
BJP for ‘political SHOs' in Delhi
Days before Delhi's Rekha Gupta government hit the 100-day milestone, the Delhi BJP decided to unveil a new avatar for its freshly elected block and district-level leaders: the political 'SHO'. In a move that blends local governance with dramatic roleplay, these grassroots leaders received a solemn message from senior functionaries that they must act like 'SHOs'. The abbreviation stands for Station House Officer–a police officer in charge of a police station. The message was clear: don't be mere office-bearers; take up responsibility and serve the people in your respective blocks and wards.
ED's problem: Officials in graft cases
Since the CBI has arrested Enforcement Directorate's Deputy Director Chintan Raghuvanshi, a 2013-batch IRS officer, on graft charges, bureaucratic circles are agog about the impending malice in the law enforcement agency, which administers the Prevention of Money Laundering Act (PMLA). Raghuvanshi is not the only ED officer accused of alleged bribery. Several similar cases in various states have come to light in recent times. A retired IPS officer of the 1988 batch, who served a stint in the ED, said that the enhanced powers to the agency under the PMLA are not a new phenomenon. So, it is not the case of 'power corrupts and absolute power corrupts absolutely'.
He said that until almost 2018, the staffing of the ED was primarily dominated by police officers, who had always had exposure to administering the criminal provisions under the law. When the criminal clauses were inserted in the PMLA, it was not new to them, and they handled it with care. However, as officers from revenue and other financial services began joining the agency, many of whom had very little training in dealing with the criminal provisions of the laws, such graft cases came to light more frequently. Officers joining the ED, irrespective of their service cadre, should be given training on how to deal with and invoke the criminal provisions of the PMLA, he said.

Retired banker loses ₹32 lakh to cyber frauds
MUMBAI: A 75-year-old retired bank employee was cheated to the tune of ₹32 lakhs by cyber frauds posing as telecom company representatives and Central Bureau of Investigation (CBI) officials. She was told that her bank account was used in a money laundering case involving Nationalist Congress Party (NCP) leader Nawab Malik. The Central cyber police on Sunday registered a case in the scam that took place over February. The victim lives alone in Mahim as her children are in the United States. According to the police, she received the first call in February from someone who claimed to be an employee of a leading telecom service provider company. He read out a random mobile number, and when she said it was not her number, he warned her she should speak to police officers when they called her. She then received a video call from one Anil Sharma, posing as a CBI official. Sharma said the agency arrested Malik and found that she took money from him as a commission using her Delhi-based bank account. 'The accused used the name of the bank she worked at to intimidate her. They also sent a forged passbook in her name and a circular on money laundering,' said a police officer. They threatened her with arrest if she did not cooperate in the 'ongoing high-level, confidential probe' which barred her from discussing it with anybody else. The scammers forced her to stay on video call all night and disconnected it the next day. Following this, another man, Rajveer Singh, posed as a CBI officer. 'Rajveer inquired about her bank balance and fixed deposits. He told her to liquidate her fixed deposits and put all money in a savings account. They said they will speak about her case with the deputy governor of RBI,' said the police officer. Then they asked her to transfer ₹32 lakh through RTGS. Towards the end of February, they said her name was removed from the case, the police officer added. They even sent a forged Supreme Court document to reassure her that her money will be refunded. Suspecting something amiss, she used her sources in the bank to check the bank balance of the fraud and it had only ₹11 and all her money had been withdrawn. A case was registered against the unidentified scammers under sections 319 (cheating by personation), 318 (cheating), 336 (forgery) and 204 (personating a public servant) of the Bhartiya Nyaya Sanhita, 2023, and under various sections of the Information Technology Act.

Court Allows Kejriwal Plea For No Objection Certificate For Passport Renewal
New Delhi: A Delhi court on Wednesday allowed the plea of former chief minister Arvind Kejriwal seeking a no objection certificate for the renewal of his passport. On May 28, Kejriwal told the court his passport expired in 2018, and he was seeking renewal for 10 years. The court of special judge Dig Vinay Singh, allowing the plea, said that the court had "no objection" if Kejriwal's passport was renewed for 10 years as per rules. The judge, however, made it clear that this order of the court shall not in any manner "fetter the discretion of the passport authorities" in granting or refusing the renewal of the passport under the Indian Passports Act and the relevant rules. Observing that the "no objection" granted through this order shall remain in force for a period of three months within which Kejriwal may get his passport renewed, the court said, "It goes without saying that the present order is not granting any permission to the applicant to travel abroad, and if he ever desires to travel abroad for any purpose, he shall have to file an appropriate application seeking such permission. " The court on May 29 issued notices to ED and CBI, directing them to file their responses by June 4. CBI opposed the plea by the former CM by filing a formal reply. ED did not file any formal reply but made only oral submissions to the effect that the renewal of the passport should not be granted for a complete 10 years. The court noted that at present, Kejriwal is not seeking any permission to travel abroad, obviously as he may not be planning to travel abroad in the immediate near future, but that too cannot come in the way of granting permission to the applicant for renewal of the passport for a complete 10 years. After all, the bail conditions already prescribe that the applicant shall not travel abroad without formal permission of the court, the judge said.

Disabled man in Haryana village raped minors, uploaded videos on pornographic websites: CBI
Hisar: The Central Bureau of Investigation (CBI) has arrested a common service centre (CSC) operator in a village here for allegedly raping minor girls and uploading their videos to pornographic websites. Somnath (40) lives is disabled, having been unable to walk since birth. He is unmarried. A police official told TOI on Wednesday that a CBI team carried out the action on Tuesday. The CBI later issued a press statement confirming the arrest. Officials did not reveal the number of children targetted by the accused and the charges that have been pressed against him. According to CBI, Somnath had a disturbing interest in child exploitation, actively searching for and collecting abusive material online. He allegedly created his own videos and photos, shared them with friends, and uploaded them to the internet. The investigation began with a case registered against Somnath on May 29. CBI officials conducted a thorough inquiry, interviewing survivors and their families while advising them to keep the investigation confidential to prevent alerting the suspect.
