Structural barriers still hindering Malaysian women from economic participation: Nurul Izzah

KUALA LUMPUR: Despite Malaysia's progress in women's education, structural inequalities from algorithmic bias to unpaid care burdens continue to obstruct women from participating in the economy, said leaders at the World Women Economic and Business Summit 2025 today.
Former special adviser to the finance minister Nurul Izzah Anwar said systemic barriers, including unpaid care responsibilities and emerging digital biases, are keeping millions of Malaysian women out of the labour force despite rising education levels.
'As of 2022, women's labour force participation remains at 55.8%, well below the government's 60% target and far behind the 82% participation rate for men,' she said.
'Millions of women are absent from the workforce not because of a lack of ambition or talent, but because of the disproportionate burden of caregiving that still falls on their shoulders.'
Citing a 2018 Khazanah Research Institute Time Use Study, Nurul Izzah noted that Malaysian women spend over 60% more time on unpaid care work compared to men. Globally, women carry out 76.4% of such work, often without institutional recognition.
She stressed that reforms must go beyond quotas and visibility to address deeper issues of economic valuation and structural support.
'We must reimagine how our economy values care, how society shares responsibility, and how businesses define success, not merely by profits, but by purpose,' she said. 'Our brilliance must be matched with a moral compass.'
Nurul Izzah also raised concerns about gender bias in artificial intelligence (AI) and its implications for employment, finance and legal systems.
'Current AI systems, used in job matching, credit assessments and facial recognition, often replicate historical gender biases embedded in the data they are trained on,' she said.
'We need diverse datasets, regular bias audits and cross-sector cooperation to ensure tech development is inclusive from the ground up.'
Deputy Director-General of Education (Policy and Curriculum) Dr Rusmini Ku Ahmad said Malaysia has achieved near-universal access to education for girls, with female enrolment surpassing males in public universities. Yet, this has not translated into economic equality.
'Despite leading in educational attainment, only 56.2% of women are in the workforce. Closing this gap could raise Malaysia's per capita income by more than 25%,' she said.
To address this, the Education Ministry is supporting gender-responsive workplace policies in collaboration with the private sector.
In May, Malaysia launched the inaugural Women's Empowerment Principles Corporate Action Lab, providing companies with a global framework to build inclusive work environments.
Additionally, the newly established Asia Women's Economic Empowerment Centre in Kuala Lumpur will spearhead gender-inclusive policies across the region, including better access to finance for women-led micro, small and medium enterprises.
Rusmini called on all sectors, including government, business, education, and families, to challenge outdated norms and actively build environments where women can thrive.
'Every investment in women's education is an investment in Malaysia's economic competitiveness,' she said.
'We are not just building tomorrow's leaders, we're building tomorrow's economy.'

KOTA BARU: The Kelantan government is taking steps to strengthen the Islamic Family Law Enactment to address cases involving forged divorce and death certificates used by couples seeking marriage in southern Thailand. State Islamic Development, Dakwah, Information and Regional Relations Committee chairman Mohd Asri Mat Daud said the proposed amendments would be tabled at the next State Legislative Assembly sitting. "This will be presented during the next State Legislative Assembly sitting, where full details will be revealed," he said. He acknowledged that there have been cases involving couples from Kelantan using fake divorce and death certificates to get married in neighbouring Thailand. He added that all individuals involved have been issued compounds by the state religious department. "The Kelantan Religious Department was contacted by its counterparts in southern Thailand, who raised concerns about the matter. "It's not just about Kelantan couples trying to deceive religious officers there to get married, but also involves cross-border marriage syndicates using fake documents for marriage purposes," he said. Asri said state religious officials have adopted a practical approach in handling such cases. "We don't want to create further complications or cause hardship for the children born from these marriages. "So, the department has opted to issue compounds instead," he said. He assured that the issue of forged marriage documents, whether involving syndicates or couples from Kelantan, remains under control and is not considered alarming. It was reported yesterday that the Narathiwat Islamic Religious Council had uncovered several cases involving Malaysian women attempting to deceive its religious officers by submitting forged divorce or death certificates in order to marry new Malaysian partners in southern Thailand. Council deputy president Abdul Aziz Che Mamat said such cases had been detected over the past few years, with most of those involved hailing from Kelantan.

