
India, ASEAN, and the battle for influence in Southeast Asia
The recently concluded ASEAN Post-Ministerial Conference with India saw the adoption of the new ASEAN-India Plan of Action (2026–2030), which will guide both sides in realising the full potential of the Comprehensive Strategic Partnership over the next five years. This is in line with India's vision for its Act East Policy (AEP) in Southeast Asia.
As the Act East Policy enters its second decade, the overarching question pertinent to Southeast Asia is how this policy framework can be made more effective to enhance engagement with ASEAN and its member states. The conceptions of India's redesignation of 'Look East' to 'Act East' in 2014 have been overwhelmingly attributed to India's strategic competition with China — against the backdrop of the latter's growing influence in Southeast Asia. But 10 years later, with India's growing profile in the Indo-Pacific, to make its engagement with Southeast Asia or the Act East Policy itself solely about China, ignores the fact that New Delhi has interest in the region independent of Beijing and vice-versa. This is severely reductionist and by and large, a grave misconception.
However, there remain questions on India's evolving role as a rising power and its engagement with Southeast Asia, seeing how the emerging, dynamic Indo-Pacific order has given new strategic meaning to India. This reinforces the argument that there is a lack of understanding of India's aspiration and strategic positioning. That brings us to an important question, what role does India hope to play in the Indo-Pacific through the AEP vis-à-vis its relations with Southeast Asia?
In the last decade, India has been touted to play the role of 'balancer' to a more assertive China. Against the backdrop of the South China Sea dispute, major power rivalry and trade and economic disruptions, perceptually, New Delhi's rise and the AEP makes it a natural balancer for Southeast Asia.
Dhruva Jaishankar in his book Vishwa Shastra: India and the World argues that while New Delhi has the potential to play the role of 'balancer', more specifically an economic balancer, much work must be still done before this is realised. With Indian Commerce and Industry Minister Piyush Goyal recently slamming the nature of the India-ASEAN trade relationship, perhaps India is not ready to fully embrace this role of economic balancer.
But this concept of balancer also means that the India-Southeast Asia relationship is viewed through a China lens or even US-China prism, and this does not give enough credit or currency to the value of India's ties with the region. In many ways, being a balancer reduces the India-Southeast Asia relationship to a product of, for and by China. Following Indian foreign policy, the semantics that come out of New Delhi, and the trajectory of India's relations with ASEAN and ASEAN member states in recent years, it is clear that this is not the role India envisions for itself, nor how Southeast Asia distinctly views India.
Is India then a growing normative power? Does the AEP provide the necessary policy framework to support India for this role in the region? At the 2025 Raisina Dialogue, to a question on whether India has the appetite to be a normative power in the region with its growing role in the Global South, Minister of External Affairs S Jaishankar indicated that while New Delhi may not explicitly use the term to describe its role, as the most populous country in the world, India's Global South mobilisation efforts certainly cannot be ignored, as these will continue to set standards for cooperation.
India's role as a normative power is, however, reliant on the extent to which ASEAN and its member states identify with and cooperate within India's Global South agenda and Indian-led initiatives. It also heavily depends on how consistent and creative India is with its initiatives. This means keeping the momentum on proposals announced at ASEAN summits and focusing on the public goods delivery aspects of mega initiatives like the MAHASAGAR. Underpinned by its AEP, India's active presence in mechanisms like IORA, BRICS, BIMSTEC which function on the basis of addressing shared regional challenges through niche area cooperation also serves as a key enabler to its budding role as a normative power.
Moving forward, whichever role India envisions for itself with the hope that it resonates with Southeast Asia, India must focus on three main aspects of its ties with the region. First, a strong strategic partnership is indicative of a strengthened AEP. India has a Comprehensive Strategic Partnership with ASEAN, Vietnam, Indonesia, Malaysia and Singapore, a Comprehensive Partnership with Thailand and Enhanced Partnership with Brunei. These partnerships can be seen as the structural and functional manifestation of India's outreach and engagement via its AEP and so it is crucial that they are fit for purpose and in tune with geopolitical realities.
Secondly, there must be thoughtful continuity in the initiatives announced during ASEAN summits. For example, if India wishes to 'advocate for the Global South' as announced in the 12-point proposal during the 2023 ASEAN-India Summit in Indonesia, then it should have also been reaffirmed in the 10-point plan in a more detailed manner during the 2024 ASEAN-India Summit In Laos. Consistency in optics, semantics and the chosen 'lexicon' is essential for India's role-building in the region.
