Dubai: Dii Desert Energy unveils the first-of-a-kind MENA Status 2025 & Scenarios until 2030 report [i], covering all emission free technologies, from solar, wind and storage to hydrogen.
Dii Desert Energy, a leading energy transition think tank in the MENA region since 2009, is delighted to present its latest report 'MENA Energy Outlook 2025 - Renewables, Hydrogen and Energy Storage Insights 2030'. This first-of-a-kind report for the region provides the current status across all relevant technologies and countries in MENA, as well as a forward-looking picture of how the energy transition in MENA could unfold by 2030, leveraging insights from the decade and a half long Renewable Projects Database, the MENA H2 tracker and the newly added Energy Storage Projects database.

The MENA region has experienced significant growth in renewable energy investments over the past decade, mainly driven by the lowest LCoE for wind and solar globally, a key currency to attract also local value creation and energy-intensive industries like green steel. However, low emission hydrogen and its derivatives have yet to become competitive with fossil energy sources, primarily due to the lack of a CO₂ price and the persistence of fossil fuel subsidies.
Dii Desert Energy's unique insights and close connection to the latest developments in projects and markets make this report an invaluable resource for understanding the current landscape and future trajectory of renewable energy, hydrogen and energy storage in the MENA region.
Key findings from the report include:
Renewable Energy (excluding green hydrogen):
Solar PV and Wind: Installed capacity of solar PV and wind doubled from 15 GW to 30 GW over past 5 years.
Future Growth: an additional 20 GW of new RE capacity is expected per year by 2030 in conservative scenario and over 40 GW per year in a green revolution scenario.
Large-scale Projects: GW-scale single projects have become the norm for PV.
Leadership: The United Arab Emirates lead the way with highest installed capacity.
Low Emission Hydrogen:
Projects Growth: 117 projects announced as of end 2024 (vs. 67 at end 2023).
Projects Type: Over 90% are green projects, with the rest being blue and yellow developments.
Renewable Energy requirements: The equivalent solar & wind capacity will be up to 400 GW.
Strategies & targets: Almost all MENA countries have published ambitious strategies and targets, total approx.10mtpa.
Offtake: International offtake is still the main focus, but local offtake is on rise.
Projects size: Average projects size is among the largest internationally.
Energy Storage Momentum:
Importance: Energy storage is becoming increasingly important as outlined in a recent Dii Desert Energy study 'Energy storage, the new frontier', with significant developments in battery energy storage systems (BESS) announced in recent months.
Major projects: Some of the largest BESS globally has been commissioned recently in MENA.

