High-rise, high expectations: is Casablanca's finance hub a model for African development?

For centuries, Casablanca was a significant trading hub for merchants from across the breadth of the Atlantic coast, given its geographical position between Africa, the Middle East and Europe.
These days, Morocco's economic capital is merging those historical roots with a strong modern commercial identity. One such manifestation is the Casablanca Finance City (CFC) district, whose high-rise buildings stand as a symbol of the city's dream of being a main gateway for international investment into Africa.
Since the district launched in December 2010, its attractive tax regime has brought in entities from across the globe. There was a slowdown in sign-ups to the hub during the Covid-19 pandemic but it now hosts 240 companies, including Huawei and Schneider Electric, accounting for more than 7,000 jobs.
'We welcome companies from multiple sectors … [and] we also support them in their development into the continent,' said Lamia Merzouki, its chief operating officer.
Over the past decade, Moroccan investment across Africa has sharply risen: from $100m in 2014 to $2.8bn in 2024. As of March 2025, it was ranked fourth in the Middle East and Africa region and 57th out of 119 overall on the Global Financial Centres Index.
Brigitte Labou, the head of customs practice for Francophone Africa at KPMG Avocats, based in Paris, says hubs such as the CFC are 'important levers for accelerating the industrialisation of Africa.
'The financial hub that the CFC represents, as well as the related tax advantages, are assets that can attract the relocation of production chains to Morocco and Africa,' she added.
Representing a key entry point for business into Africa, the CFC is seen by the Moroccan government as a valuable component of the African Continental Free Trade Area (AfCFTA), a trade agreement with the promise of a unified African market of 1.4 billion people and a combined GDP of $3.4tn. It was approved by the African Union in 2012 and launched seven years later, but implementation has been slow.
But in a time of global tariff wars, African economists are hoping agreements such as AfCFTA can help.
In May, as hundreds of African business executives in various shades of suits converged in Abidjan in Ivory Coast for the Africa CEO Forum, intracontinental trade during tariff disruption topped the agenda.
The South African president, Cyril Ramaphosa, speaking during an all-presidential panel in Abidjan, proposed more collaboration on the continent as a solution. 'We would like the private sector to follow in tandem with the public sector, and to embrace the AfCFTA and also be active participants … [AfCFTA] is going to be the pathfinder', he told more than 2,800 delegates.
Merzouki agrees. 'In this context of trade wars, the African free trade area is really a must,' she said after the session. 'We need to accelerate the momentum. Regional integration is a must for us, and this is something that we have been nourishing since the beginning.'
There is criticism that the CFC's focus on attracting foreign capital has done little to address deep-seated inequalities within Morocco. Recent trade data for 2024 also shows that the EU – rather than Africa – is still a destination for at least two-thirds of Moroccan exports.
In response to this discrepancy, Merzouki said the data 'should not overshadow the dynamic cooperation between Morocco and the rest of Africa'.
There is also regular criticism of Morocco's constitutional monarchy system, but supporters say this has projected an image of calm that seems to have benefited Casablanca, compared with other African hubs.
'Even if there are lots of different trade wars and economic upheavals and so on, Morocco remains a stable platform,' said Merzouki. 'There is political stability, macroeconomic stability. We have a lot of international players that give us this feedback. They want to come to Casablanca because it remains stable.'

It is now marketing this profile of a haven within chaos to draw in more entities amid one of the biggest global trade disruptions in decades. Since Donald Trump resumed his second term as US president, he has upended trade deals and hiked tariffs, including for all of Africa.
The CFC is also cooperating with two dozen African investment promotion agencies, including those of Nigeria and Ivory Coast, seeking new opportunities to increase infrastructural development. It also hosts the Africa50 fund, a vehicle launched in 2015 by the African Development Bank, with initial capital of $700m from 20 member states, to spur infrastructure development across the continent.
The district is also pivoting to accommodate its interest in artificial intelligence – having launched an Africa Innovation Lab to support fintechs – and sustainable financing.
Currently, Africa generates only 2% of its potential in carbon credits, which are permits countries or companies can exchange to fund initiatives that reduce greenhouse gases in the atmosphere. Merzouki, a former chair of the UN Development Programme's Financial Centres for Sustainability Network, thinks the continent can become an energy powerhouse with the right conditions: technology transfer, capacity building, financing.