Finally, there must be greater synergy between ASEAN Outlook on the Indo-Pacific and India's Indo-Pacific Oceans Initiative. This must be clearly demonstrated, and one way to do this is active participation in the ASEAN Indo-Pacific Forum. Periodic assessment of the progress in cooperating within these frameworks and clearly highlighting successes will not only aid in shaping the trajectory of relations but help quantify the power and increasing relevance of the AEP over the years.

Why US President Donald Trump's ‘dead economy' jibe at India fails to stand up to scrutiny
US President Donald Trump may have referred to India as a 'dead' economy, but the numbers tell a different story. While the Indian economy is expected to slow down in the current fiscal amid the global uncertainties and tariff wars, most recent projections by economists and international agencies paint a fairly bright picture since they see India as the fastest growing large economy in the world with a 6 per cent plus growth rate. Trump's aggressive stance against India in his social media posts has also exposed an inconsistency in America's stance and policy actions considering India and America have engaged together on several crucial initiatives, ranging from critical minerals, trade, defence and space after he took charge as the President in January. The most recent collaboration between India and the US was seen last week as the Indian Space Research Organisation (ISRO) placed the NISAR satellite, a first-of-its-kind collaborative project between India and the US, into its intended orbit. NISAR, which stands for NASA-ISRO Synthetic Aperture Radar, is the most powerful Earth observation satellite to be put in space, the result of over one decade of research and development by the space agencies of India and the US. The collaboration is set to expand as ISRO is planning to launch the Block 2 BlueBird communications satellite, developed by the US-based AST SpaceMobile, over the course of next few months. When Prime Minister Narendra Modi visited the US in February, the two countries on several initiatives including the Transforming Relationship Utilizing Strategic Technology (TRUST) initiative — a bilateral initiative for cooperation in the recovery and processing of critical minerals such as lithium and rare earth elements. It was seen as a step towards reducing barriers to technology transfer, addressing export controls, and enhancing high-tech commerce. The TRUST initiative followed India's induction into the US-led Minerals Security Finance Network in September last year. India had joined the Minerals Security Partnership in 2023. A move towards stronger trade ties was also discussed in detail during Modi's US visit, with the countries agreeing to double their bilateral trade to $500 billion by 2030. India's trade relationship with the US has already been strengthening. In 2024, the total goods trade between the two nations stood at $129.2 billion, with the US' exports to India rising 3.4 per cent to $41.8 billion, while its imports were up 4.5 per cent at $87.4 billion, resulting in a deficit of $45.7 billion for the US. India's rising exports of electronic goods, especially smartphones, to the US have been in focus. India's share in US' smartphone imports surged to nearly 36 per cent in the first five months of 2025, driven mainly by Apple's iPhones, from about 11 per cent in 2024. China, which continues to dominate the category, saw its share drop from 82 per cent to 49 per cent over the same period. Roughly 20 per cent of Apple's global iPhone production capacity is now based in India. Trump's often-cited charge against India has been of it being a 'Tariff King', and India in response has made a conscious effort to broadcast the message that it is not. In the Union Budget for 2025-26, presented in February, duties on the top 30 US goods imported by India, including crude oil, LNG, coal, diamonds, aeroplanes, and motor vehicles, were reduced. In the automobile sector, India lowered tariffs on motorcycles based on engine capacity. Finance Minister Nirmala Sitharaman has also highlighted the same, pointing out last month that India has reduced the tariff rates to eight, including the zero per cent rate. Modi and Trump had also agreed to renew the 10-year defence framework, with the American President having mentioned increasing military supplies to India and ultimately providing the F-35 stealth fighter. The two leaders had announced plans to pursue new procurements and co-production arrangements for Javelin anti-tank guided missiles and Stryker infantry combat vehicles and six additional P-8I maritime patrol aircraft. Earlier this month, an official statement said India and the US will sign a new 10-year defence partnership framework when Defence Minister Rajnath Singh and his US counterpart, Pete Hegseth, meet later this year. While there are some downside risks to the Indian growth story from Trump's threat of a 25 per cent tariff on Indian goods and a 'penalty' for its energy and arms imports from Russia, even a 20-40 bps decline in the growth rate to 6 per cent or so will not stop the economy from being the fastest growing large economy in the world. This is evident in the growth projections made by prominent global rating and multilateral