TGCSB issues advisory over malicious APK files disguised as RTO traffic challan alerts

Hyderabad: TheTelangana Cyber Security Bureau (TGCSB) has issued a stern warning to citizens about a new wave of cyber fraud involving malicious APK files disguised as RTO traffic challan alerts.
According to the TGCSB, Cyber Security discovered that cybercriminals are actively targeting WhatsApp users.
In its advisory TGCSB stated, Fraudsters are sending deceptive messages through groups with official-sounding names like 'TS Traffic Police Updates' or 'RTO Alerts Hyderabad', primarily during evening hours. These messages contain a link to download a file named 'RTO Traffic Challan.apk,' which unsuspecting victims are tricked into installing.
As per the TGCSB after installation, the malicious APK file gives fraudsters full access to the victim's device. This includes sensitive banking info, credit card details, and SMS messages with important One Time Password (OTPs).
The TGCSB added that victims often find unauthorized transactions on their accounts. These usually happen with online shopping platforms. The malware lets attackers control the infected device remotely. The TGCSB stressed that these attacks are very dangerous. They take advantage of the public's trust in what looks like official communication.
Telangana Cyber Security Bureau advises citizens never click on links or download APKs from unknown or unofficial sources. Do not trust WhatsApp group names, attackers often name them to appear official.
Install apps only from Google play store or Apple app store. Enable OTP alerts and immediately block your card if you suspect any fraud. Report incidents immediately in 1930 or via www.cybercrime.gov.in.

NEW DELHI: Supreme Court has ruled WhatsApp or other electronic means cannot be used by police and other investigating agencies to serve notice to an accused to appear before it, Supreme Court has said while rejecting the plea of Haryana govt to allow police to serve notice through electronic means as it would adversely affect the liberty of the person. Pressing for electronic means of serving summons, the state submitted that the new law of Bharatiya Nagarik Suraksha Sanhita allowed use of electronic means for court proceedings for issuance, service and execution of summons and warrant and that should be allowed to police also. But a bench of Justices M M Sundresh and N K Singh said that summons issued by a court is a judicial act, whereas a notice issued by the investigating agency is an executive act and the procedure prescribed for a judicial act cannot be read into the procedure prescribed for an executive act. The court clarified that the issue of liberty is involved in the case of police summon as the person can be arrested for non-compliance of summon and in such cases it is appropriate that such a notice be served in person on the accused, and not through the mode of electronic communication. The procedure encapsulated in Section 35(6) of the BNSS, 2023, seeks to secure this fundamental right, from encroachment by the relevant Authority, and therefore, any attempt to interpret the provision as a mere procedural one, would amount to rewriting the provision itself . .The Legislature, in its wisdom, has specifically excluded the service of a notice under Section 35 of the BNSS from the ambit of procedures permissible through electronic communication," the bench said. Ahmedabad: A Thaltej businessman found himself at the centre of a digital smear campaign when a fake bank letter claiming his firm was bankrupt began circulating on WhatsApp. The forged letter bore the logo of a private bank. The businessman immediately filed a complaint after confirming the letter was fabricated. Police have launched an investigation into the source of the message. The businessman, who runs a diesel generator firm on Ashram Road, first received the message from a friend on Feb 8. It included an image of a letter on a private bank's letterhead, falsely stating that his firm was bankrupt. Soon, similar messages began circulating among business associates, creating confusion and concern. When he tried contacting the sender, the number was found switched off. Alarmed, the businessman approached the bank, which confirmed the letter was forged. Believing it to be a deliberate attempt to damage his firm's reputation and erode client trust, he approached Navrangpura police. Man held for duping elderly woman of Rs 80L with digital arrest

Jaipur: State's cyber crime police Wednesday arrested a 30-year-old man from West Bengal for his alleged involvement in an Rs 80 lakh fraud case in which an 82-year-old woman from Ajmer was duped through a "digital arrest" scam. The accused, identified as Sovan Mandal, is believed to be the primary account holder who received the entire amount extorted from the victim. According to SP Cyber Crime Shantanu Kumar, the fraud took place between Nov 23 and 30 last year. The victim received WhatsApp video calls from individuals posing as officials from the Mumbai cyber crime unit. She was told that she was under "digital arrest" and would face serious legal trouble unless she cooperated. Out of fear, she transferred Rs 80 lakh to the bank account provided by the scammers. The case was initially registered at a police station in Ajmer and later transferred to the Rajasthan Cyber Crime Police Station in Jaipur. A special team tracked the transactions and found that the full amount was transferred into a single bank account, leading to the arrest of Mandal, a resident of Dhulian in Howrah district. Police said the money was quickly dispersed through more than 150 different bank accounts after it landed in Mandal's account. Investigators also found that a large portion of the funds was converted into cryptocurrency, specifically USDT, to evade tracking. Efforts are underway to identify all the accounts used and the individuals operating them. The officer said the cybercriminals used commissions from such scams to live lavishly and could be connected to other cyber crimes reported across the country. The investigation is continuing to trace the full extent of the fraud ring.
