-level positions in IT support, retail, operations, and customer service. Vocational education in Delhi government schools now begins as early as Class 9, offering training in trades such as information technology, healthcare, electronics, retail, and logistics. According to the Directorate of Education, more than 4.2 lakh students opted for vocational subjects in the last academic year. Speaking at the event, Education Minister Ashish Sood said the shift is not only about employment but readiness. "I express my heartfelt gratitude to all the officials of the Training Directorate of Vocational Training and the administrators of our school education department for instilling in children the confidence to stand on their own feet through vocational training. This is not just about earning money; it's about building the confidence to move forward in life and helping students develop the skills to find jobs on their own." Who's Hiring? Officials say the growing participation of private firms reflects a shift in how education is being reframed-not just as a path to college, but as a possible entry point into the workforce. The initiative aligns with the National Education Policy 2020, which advocates integrating vocational and academic streams to broaden student opportunities. The Road Ahead Despite growing interest, most roles offered are entry-level, and data on long-term job retention or career progression remains limited. The Delhi government has pledged to expand supporting infrastructure, including smart classrooms, robotics labs, and computing resources. However, implementation has been uneven, with gaps in equipment and teacher training still being addressed. These job fairs give many students their first experience in a formal recruitment setting-and a glimpse of the future. But beyond initial opportunities, a larger question remains: can school-level vocational training evolve into a reliable pathway to lasting, meaningful employment?

The initiative aimed to provide job opportunities to students from Delhi govt schools who completed vocational training along with their Class XII education in the academic year 2024–25 or earlier. More than 30 reputed companies participated in the placement drive organised by the Directorate of Education. Sood held discussions with representatives of these companies, seeking clarity on the selection process, job roles, salaries and facilities. He also spoke with the students about their career goals. Parents, school staff and representatives from various industries were present at the event. "Over the next five years we plan to implement transformative changes in govt schools at multiple levels," the minister said.