Last September, the CFC signed an agreement with another Moroccan agency to launch a voluntary carbon market for private entities as part of a push to start a carbon-efficient ecosystem.
Still, there are limits to African financial hubs such as the CFC: doing business is notoriously difficult in many African countries and red tape and archaic policies continue to stymie the flow of cash and workers across borders.
Bright Simons, the vice-president of the Imani Centre for Policy and Education in Accra, Ghana, says the hubs are merely short-term solutions that cloud the big picture.
'The unique selling point for the hubs is to try and concentrate resources in a manner that tries to circumvent some of those [logistical and infrastructural] barriers,' he said. 'African governments, rather than go the long route of trying to actually fix these problems, are trying to look for shortcuts, and perhaps hubs have become the cleverest but most visible way.'

Rwanda on Tuesday became the third African nation to agree to accept deportees from the United States under the Trump administration's plans to send migrants to countries they have no ties with to get them off American soil. Rwandan government spokeswoman Yolande Makolo told The Associated Press in a statement that the East African country would accept up to 250 deportees from the US, with 'the ability to approve each individual proposed for resettlement' under the agreement. The US sent 13 men it described as dangerous criminals who were in the US illegally to South Sudan and Eswatini in Africa last month and has said it is seeking more agreements with African nations. It said those deportees' home countries refused to take them back. The US has also deported hundreds of Venezuelans and others to Costa Rica, El Salvador and Panama under President Donald Trump's plans to expel people who he says entered the US illegally and are 'the worst of the worst'. Rwanda attracted international attention and some outrage when it struck a deal in 2022 with the UK to accept migrants who had arrived in the UK to seek asylum. Advertisement Under that proposed deal, their claims would have been processed in Rwanda and, if successful, they would have stayed there. The contentious agreement was criticised by rights groups and others as being unethical and unworkable and was ultimately scrapped when Britain's new Labour government took over. Britain's Supreme Court ruled in 2023 that the deal was unlawful because Rwanda was not a safe third country for migrants. The Trump administration has come under scrutiny for the African countries it has entered into secretive deals with to take deportees. It sent eight men from South Sudan, Cuba, Laos, Mexico, Myanmar and Vietnam to South Sudan in early July after a US Supreme Court ruling cleared the way for their deportations. Advertisement They were held for weeks in a converted shipping container at an American military base in Djibouti as the legal battle over their deportations played out. South Sudan, which is tipping towards civil war, has declined to say where the men are being held or what their fate is. The US also deported five men who are citizens of Vietnam, Jamaica, Cuba, Yemen and Laos to the southern African kingdom of Eswatini, where the government said they will be held in solitary confinement in prison for an undetermined period of time. A human rights lawyer in Eswatini said the men are being denied access to legal representation there and has taken authorities to court. Eswatini is Africa's last absolute monarchy. The king rules over government and political parties are effectively banned. Advertisement Both South Sudan and Eswatini have declined to give details of their agreements with the US. Rwanda, a country of some 15 million people, has long stood out on the continent for its recovery from a genocide that killed more than 800,000 people in 1994. It has promoted itself under long-time President Paul Kagame as an example of stability and development, but human rights groups allege there are also deadly crackdowns on any perceived dissent against Mr Kagame, who has been president for 25 years. Government spokesperson Ms Makolo said the agreement with the US was Rwanda doing its part to help with international migration issues because 'our societal values are founded on reintegration and rehabilitation'. 'Those approved (for resettlement in Rwanda) will be provided with workforce training, healthcare and accommodation support to jumpstart their lives in Rwanda, giving them the opportunity to contribute to one of the fastest-growing economies in the world over the last decade,' she said. Gaza aid truck drivers face increasing danger from desperate crowds and armed gangs

