Stretch from Mantralaya to Vidhan Bhawan to be developed as administrative district of state: CM Devendra Fadnavis
Chief Minister Devendra Fadnavis said that the stretch from Mantralaya to Vidhan Bhawan encompassing ministerial bungalows will be developed as an administrative district of Maharashtra through a state-of-the-art development plan.
Fadnavis said this at the Express Adda event held on Wednesday in Mumbai.
He added that the design and development plans are already underway with an objective to create more space to accommodate administrative offices within the same premises.
'The Bombay High Court will be relocated to Bandra, but Mantralaya will remain in the same premises,' the chief minister said.
However, he said, there are plans to make a new Mantralaya.
'All the bungalows of ministers and other structures between the Mantralaya and Vidhan Bhawan will undergo development and make the new administrative district of Maharashtra,' he said.
The move is aimed at bringing all administrative offices, which are now scattered due to the lack of space and infrastructure, under one umbrella, he said.
Fadnavis said that he is determined to take all the mega projects initiated during his first tenure as the chief minister to their logical end in the current tenure.
The chief minister also said that Mumbai Metro projects criss-crossing through the city and its suburbs will change the mobility bringing huge relief to the Mumbaikars. With 70 lakh passenger capacity, it is almost parallel to Mumbai local trains which can carry 90 lakh passengers.
The chief minister indicated that there are plans to make all local trains air-conditioned. The process of upgradation of local trains has led to better amenities to the commuters, he said.
'We have proposed to Union Railway Minister Ashwini Vaishnaw for further enhancement of the local trains to bring it at par with Metro with the existing train fare,' Fadnavis said.
On Navi Mumbai Airport Influence Notified Area (NAINA) city project, which is expected to be bigger than Mumbai, Fadnavis said, ' The detailed plans along with the process have already begun. Within NAINA, we plan an educational hub which entails collaboration with foreign universities. We will host the best foreign universities with ranking 50 to 100. Almost 12 foreign universities are likely to become a part of the hub. We have signed up with at least five best universities,' he said.
According to Fadnavis, the Navi Mumbai airport will be completed in the next six months. The entire coastal road works will also be completed in the same tenure.
'The infrastructure driven development will not only help in connectivity and reduce travel time but also encourage people to switch to public transport. We are bringing integrated single ticket system which will allow people to use Metro, local train, bus or mono rail using the same ticket,' he said.
According to the CM, the water taxi which is high on the government agenda will become a reality soon.
Recalling how RoRo services was initiated during his first tenure, Fadnavis said the water taxi jetty work will be taken up near Radio Club. He lamented that there were some protests from South Mumbai residents. 'But gradually, once the Bombay Port Trust is developed, we will shift the water taxi infrastructure there,' he said.
Fadnavis said that the land acquired for the coastal road stretch will be essentially preserved only for stated projects with environmental safeguards. 'We will not allow any real estate development on this claimed land,' he said, adding, 'The Race Course at Mahalaxmi will be preserved and not opened for any real estate development.'