MIRI (Aug 4): The federal government has yet to enforce the automatic granting of citizenship to children born overseas to Malaysian mothers, as the constitution amendment need to go through several procedures before it can formally takes effect, said Home Minister Datuk Seri Saifuddin Nasution Ismail. He said the effective date of enforcement must also receive the assent of the Yang di-Pertuan Agong, as stipulated under Section 1(2) of the Federal Constitution. 'Until the newly approved amendment comes into force, Malaysian mothers whose children are born overseas to foreign spouses may still apply for their children's citizenship under Article 15(2) of the Federal Constitution. 'They may submit their applications at any National Registration Department (JPN) office nationwide, or through Malaysian missions abroad,' he said in response to Miri MP Chiew Choon Man in the Dewan Rakyat today. Chiew had asked the minister to clarify the current procedures applicable to overseas-born children of Malaysian mothers following the constitutional amendment ― whether these children must reapply for citizenship, and the status of applications received to date. Saifuddin revealed that from 2024 to 2025, a total of 1,980 citizenship applications under Article 15(2) had been approved for children born abroad to Malaysian mothers married to foreign nationals. He added that, to date, none of these applications had been rejected by the ministry. 'Currently, we are receiving an average of around 100 new applications each month,' he said. However, Saifuddin pointed out that approvals granted so far are still being processed under the existing mechanism ― not under the newly amended constitutional provisions. In response to Chiew's supplementary question on when the amendment regarding the citizenship of overseas-born children to Malaysian mothers will take effect, and the status of updates to the 1964 Citizenship Regulations, Saifuddin said the process is still underway. 'There are 57 clauses in the 1964 Citizenship Regulations that need to be reviewed and refined. Once that is done, we must go through several procedures before amending the relevant forms, especially as future applications will be made online. 'The system currently in use by our diplomatic missions still relies on outdated forms and formats,' he said. He stressed that the updates must be carried out diligently and are expected to be completed by September or October this year. Following that, Saifuddin said, the Home Ministry will finalise the updated forms and procurement processes, with implementation anticipated by mid or end of next year. 'All of this is still subject to receiving the consent of the Yang di-Pertuan Agong,' he concluded.

A Malaysian man recently confessed to turning to an artificial intelligence (AI) app for emotional support after facing challenges in his marriage. 'Maybe I just needed someone to talk to — someone who wouldn't get angry, compare me to others, or judge me. 'All I really want is to feel understood — even if it's just by a voice that doesn't exist,' he shared in a Facebook post. In his anonymous submission, he admitted that he didn't know how to be 'romantic', saying he was constantly overwhelmed with work — stuck managing loan repayments while supporting his family. 'On top of that, there are expenses for the children, caring for elderly parents, and my wife has her own needs too. All I can do is hold everything together. 'Lately, the pressure has been overwhelming,' he wrote. Even though he claims to be doing his best, the man said his wife often compares him to others — particularly those who can afford to treat their spouses to luxury items and holidays. This, he said, is painful for him, as he simply doesn't have the financial means, even if he wanted to. He also admitted to suggesting divorce at some points in his marriage, but later realised it was a thought that came out of exhaustion and 'defeat'. 'I'm not someone who talks much about my feelings. Whenever I try to tell my wife that I'm stressed, tired, or struggling to cope, she usually responds coldly — or accuses me of being emotional. She'll say, 'You're always complaining, as if you're the only one who works.' 'Eventually, I just stopped talking,' he said. One day, he decided on a whim to install a chatbot AI app on his phone. Initially, he engaged in aimless conversations, but over time, he was moved by how the AI responded — always gently and with care. Through these interactions, he began opening up more, sharing his worries and emotional burdens with the chatbot — until one day, his wife discovered the chat history and assumed he was having an affair. Shocked, he explained that the messages were with an AI chatbot, not a real person. However, this only made his wife angrier, calling him 'crazy for sharing emotions with a machine'. He didn't argue, acknowledging her frustration and the challenges she also faced. 'It's not that I don't love my wife. And I know the AI isn't real. But I'm tired. Really tired. I'm not trying to escape reality — it's just that reality is already too much, and there's no breathing space at home,' he concluded.
