Federal govt employees: MoF notifies 10pc ad hoc relief, 30pc DRA
The ministry issued an office memorandum which stated that the President has been pleased to sanction with effect from 01.07.2025 and till further orders, an Ad hoc Relief Allowance-2025 @ 10 per cent of running basic pay to Armed Forces Personnel, Civil Armed Forces and to all the Civil Employees of Federal Government as well as the civilians paid from Defence Estimates and contract employees employed against civil posts in basic pay scales on standard terms and conditions of contract appointment.
The amount of Ad-hoc Relief Allowance-2025: i. will be subject to Income Tax; ii. Will be admissible during leave and entire period of LPR except during extra ordinary leave; iii. Will not be treated as part of emoluments for the purpose of calculation of pension/gratuity and recovery of house rent; iv. Will not be admissible to the employees during the tenure of their posting/deputation abroad; and v. Will be admissible to the employees on their repatriation from posting/deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad.
Employees demand reasonable salary increase
The term 'basic pay' for the purpose of Ad-hoc Relief Allowance-2025 will also include the amount of the personal pay granted on account of annual increment (s) beyond the maximum of the existing pay scales.
The above Ad-hoc Relief Allowance-2025 shall be accommodated from within the budgetary allocation for the year 2025-26 by the respective ministries/divisions/departments and no supplementary grants shall be allowed on this account.
Another office memorandum issued by the Finance Ministry stated that the President has been pleased to sanction with effect from 01 .07.2025 grant of Disparity Reduction Allowance (DRA) @ 30 per cent of basic pay as on 30.6.2022 to the officers/officials in BPS-1 to 22 who are already drawing DRA on the same terms and conditions provided under Finance Division's O.tM No. F.No. 14(1)R-312021-69, dated 23.02.2022and OM No FNo 14(1)R3l2o21dated 19th July 2022. For those employees who have been appointed on or after 1-7-2022, this allowance will be admissible on the basis on relevant initial basic pay scale of 2017.

In addition to textile, there was substantial potential for growth in other sectors, it said, stressing that the government was committed to facilitating exporters through policy support, market intelligence and trade promotion initiatives. The ministry expressed hope about further positive engagements and close cooperation with the US in the areas of investment, AI, cryptocurrency, mines and minerals, energy and other emerging sectors.

Lower US tariffs to aid Pakistan's exports, says govt
The government on Friday said that a revised tariff agreement with the United States will enhance market access for Pakistan and support outbound trade. 'The Government of Pakistan is pleased to announce the successful conclusion of tariff-related discussions with the United States,' read a statement released by the Ministry of Finance. As per the outcome of these talks, a tariff of 19% will be applicable for Pakistani exports to the US market, which is significantly lower than the initially proposed 29%. On Thursday, US President Donald Trump announced new tariffs of up to 41% on goods imported from dozens of countries, including Pakistan, citing persistent trade imbalances and a lack of reciprocity in bilateral trade relationships. 'This decision reflects a balanced and forward-looking approach by the US authorities, keeping Pakistan competitive relative to other South and Southeast Asian countries. In particular, this tariff level is expected to support Pakistan's export potential, especially in key sectors such as textiles, which remain the backbone of the country's export economy,' read the statement. The finance minister said that it remains in close coordination with relevant stakeholders, and believes that the current tariff arrangement presents a significant opportunity to expand Pakistan's footprint in the US market. 'It is now essential for Pakistani exporters and trade bodies to adopt an aggressive and focused marketing strategy to capitalise on this development,' it said. The ministry said it believed that in addition to textiles, there is substantial potential for growth in other sectors. 'The government is committed to facilitating exporters through policy support, market intelligence, and trade promotion initiatives,' it said. According to the statement, the Pakistani government seeks close cooperation with the United States in the areas of investment, artificial intelligence, cryptocurrency, mines & minerals, energy, and other emerging sectors. 'Pakistan will continue to engage closely with President Trump and the US administration to promote the shared goals of economic development and mutual prosperity,' it concluded.

Pakistan, US strike ‘win-win' trade deal, says Aurangzeb
Finance Minister Muhammad Aurangzeb on Thursday termed the trade deal struck between Pakistan and the United States a 'win-win' situation for both countries. 'Today marks the culmination of the journey that we started a few months back,' said Aurangzeb in a video message released by the Ministry of Finance. The finance minister shared that the authorities on both sides had 'a very constructive final round of discussions, which then led to finalising the trade deal.' Aurangzeb heads to US to finalise trade talks The breakthrough was reached during a meeting of Pakistan's Finance Minister Muhammad Aurangzeb, with US Secretary of Commerce Howard Lutnick and United States Trade Representative Ambassador Jamieson Greer in Washington, D.C. on Thursday. Secretary of Commerce Jawad Paul and Pakistan Ambassador to the United States, Ambassador Rizwan Saeed Sheikh, were also present during the meeting. 'From our perspective, we were always going beyond the trade imperative,' said Aurangzeb, adding that trade and investments 'have to go hand in hand'. The finance minister lauded his economic team, including the role of the private sector, in reaching the trade deal. Aurangzeb shared that investments in various sectors were discussed. 'We will start with energy. Then there is mineral and mining, IT, and the new economy that we are talking about.' 'We are in a good place today in Pakistan, in terms of where we have arrived before August 1. We have come a long way in terms of our overall strategic partnership between Pakistan and the United States,' he said. The remarks come after US President Donald Trump said on Wednesday his administration struck a deal with Pakistan in which Washington would work with Islamabad in developing the South Asian nation's oil reserves. 'We have just concluded a Deal with the Country of Pakistan, whereby Pakistan and the United States will work together on developing their massive Oil Reserves,' Trump wrote on social media. 'We are in the process of choosing the Oil Company that will lead this Partnership. Who knows, maybe they'll be selling Oil to India some day!' Pakistan faced a potential 29% tariff on exports to the United States under tariffs announced by Washington in April on countries around the world. Tariffs were subsequently suspended for 90 days so negotiations could take place. Under Trump, Washington has attempted to renegotiate trade agreements with many countries that he threatened with tariffs over what he calls unfair trade relations. Many economists dispute Trump's characterisation. US total goods trade with Pakistan was an estimated $7.3 billion in 2024, according to the website of the Office of the US Trade Representative, up from around $6.9 billion in 2023. The US goods trade deficit with Pakistan was $3 billion in 2024, a 5.2% increase over 2023.