agencies. Last week, the International Monetary Fund (IMF) raised India's GDP growth forecast to 6.4 per cent for both 2025-26 and 2026-27 after it had cut the projection for the current fiscal by 30 bps to 6.2 per cent in April. The Reserve Bank of India (RBI) also has predicted growth for FY26 to be stable at 6.5 per cent – the same as in the last fiscal. Meanwhile, the Finance Ministry estimates growth to be in the range of 6.3-6.8 per cent, saying in its latest monthly economic review report that the economy presents a picture of 'cautious optimism' in the face of global headwinds marked by trade tensions, geopolitical volatility, and external uncertainties. To be sure, the Finance Ministry has flagged slow credit growth and the private sector's investment appetite as issues. But these hardly make an economy 'dead' — especially one which the IMF estimates as the fifth-largest in the world with a GDP of $3.9 trillion in 2024. And it's only going to get better — by 2028, the IMF expects India to overtake Germany and Japan and rise to the third spot, only behind the US and China. While Trump called both India and Russia as 'dead economies', the latter is a different animal altogether. Unlike India's, the Russian economy has suffered from its war against Ukraine, with GDP growth averaging 2.2 per cent from 2022 to 2024, per IMF. This is even lower than the US' average growth rate of 2.7 per cent over the same period. The figure for India, meanwhile, is 7.8 per cent. Trump's comments, the imposition of a 25 per cent tariff on India, and an as-yet unspecified penalty — even as officials from the two countries are negotiating a bilateral trade deal — is being viewed as Washington putting pressure on New Delhi to quickly come to an agreement. US Treasury Secretary Scott Bessent has admitted as much, saying on Thursday that Trump and the American trade team were frustrated by the pace of talks with India. 'India came to the table early. They have been slow-rolling things, so I think that the President, the whole trade team is frustrated with them,' Bessent told CNBC. However, just like the US, India has a duty to its people and must get the best possible deal. As Commerce Minister Piyush Goyal said in the Lok Sabha on Thursday, the government will take 'all necessary steps to secure our national interest'. India's climate challenge
As this year opened, the Bulletin of the Atomic Scientists moved the Doomsday clock at 89 seconds to midnight. This is the closest ever to human extinction. This year's report cited climate change as one of the defining reasons for the clock ticking fast towards the end of our time as we know it. The 2025 clock time signals that the world is on a course of unprecedented risk, and that continuing on the current path is a form of madness. Indian view Currently, India stands at the precipice of a climatic crisis, and its response — or the lack thereof — will shape the nation's future in more ways than we can yet imagine. India's history is replete with climate-related upheavals that have tested its resilience — socially, economically, and ecologically. As per a report by the UN office for Disaster Risk Reduction, India suffered an economic loss of a whopping $79.5 billion due to climate-related disasters in the past 20 years from 1998 to 2017. As per scientists, the Indian monsoon, once predictable, has been destabilised by global warming. Increasing temperature causes increased evaporation, which results in heavier and more erratic rainfall. The shifting monsoon trough has become a scourge especially for the northeastern states of Assam, Manipur, and Arunachal Pradesh, where, in recent weeks, more than 46 people died and almost half a million were affected. These climate disasters should not be seen as seasonal misfortunes, but as climate warnings. With no cohesive policy in place and minimal integration of climate considerations into its national security strategy, India is underprepared for a crisis that affects its economy, its people, and its very future. The threat ahead India's coastline, stretching over 7,500 km, is a hub of economic activity, cultural vibrancy and biodiversity. Yet, this vast peninsular stretch and its inhabitants now face a severe threat: rising sea levels, driven by climate change. Compounding the long-term threat of sea level rise are short-term climate phenomena such as El Nino and La Nina, which have a significant impact on weather patterns across South Asia. El Nino reduced monsoon rainfall, leading to droughts, while paradoxically, La Nina events may increase rainfall and the frequency of extreme weather events such as cyclones and floods, many of which wreak havoc along India's coastal belt. Together, these factors create a dangerous cocktail of rising seas and erratic climatic behaviour, threatening livelihoods, infrastructure, and long-term sustainability in the region. According to a report by the Center for Study of Science, Technology and Policy (CSTEP), a Bengaluru-based think tank, there are multiple Indian States at the threat of getting submerged. Those such as Maharashtra, Tamil Nadu, West Bengal, and Kerala are already prone to flooding, have an uncertain future lying ahead. The study further highlights that more than 10% of the land in Mumbai, Yanam, and Thoothukudi; 