The 35th meeting of the Khyber-Pakhtunkhwa (K-P) Cabinet was held on Friday, presided over by Chief Minister Ali Amin Khan Gandapur.
Briefing media on the meeting's decisions, Barrister Dr Muhammad Ali Saif, Advisor to the Chief Minister on Information and Public Relations, said the Chief Minister announced plans to convene an All Parties Conference next week. The initiative aims to build political consensus and formulate a joint strategy for establishing long-term peace in terrorism-affected areas, particularly in the tribal belt.
Highlighting recent peace efforts, the Chief Minister noted that the restoration of calm in District Kurram was made possible through government-led negotiations with tribal elders and jirgas. He expressed hope that similar models could help bring peace to other restive regions.
The Cabinet also discussed reforms to the 3MPO (Maintenance of Public Order) law, emphasizing the need to prevent its misuse. The Chief Minister compared it to the outdated Frontier Crimes Regulation (FCR), stressing that its implementation must now require prior approval from the Home Department.
On the topic of natural disasters, the Chief Minister urged all political actors to refrain from politicizing human tragedies and reiterated K-P's readiness to assist other provinces in times of need.
The Cabinet approved Rs5 million in compensation for each family of K-P martyrs affected by Indian aggression and Rs10 million for the family of Maulana Khanzeb, who was martyred in a terrorist attack.
Several key legal and administrative reforms were approved, including the K-P Agriculture Income Tax Rules 2025, the Environmental Audit Rules 2025, and the Environmental Protection (Sealing or Seizing) Rules 2025. A cabinet committee was formed to review a proposal to remove the death penalty clause from the K-P Control of Narcotic Substances Act, 2019.
To support citizens with critical health needs, financial assistance of Rs48.1 million was sanctioned for four patients — Rozina, Anas Khan, Muhammad Aman, and Muhammad Azlan — for life-saving treatments.
In education, the Cabinet approved the handover of Dir Model School Dodba for establishing a Khyber Medical University Institute of Health Sciences campus in Upper Dir. It also authorized land acquisition worth Rs38.69 million for a project to supply Swat River water to Mingora via gravity flow.
Cost adjustments were also approved for health initiatives, including an increase in funding for the Health Management Information System Phase-II, from Rs318.5 million to Rs375.2 million.
Administrative decisions included appointments to the Paraplegic Center Board of Governors, the K-P Child Protection and Welfare Commission, and the posting of the Health Foundation's Managing Director.
Under the Provincial Action Plan, the Cabinet sanctioned the installation of RFID and machine-readable number plates for already-profiled non-custom paid (NCP) vehicles, clarifying that the move would not involve any tax collection.

Sugar scandal: KP govt demands judicial probe

PESHAWAR: Advisor to KP Chief Minister on Information and Public Relations, Barrister Dr Muhammad Ali Saif has demanded formation of a judicial commission to investigate the ongoing 'sugar scandal'. In a statement issued here on Tuesday, he stated that after wheat scandal, now through manipulation of sugar import and export, the 'sugar mill mafia' has been granted undue benefits. He called for an independent and transparent investigation into the sugar scandal and strict punishment for those involved. He emphasised that it is crystal clear that the sugar mill mafia is directly linked to the ruling elite. Several sugar mills are owned by families belonging to rulers, who have allegedly gained billions of rupees through this import-export manipulation. Dr Saif claimed that Rs. 38 billion have been extracted from the public's pockets and funnelled into the hands of the sugar mafia through this scheme, while the ruling class, in collaboration with the mafia, continues to exploit the people. Instead of providing relief to the public, the government is favouring the sugar mill mafia, he added. The rulers in partnership with the sugar mafia are looting the nation, he alleged, adding that national resources have suffered irreparable losses—first in the name of sugar export and then under the guise of sugar import. He said that those who previously protested sugar prices at Rs. 110 per kilogram during Imran Khan's tenure have now gone silent, alleging that the current government has raised sugar prices to Rs. 200 per kilogram through collusion with the sugar mafia. He accused the current government of abandoning the public to the mercy of the sugar mafia while securing their own share of the profits. He concluded by stating that due to the decades-long dominance of the political elite, the country has been set back economically. The poor are being forced into starvation, while the political elite remain indifferent, building palaces abroad with taxpayers' money, as the general public is crushed under the burden of inflation. Sindh govt spox fires broadside at MQM-P

Sindh government spokesperson Mustafa Abdullah Baloch stated "it is disappointing to see Farooq Sattar of the MQM-P attempting to politicise a policy that represents and benefits all citizens of Sindh." He said that "the introduction of vehicle number plates featuring the Ajrak motif is not a revenue-generating measure, but a cultural initiative coupled with reform in our vehicle registration system." Baloch claimed that "for years, authorities have struggled with easily tampered, fake number plates, making it difficult to trace stolen vehicles, or maintain accurate vehicle databases. The new plates have enhanced security features and are aligned with international practices." He deemed MQM-P's criticism "not only baseless, but politically motivated." Further, he argued that, "instead of acknowledging that Karachi will benefit from a regulated, secure vehicle registration system, MQM-P is using cultural identity as a tool to sow conflict." He stated "we want to move towards a digital and secure vehicle registration system, one where the data of each vehicle is integrated into a platform accessible by authorities." Honour killing against Islam: MQM-P Deputy Parliamentary Leader of MQM-P in the Sindh Assembly, Taha Ahmed Khan, condemned the murder of a couple in Balochistan who had chosen to marry of their own will. "This is an extremely tragic and condemnable incident. Our Constitution does not permit anyone to take a life in the name of honour," said Taha. He further stated that this act is not just a crime against individuals, but an attack on women's freedom, human dignity, and fundamental rights. Taha said that murder in the name of honour is completely against the teachings of Islam.
