H.K. Patil initiates various development works in Gadag district

Minister for Law, Justice, Human Rights, Parliamentary Affairs, Legislation and Tourism H.K. Patil on Saturday initiated development works at various places in Mallasamurdra of Gadag district.
He performed bhoomi puja for the development of tank at Mallasamudra village for which a grant of ₹62 lakhs has been provided and called on the residents to make good use of the funds for development and extend necessary cooperation towards groundwater recharge.
In the same village, the Minister performed bhoomi puja for construction of school building and library for Dr. A.P.J. Kalam Residential School. A grant of ₹7.33 crore has been provided for the project.
Later he performed bhoomi puja for the laying of 1.6 km road which provided connectivity to the office of the District Armed Reserve Police from the State highway in Mallasamudra. RDPR Department has released a grant of ₹1 crore for the project and Mr. Patil has sanctioned ₹50 lakh from his local area development fund for the project.
Speaking on the occasion, he said the 'Third Eye' project implemented in Gadag district had helped in increasing adherence to traffic rules and regulations by the motorists and had also brought down the number of accidents. The technology had also helped the police in cracking several cases, he said.
On the occasion two vehicles one provided by the State Minerals Development Corporation and the other under local area development fund of MLC S.V. Sankanur, were symbolically handed over to the Police Department. People who parted with their land for facilitating construction of the road were also felicitated on the occasion.
Chairman of Minerals Development Corporation and MLA G.S. Patil, MLC. S.V. Sankanur, Deputy Commissioner C.S. Sridhar, Superintendent of Police B.S. Nemagouda and others were present.

Expressing concern at the alleged inaction in cleaning and restoring Kuzhikandamthodu, a tributary of the Periyar, the Kerala High Court has cited the need to form a unified river authority or its equivalent. A Bench of Justice Devan Ramachandran and Justice M.B. Snehalatha said this while hearing petitions on the threat the river faced in the form of pollution. Appearing online, the Chief Secretary and other officials concerned sought more time to review court directions and related proceedings. The counsels for the petitioners said that the condition of the waterbody was serious and needed urgent attention, especially since the monsoon was set to end. They added that nothing worthwhile took place on the ground, despite multiple court orders and recommendations by a high-power committee. The government's counsel said that Central assistance might be needed since there was little improvement in the ground situation at Kuzhikandamthodu. The court affirmed that it was concerned about the people, especially those who lived on either side of the Periyar. In this situation, a unified authority would be able to promptly address issues, without the need to rely on multiple agencies. The matter has been posted for hearing in September, after Onam holidays.

The inquiry follows a report, which revealed that commander Michael Pulliam was placed on paid leave in May over allegations he altered crime data in his district. Pulliam has denied wrongdoing, according to NBC4 The probe is expected to widen, examining whether other police or city officials may have been involved in data manipulation. US President Donald Trump publicly supported the investigation, accusing the city of providing 'fake crime numbers' to create a 'false illusion of safety.' On Truth Social, he claimed: 'DC gave Fake Crime numbers in order to create a false illusion of safety. This is a very bad and dangerous thing to do, and they are under serious investigation for doing so!' Meanwhile, Mayor Muriel Bowser pointed to MPD data showing a 26–27 percent drop in violent crime year‑over‑year, arguing that a federal takeover of the department was unnecessary.

This time, former Chief Justice of India Sanjiv Khanna appeared before the panel to share his views on the constitutional aspects of the proposal. Justice Khanna stated that the bill does not directly undermine or alter the basic structure of the Constitution. On the contentious clause 82A(5), which empowers the Election Commission of India (ECI) to defer assembly elections, he argued that since the ECI is already mandated to conduct free and fair polls and has the most accurate understanding of ground realities, it is appropriate to vest such authority with the commission. At the same time, he stressed the need for strong safeguards to prevent potential misuse of these powers. He also pointed out that while the bill seeks to reduce the frequency of elections, its objective may not always be achieved—particularly in cases of premature dissolution of legislatures. Still, he expressed confidence in India's democratic maturity, noting that the country has not seen midterm polls in decades, a sign of growing political stability and institutional resilience. On the issue of notifying election dates, Justice Khanna suggested replacing the current system of presidential notifications proposed in the bill with a fixed date mechanism written into the legislation itself. Justice DY Chandrachud, in an earlier deposition, had raised the same concern. In his written submission, Chandrachud also warned against vesting excessive powers in the ECI—a view echoed by Justice JS Khehar. Both stressed that unchecked powers could upset the institutional balance unless backed by stronger safeguards. Similar cautionary notes had been sounded earlier by other former CJIs, including Justice UU Lalit and Justice Ranjan Gogoi. The panel includes MPs from across parties: Supriya Sule (NCP), Mukul Wasnik, Randeep Surjewala, and Priyanka Gandhi Vadra (Congress), Anil Desai (Shiv Sena-UBT), and Kalyan Banerjee (TMC). On the NDA's side are Anurag Thakur, Sambit Patra, Bhartruhari Mahtab, Baijayant Panda, Anil Baluni (BJP), Shrikant Shinde (Shiv Sena), and Ganti Harish Madhur Balayogi (TDP), among others. Constituted in the last winter session after the Centre agreed to subject the ONOE Bill to greater scrutiny, the JPC has 39 members following its expansion.