5%-10% in Panaji and Chennai; and 1%-5% in Kochi, Mangaluru, Visakhapatnam, Haldia, Udupi, Paradip, and Puri would be submerged due to rise in sea levels by 2040. Damage to livelihood The impact of severe weather goes beyond the metropolitan infrastructure and has a devastating impact on the rural and coastal communities. In a country where 47% of the population is dependent on agriculture, it poses a severe threat. Soil salinisation, caused by seawater intrusion, renders once-fertile land unfit for cultivation. This decline in agricultural output can fuel price inflation and deepen reliance on non-local food sources, thereby undermining national food security. The Indian coastal ecosystems are equally vulnerable — the mangrove forests, coral reefs, estuaries and wetlands which serve both as rich habitats for marine biodiversity and as natural buffers against cyclones and tidal surges. A survey warns that the Sunderbans, the world's largest contiguous mangrove forest could lose up to 80% of its area by 2100. The destruction of these habitats by warming waters and rising sea level could trigger species extinction and disrupt food chains, with consequences that ripple far beyond borders. National security concern With a ranking of sixth on the Climate Risk Index, India must acknowledge the danger of surging seas. Experts warn that India is most vulnerable to compounding impacts of sea level rise. The Indian Ocean is the fastest-warming ocean in terms of surface temperature, and cyclones are intensifying due to excess heat and moisture. Therefore, it is imperative that the government begin to treat environmental degradation concerns as an issue of national security, because nature itself can just be as dangerous, if not worse, than any armed adversary. Across the world, climate change is already being framed as a security threat. In the U.S., the Pentagon labels it a 'threat multiplier' — one that exacerbates tensions and compromises national defence readiness. The U.K., too, has integrated climate resilience into its foreign policy. While the Indian government has taken commendable steps — participating in the Paris Agreement and committing to a net-zero emissions target by 2070 — its internal budgeting tells a different story. As per the Union Budget 2025-26, the Ministry of Defence was allocated ₹6,81,210 crore, or 13.45% of the total Union Budget, highest among all the Ministries. While the Ministry of Environment, Forest and Climate Change received just ₹3,412.82 crore, a meagre 0.067%. It is high time India stopped operating as if in a cowboy economy, a reckless, fossil-fuel-hungry model that assumes infinite resources and minimal consequences. Incidents suh as the northeastern floods, the Wayanad landslides, and the slow but steady sea level rise are all climate alarms. They call for a shift towards the values of ecologism, sustainability, and resilience. As the World Economic Forum notes, ignorance in the face of environmental collapse is now a threat to over one billion people worldwide. In this era of de-territorialisation, no nation can insulate itself from the effects of climate related catastrophe. The environment has become the archetypal example of a global issue, affecting all nations alike. Therefore, the key takeaway from the incident climatic crisis is simple yet urgent: we must treat environmental risk as central to national and human security, and adhere to sustainable development. rohanststephens1@

India indicates it will keep buying Russian oil despite Trumps threats
NEW DELHI (AP) — India has indicated that it would continue buying oil from Russia despite threats by U.S. President Donald Trump. The Indian foreign ministry said its relationship with Russia was 'steady and time-tested,' and should not be seen through the prism of a third country. Addressing a weekly presser on Friday, spokesman Randhir Jaiswal said India's broader stance on securing its energy needs was guided by the availability of oil in the markets and prevailing global circumstances. The comments follow an announcement by President Donald Trump that he intends to impose a 25% tariff on goods from India plus an additional import tax because of New Delhi's purchases of Russian oil. The threat came as the U.S. president has increasingly soured on Russia for failing to agree to a ceasefire in Ukraine and has threatened new economic sanctions if progress is not made. India bought 68,000 barrels per day of crude oil from Russia in January 2022, but by June of same year oil imports rose to 1.12 million barrels per day. The daily imports peaked at 2.15 million in May 2023 and have varied since. Supplies rose as high as nearly 40% of India's imports at one point, making Moscow the largest supplier of crude to New Delhi, the Press Trust of India reported, citing data from Kpler, a data analytics company. India's daily oil consumption is pegged around 5.5 million barrels, of which nearly 88% is met through imports. The country has historically bought most of its crude from the Middle East, but this has changed since Russia's full-scale invasion of Ukraine in February 2022. India, the world's third-largest crude importer after China and the U.S., began buying Russian oil available at discounted rates after the West shunned it to punish Moscow.
