Delhi govt discusses new excise policy as current regime ends

New Delhi: With the term of the existing excise policy coming to an end, chief minister Rekha Gupta held a meeting with lieutenant governor VK Saxena on Tuesday to deliberate upon the finer points of the new policy, which is likely to be rolled out on July 1.
While the non-availability of popular liquor brands at stores is a major concern, sources said the political dispensation was not keen on lifting the ban on companies that were blacklisted following complaints of irregularities during the implementation of the now-withdrawn excise policy and their alleged involvement in a "liquor scam".
Sources said that several important issues, such as brand pushing, non-availability of popular liquor brands, poor customer experience, and the concerns of the industry were discussed at the meeting.
They added that the draft of the new excise policy, prepared by a committee headed by chief secretary Dharmendra, came up for discussion. After making the changes suggested during the meeting, it will soon be placed before the cabinet for approval before it is notified.
The non-availability of popular brands makes a large number of Delhi residents travel to neighbouring Haryana and Uttar Pradesh to buy their stock, causing a loss to the govt exchequer.

Following the allegations of irregularities in its formation and implementation, the previous AAP govt withdrew the Delhi Excise Policy, 2021, within nine months of its rollout in Nov 2021, and reintroduced the old regime, handing over the retail business to four govt corporations. The policy was rolled out on Sept 1, 2022, and has been extended several times since then. It was last extended in March for three months till June 30.
While brand pushing by retail vends was one of the reasons for customers not finding their choice of liquor, some of the popular variants were not available due to the blacklisting of their parent companies under investigation by federal agencies for irregularities when the now-withdrawn excise policy was in place.
To improve the customer experience, sources said the excise department may grant licences to private entities to open bigger retail shops.
The govt may also increase the retail margin on certain variants to improve brand availability.
"Govt will ensure the availability of quality liquor to the citizens of the capital, and to make the sale and distribution system transparent, modern and accountable," said a senior Delhi govt official. "The govt is committed to ensuring that no aspect of the policy negatively affects sensitive sections of society and that the safety, health, and peace of vulnerable communities are not compromised in any way," the official added.
A high-level committee, chaired by the chief secretary, was entrusted to formulate the policy. Officials said the committee reviewed the policies of several states to adopt best practices that prioritised "effective liquor distribution and social protection."
Scientific testing of liquor quality, digitisation of the sales system and strict action against illegal sales will be some of the features, an official said.

The Forum for Good Governance has raised concerns over the construction of convention centers near Gandipet lake in Hyderabad, alleging violations of GO 111 HYDERABAD: In apparently a breach of govt order (GO) 111 prohibiting construction around catchment area of Gandipet lake, many convention centres are being built in the area. The issue has been flagged by the Forum for Good Governance (FGG), which said that the Narsingi Municipality has been giving evasive replies to Right to Information (RTI) application seeking information on permission status for these convention centres. "Records do not exist" was the cryptic response by the municipality on whether Neo Convention, Aarya Convention and K Convention applied for or received permission for construction, the FGG said. In its written reply, the Narsingi Municipality stated: "It is to inform that as per the available records, the said constructions were completed way back in the then gram panchayaths and the building permission details are not handed over to Narsingi Municipality during the merging." FGG flags violations In a letter addressed to chief minister A Revanth Reddy, the FGG raised serious objections to the construction of these facilities within 500 metres of the Gandipet lake in violation of GO 111. The letter signed by FGG president M Padmanabha Reddy pointed out that while some of the convention centres were already operational for over a year, others were still under construction. FGG also questioned the absence of house numbers or property tax records for the buildings. "If they were constructed long back, there should have been proper house numbers and regular property tax should have been collected," the letter stated. CM intervention sought FGG urged the CM to initiate a detailed inquiry into the matter, identify officials who allowed the construction to proceed without due process and demolish all illegal structures near the lake. The forum stressed the need to protect Gandipet lake ecosystem and uphold the norms set out in GO 111.

Sandip Agarwal , Fund Manager& Co founder, Sowilo Investment Managers , says India is poised for significant financial growth due to positive economic indicators and an anticipated surge in private capital expenditure (capex). While not immediately apparent in current figures, this capex increase is expected to materialize soon. Sectors like water, chemicals, cement, banks, power, and related ancillary industries present attractive investment opportunities over the next four to five years. You being a fund manager would definitely talk about long-term strategies, but given the market juncture right now, it is important to know what is going on in your mind and although the market on Thursday has erased the losses and is in a very range-bound and flattish territory right now, what sense are you making out of the market post Fed policy announcement? Sandip Agarwal: We are seeing that a few things have played out very positively. For instance, the RBI's upfronting of the rate cut along with liquidity flush, is number one. We have seen a period between 2010 and 2024 when Nifty returns were good because of the consistent rupee depreciation. The net return in the hands of the FII and FPI was quite low. Now we believe that because of the crude and because of the good GDP growth and also the more value addition which we are seeing in the electronic imports, we are in a situation where probably we will not see a structural sharp decline in the Indian Rupee and once this is recognised by the FIIs and FPI, a lot of money will come to India. We are expecting a flush of money in India because all other factors are very positive, any which ways for India, the growth rates and everything. Second, we are very positive on the capex issue. A lot of private capex has started picking up. It is not showing in the numbers currently, but it will start reflecting with a lag effect. We have been on a road trip to industrial towns in the country and we are seeing a lot of positive momentum on the private capex picking up. Where do you believe this money will get parked? In which sectors is now the time and where is the valuation comfort? Sandip Agarwal: It is a very good question and a very tricky one. But let me put it this way. Some of the capital goods stock may look expensive in the near term, but if you see the opportunity of capex in next four-five years whether it is in auto ancillaries or in industrial machinery, and all, you will see a lot of demand there and the multiples may look expensive now but they can create lot of value, so that is one space. But if someone is taking a three- to five-year call, there is a lot of money to be made there on the non-lending side. Even in the private bank space, if you leave aside the next two quarters where there will be some NIM compression, we are seeing a lot of value in the longer term because if the economy is going to do well, if capex spend is going to happen, then banks will see a very good pickup in the credit growth as well. So, that is another theme which can be there. The government is focused a lot on the water theme and there is a tremendous amount of work happening on the water side. This capex, water, chemicals, cement, banks, and non-lending ones also, these six things are very attractive right now along with power. In power, the whole ancillary setup of the power like cables and transformers look very good. But we have to see at what price they are available and whether there is value or not. If you end up buying something very expensive, all your returns for next three years are already built in. We have to be a little bit careful, but these six-seven things will do phenomenally well in the next four-five years. Any specific reason when we look at consumer discretionary and especially the next six months of this calendar year, where we will see a lot of impact coming in and consumption going up because of the rate cut scenario? Now that we have seen a boost to the consumption sector, is there any specific pocket where you are focused? Sandip Agarwal: The problem is particularly on the consumption side, the challenge is that our per capita income is consistently going up and when per capita income starts going up, then people try to generally upgrade. So, the volume may not go up that much and the value may keep on going up, but additionally, our net population addition has also started seeing a little bit of deceleration. So, the key theme now will be more on the per capita income side. All your services which are on the luxury side, like costly car dealerships, the car services, the expensive watches, QSRs and all those things should do phenomenally well in my view. India is more of an increase in per capita income theme rather than only pure volume population-led theme and that is a big change happening on the consumer side. Within consumers, you will have to shift your portfolio towards expensive stuff that are proxies to increase in per capita income.