Nashik: The final stretch of the Nagpur-Mumbai Samruddhi Expressway will be opened to the public at an event in Nashik's Igatpuri taluka on June 5. Chief minister Devendra Fadnavis will inaugurate the last 76km section, between Bhiwandi (Thane) and Igatpuri, of the Rs 55,000 crore expressway, said the officials of the Maharashtra State Road Development Corporation. The completion of this 701km greenfield project, the brainchild of Fadnavis and executed by the Maharashtra State Road Development Corporation (MSRDC), will reduce the journey time between Nagpur and Mumbai from over 16 hours to eight hours, with speeds permitted up to 150 kmph. "With the completion of the road, the traffic movement to and from Mumbai will be much faster. Nashik residents will benefit from it, given that they will be able to glide through the ghat section where the travel time reduces from 25 minutes to a little over eight minutes. Overall, they will save more than 45 minutes," said Rajesh Patel, a businessman frequently travelling to Mumbai. A Decade On, Brakes On Bike-Sharing Despite Foot On The Pedal
Nagpur: For over a decade, Nagpur has pursued the vision of becoming a cycling-friendly city, drawing inspiration from global models like Paris and Amsterdam. Public Bike Sharing (PBS) has been a consistent part of the city's Comprehensive Mobility Plans (CMPs). Despite the repeated push — and Rs47.5 crore proposed over three CMPs — the city still awaits a fully functional system. The concept was first introduced in the 2013 CMP, with Rs11.5 crore allocated for 79 docking stations across the Nagpur Metropolitan Region (NMR), including 70 sub-stations and 9 major docking hubs, which was prepared by NIT back then. In 2018, MahaMetro prepared the CMP and carried the idea forward, proposing 84 stations — again 9 main and 75 sub-stations — strategically placed near Metro stations and key bus terminals, with an estimated cost of Rs12 crore. Now, CMP 2025 revisits the plan on a larger scale, with a Rs24 crore budget and 120 proposed locations citywide. Despite these plans, the city saw little on-ground change. Independent efforts, including the bike-sharing partnership between MahaMetro and private operator VIPL, also failed to make an impact. A senior official told TOI, "Whenever we look at successful PBS models globally, one key element stands out — dedicated Non-Motorised Transport (NMT) infrastructure. This includes separate cycling lanes, wide footpaths, and safe, encroachment-free pedestrian zones. These are the foundations we're prioritising in the new plan. " He also outlined the adoption of the 'Hub & Spoke' model in the latest blueprint. "In this model, we ensure major docking stations are supported by sub-stations within a 2–3 km radius. For example, someone exiting a Metro station can pick up a cycle there and drop it near their home, where a sub-docking station will be available. From there, a clean, walkable footpath will lead them home. The goal is to make the system seamless and city-wide, not clustered in pockets," he explained. While the intent remains strong and the vision ambitious, the on-ground reality has not kept pace. For Nagpur's PBS scheme to succeed, it will need more than allocated budgets — it will require consistent execution, public awareness, behavioural shifts, and infrastructure that supports non-motorised mobility. With CMP 2025 laying renewed focus on integrated planning and last-mile connectivity, stakeholders remain hopeful. The question now is whether Nagpur can finally move from planning to pedalling.

Maharashtra Govt to modify livestock panel's order for halt on animal markets: Opposition
Even as Opposition MLAs claimed the Maharashtra government on Monday has withdrawn a May 27 circular sent to all Agriculture Produce Market Committees (APMCs) not to hold any livestock market from June 3 to 8 ahead of Eid al-Adha, commonly known as Bakri Eid, the Maharashtra Goseva Ayog, which issued the directive, denied it has been withdrawn. 'One of the first agendas of our meeting with Chief Minister Devendra Fadnavis was this circular. We were told at the beginning by the animal husbandry secretary that the government has withdrawn the circular,' said Samajwadi Party MLA Rais Sheikh, after attending a meeting with the CM along with several other MLAs on the preparedness for upcoming Bakri Eid festival. Congress MLA Amin Patel, who was present at the meeting, said the demand has been accepted. 'It was conveyed that a new modified order will be issued,' said Patel. The Indian Express on June 1 reported that in a May 27 circular sent to all APMCs, the Maharashtra Goseva Ayog said in light of the upcoming Bakri Eid festival, when large-scale animal slaughter/ sacrifice is carried out, no livestock markets should be held in villages across districts from June 3-8 to ensure that no illegal slaughter of bovines takes place. 'Please stay vigilant in this matter,' it said, referencing the Maharashtra Animal Preservation Act, which enforces a complete ban on the slaughter of bovine animals (cow progeny) in the state. Despite the Opposition's claim, Maharashtra Goseva Ayog chairman Shekhar Mundada, however, denied withdrawing the circular. 'We have not withdrawn the circular. But we work only around preventing cow slaughter. We have nothing to do about other animals,' said Mundada. A highly placed source in the state government said the ban was never on goat meat and the circular is being modified. 'The state has strictly imposed a ban on cow slaughter which continues. But as far as goat or other animals are concerned, there was never a ban on it,' said a senior government official. N Ramaswami, secretary, animal husbandry department, could not be contacted for comment despite several attempts. Maharashtra has 305 principal and 603 secondary APMCs, and these are regulated by the Maharashtra State Agricultural Marketing Board under the APMC Act. There are 292 livestock markets functioning in Maharashtra, and almost all are regulated by the APMCs.