Truck drivers trying to deliver aid inside Gaza say their work has become increasingly dangerous in recent months as people have grown desperately hungry and violent gangs have filled a power vacuum left by the territory's Hamas rulers. Crowds of hungry people routinely rip aid off the backs of moving trucks, the local drivers said. Some trucks are hijacked by armed men working for gangs who sell the aid in Gaza's markets for exorbitant prices. Israeli troops often shoot into the chaos, they said. Drivers have been killed in the mayhem. Since March, when Israel ended a ceasefire in its war with Hamas and halted all imports, the situation has grown increasingly dire in the territory of some 2 million Palestinians. International experts are now warning of a 'worst-case scenario of famine' in Gaza. Under heavy international pressure, Israel last week announced measures to let more aid into Gaza. Though aid groups say it's still not enough, getting even that amount from the border crossings to the people who need it is difficult and extremely dangerous, the drivers said. Driving aid trucks can be deadly Thousands of people packed around the road Monday as two trucks entered southern Gaza, AP video showed. Young men overwhelmed the trucks, standing on the cabs' roofs, dangling from the sides and clambering over each other onto the truck beds to grab boxes even as the trucks slowly kept driving. 'Some of my drivers are scared to go transfer aid because they're concerned about how they'll untangle themselves from large crowds of people,' said Abu Khaled Selim, vice president of the Special Transport Association, a nonprofit group that works with private transportation companies across the Gaza Strip and advocates for truck drivers' rights. Selim said his nephew, Ashraf Selim, a father of eight, was killed July 29 by a stray bullet when Israeli forces opened fire on crowds climbing onto the aid truck he was driving. Shifa Hospital officials said they received his body with an apparent gunshot to the head. The Israeli military said it was unaware of the incident and that 'as a rule" it does not carry out deliberate attacks on aid trucks. Earlier in the war, aid deliveries were safer because, with more food getting into Gaza, the population was less desperate. Hamas-run police had been seen securing convoys and went after suspected looters and merchants who resold aid at exorbitant prices, Now, 'with the situation unsecured, everything is permissible,' said Selim, who appealed for protection so the aid trucks could reach warehouses. The U.N. does not accept protection from Israeli forces, saying it would violate its rules of neutrality, and said that given the urgent need for aid it would accept that hungry people were going to grab food off the back of the trucks as long as they weren't violent. Flooding Gaza with renewed aid would ease the desperation and make things safer for the drivers, said Juliette Touma, communications director at UNRWA, the U.N. agency for Palestinian refugees. The danger for drivers is growing Ali al-Derbashi, 22, was an aid truck driver for more than a year and a half, but he quit after his last trip three weeks ago because of the increasing danger, he said. Some people taking aid off the trucks are now carrying cleavers, knives and axes, he said. He was once ambushed and forcibly redirected to an area designated by Israel as a conflict zone in its war against Hamas. There everything was stolen, including his truck's fuel and batteries, and his tires were shot out, he said. He was beaten and his phone was stolen. 'We put our lives in danger for this. We leave our families for two or three days every time. And we don't even have water or food ourselves,' he said. In addition to the danger, the drivers faced humiliation from Israeli forces, he said, who put them through 'prolonged searches, unclear instructions, and hours of waiting.' The war began Oct. 7, 2023, when Hamas-led militants killed around 1,200 people, mostly civilians, and abducted 251 others. Israel's retaliatory offensive has killed more than 61,000 Palestinians, according to the latest figures by Gaza's Health Ministry, which doesn't distinguish between militants and civilians and operates under the Hamas government. The threats come from everywhere Nahed Sheheibr, head of the Special Transport Association, said the danger for the drivers comes from everywhere. He accused Israel of detaining drivers and using them as human shields. The Israeli military did not comment on the accusation. In recent days, men linked to a violent Gaza clan fired at drivers, injuring one, and looted a convoy of 14 trucks, he said. They later looted a convoy of 10 trucks. Hossni al-Sharafi, who runs a trucking company and was an aid driver himself, said he is only allowed to use drivers who have no political affiliation and have been approved by Israel to transport aid from crossings. Al-Sharafi said he was detained by Israeli forces for more than 10 days last year while transporting aid from the southern Kerem Shalom crossing and interrogated about where the truck was headed and how the aid was being distributed. Israeli officials did not comment on the accusations. Some drivers spoke of being shot at repeatedly by armed gangs. Others said their trucks were routinely picked clean — even of the wooden pallets— by waves of desperate people, many of whom were fighting each other for the food, while Israeli troops were shooting. Hungry families who miss out on the aid throw stones at the trucks in anger. Anas Rabea said the moment he pulled out of the Zikkim crossing last week his aid truck was overwhelmed by a crowd. 'Our instructions are to stop, because we don't want to run anyone over,' he said. 'It's crazy. You have people climbing all over the cargo, over the windows. It's like you're blind, you can't see out.' After the crowd had stripped everything, he drove another few hundred meters and was stopped by an armed gang that threatened to shoot him. They searched the truck and took a bag of flour he had saved for himself, he said. 'Every time we go out, we get robbed," he said.