For women, it includes the launch of the Leen Babek service, allowing them to complete their transactions from the comfort of their homes — ensuring privacy and men, mobility has been enhanced through dedicated nearby parking, smart service desks, and personalised support that follows up until service the initiative introduced the 'Golden Counter', a priority service desk at service centres exclusively for senior citizens and residents, ensuring top priority for processing their transactions. It also includes awareness workshops to familiarise the elderly with digital services and direct support whenever Al Olama, Under-Secretary for Energy and Petroleum Affairs at MoEI, emphasised that this initiative reflects the directives of the UAE leadership to improve quality of life for all segments of society, especially senior citizens and said, 'We believe that serving the elderly is not just a duty, but a privilege and a gesture of gratitude toward a generation that contributed to building the nation. UAE delegation participates in High-level Energy Transition Dialogue in Brussels
A UAE delegation, headed by Eng. Sharif Al Olama, Undersecretary for Energy and Petroleum Affairs at the Ministry of Energy and Infrastructure, participated in the High-Level Energy Transition Dialogue, hosted by the Presidency of the 30th UN Climate Change Conference (COP30) in partnership with the International Energy Agency at the headquarters of the European Commission in Brussels, Belgium. The high-level meeting came as part of global efforts to prepare for COP30, scheduled to be held in Belém, Brazil. It served as a platform for exchanging perspectives on accelerating the implementation of the outcomes of COP28 and COP29 and achieving global energy transition goals — including doubling energy efficiency and tripling renewable energy capacity by 2030. Addressing an audience of energy ministers and senior officials, Al Olama said, 'At COP28 in Dubai, the international community reached an important milestone: the UAE Consensus. This outcome marked a turning point in how the world approaches the energy transition—not merely as an environmental necessity, but as an economic, social, and development imperative. "Building on this momentum, COP29 in Azerbaijan reaffirmed global commitments to scaling up clean energy investment and facilitating credible transition pathways. It emphasised the vital role of finance, technology transfer, and regional cooperation as core enablers. The Global Stocktake, launched at COP28, continues to serve as a critical benchmark for delivery, and the next step is to begin turning that assessment into meaningful action.' He added, 'For the UAE, the energy transition is not a distant goal—It is a national priority already in motion, driving real change on the ground. Our updated UAE Energy Strategy 2050 strikes a deliberate balance between energy security, affordability, and sustainability. It establishes clear targets for clean energy deployment, deep decarbonisation across sectors, and—crucially—bold and achievable improvements in energy efficiency improvements in energy efficiency. "We recognise that achieving net-zero emissions by 2050, as set out in our national pathway, cannot be achieved by renewables alone. Energy efficiency is not an add-on, or good to have, but rather a core pillar of the transition. It is the lowest-cost, highest-impact lever we have—and a key enabler for all other technologies and solutions.' Moreover, the UAE delegation participated in the 10th Annual Global Conference on Energy Efficiency, organised by the International Energy Agency in partnership with the EU Commission. At the conference, Al Olama continued, "In the UAE, we see energy efficiency not only as a tool for decarbonisation, but also as a powerful lever to strengthen our economy. We are supporting industries and enterprises to reduce costs, improve energy security, and enhance operational performance. These efforts help attract investment, support high-quality job creation, and foster innovation and competitiveness across key sectors. However, challenges do remain. Despite its clear economic benefits, the pace of progress is often constrained by barriers such as limited access to finance, low awareness, misaligned incentives, and high upfront costs—particularly in emerging markets. "This is precisely why the UAE announced its intention to establish the Global Energy Efficiency Alliance (GEEA) during COP29 in Baku, in support of the UAE Consensus and the global goal of doubling the energy efficiency improvement rate, from the historical average of 2 percent to over 4 percent annually by 2030. Today, we are proud to officially launch GEEA here in Brussels, reaffirming our commitment to placing energy efficiency at the forefront of the international energy and climate agenda. This effort comes at a critical moment, as we are currently off track, the global energy efficiency improvement rate remains below 1.5 percent annually, and at this pace, we will fall short of achieving our decarbonisation and net-zero targets.' He noted that as founding Chair and Secretariat of GEEA, the UAE is working closely with partners to move from advocacy to implementation—by scaling technical cooperation, mobilising finance, and enabling the design and delivery of national and sector-specific efficiency strategies. He extended an open invitation to all governments, private sector entities, financial institutions, and civil society organisations to join the Alliance—to contribute expertise, to align efforts, and to accelerate global progress on energy efficiency. On the sidelines of his engagements in Brussels, Al Olama held several bilateral meetings to promote GEEA and drive the global energy transition agenda. These include meetings with Stefani Sannino, Director-General for the Middle East, North Africa, and the Gulf at the European External Action Service; Ditte Juul Jørgensen, Director-General for Energy at the European Commission; Ben Copp, Director-General of the Office of Energy Efficiency at the National Resources of Canada; Jan Dusík, Deputy Director-General for Climate Action at the European Commission; Masanori Tsuruda, Deputy Commissioner for International Affairs at Japan's Ministry of Economy, Trade, and Industry; and Anders Hoffmann, Deputy Permanent Secretary at the Danish Ministry of Climate, Energy and Utilities. UAE participates in 7th BRICS Youth Energy Summit

The summit saw the participation of youth delegations comprising elite experts and professionals from member states and invited UAE delegation included representatives of several leading national entities in the energy sector, including the Abu Dhabi Department of Energy, Abu Dhabi National Oil Company (ADNOC), the Federal Youth Authority, Emirates Water and Electricity Company (EWEC), and the Sharjah Electricity, Water, and Gas Authority (SEWA).This participation comes as part of the UAE's ongoing efforts to strengthen international cooperation, empower youth, and showcase its leadership in the field of energy transition. It aligns with goal 7 of the Sustainable Development Goals, which aims to ensure access to affordable, reliable, sustainable, and modern energy for UAE delegation participated as a keynote speaker in the panel discussion titled: 'Technological Advancements for Low-Carbon Power Systems,' where it highlighted the country's progress in developing smart and resilient energy systems based on low-carbon fuels—such as clean hydrogen, solar energy, and sustainable aviation delegation also highlighted the UAE's pioneering national policies and initiatives, foremost among them the UAE Energy Strategy 2050 and the National Hydrogen Strategy the delegation emphasised the country's commitment to implementing the outcomes of the historic UAE Consensus, launched during its presidency of COP28, which calls for a just and orderly transition away from fossil fuels, the expansion of renewable energy technologies, and the achievement of climate neutrality by delegation stressed the importance of investing in technology and innovation, building national capacities, and empowering youth to lead the global transition toward low-emission energy success stories in clean energy and research and development were also showcased, serving as inspiring models for BRICS countries and the wider world. At the conclusion of the summit, the delegation reaffirmed the UAE's commitment to strengthening cooperation with its international partners within the BRICS group to build a more secure, sustainable, and inclusive energy future for generations to come.
