
UP CM's nod to service corporation for hiring outsourced staff
Reservation provisions for Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs), economically weaker sections (EWS), women, Divyangjan and ex-servicemen will be followed in all appointments made by the proposed corporation. The corporation will give priority to destitute, divorced and abandoned women.
The establishment of UPCOS is being termed as a landmark decision of the Yogi government to safeguard labour rights, remuneration, and social security of lakhs of outsourced personnel across Uttar Pradesh.
With the establishment of UPCOS the BJP government aims to counter the opposition tirade about denial of employment opportunities for OBCs, SCs and STs in the recruitment of outsourced staff in various departments. In the 2024 Lok Sabha election, the Opposition had raised the issue to corner the state government. The NDA allies, including the Apna Dal (S), Suheldev Bharatiya Samaj Party and the NISHAD party, had also sought reservation in the recruitment of outsourced workers.
At a high-level meeting on Thursday, the chief minister issued directives to senior officials regarding the proposed corporation's structure, functioning, and scope. He emphasized that the state government is fully committed to upholding the dignity, rights and socio-economic interests of outsourced workers.
Highlighting the flaws in the current decentralised outsourcing system—such as delayed payments, unauthorised deductions, denial of EPF/ESI benefits, and lack of transparency—the chief minister stressed the urgent need for systemic reform.
He said the proposed corporation will be formed under the Company Act.
A Board of Directors and a director general will be appointed under the chairmanship of the chief secretary. Committees will also be formed at the divisional and district level. Agencies will be selected through the GEM portal for a minimum of three years.
It will also be ensured that the services of the currently employed personnel are not interrupted, and they receive weightage based on their experience in the selection process.
He directed the officers that the remuneration of all outsourced personnel be sent directly to their bank accounts by the fifth of every month, and that the amounts for EPF and ESI should be deposited on time. Additionally, all benefits allowed by EPF, ESIC and banks should also be provided to the employees.
He clarified that the corporation should maintain its role as a regulatory body, which monitors the functioning of the agencies and ensures blacklisting, debarment, penalties, and legal action for violations of the rules.
No outsourcing should be done against regular posts, and no personnel should be removed without the approval of a competent departmental authority, the CM said.
Reaffirming his government's commitment to employee dignity, social justice, and administrative accountability, he said UPCOS will open a new chapter in governance.
This initiative will not only benefit lakhs of outsourced workers but also enhance the overall efficiency and integrity of the state's administrative system, he added.

Known as a trusted officer of chief minister Yogi Adityanath, newly appointed Uttar Pradesh chief secretary Shashi Prakash Goyal has navigated the turbulence of political regimes of different shades in Uttar Pradesh with ease during the course of his 36-year-long career as a bureaucrat. (HT) Having led the CM's secretariat for over eight years, the 1989-batch IAS officer has been the 'eyes and ears' of the chief minister while keeping a close watch on the state bureaucracy and discharging his duties without seeking public attention. From 1996 to 2002, with the BJP in power in Uttar Pradesh for most of this period, Goyal was posted as the district magistrate of Deoria, Mathura and Etawah. The fact that he remained in the good books of political parties and leaders of different ideologies could be gauged from the fact that when the Samajwadi Party came to power in 2003, he was posted as DM of an important district like Prayagraj (then Allahabad). He also served as additional CEO, Greater NOIDA, Aligarh DM, commissioner NCR and staff officer to the UP chief secretary under the SP government. In 2007, when the Samajwadi Party lost power to the Bahujan Samaj Party (BSP), it seemed that Goyal may be shunted to an insignificant post but he maintained his clout and was posted as principal staff officer to cabinet secretary Shashank Shekhar Singh, considered the right-hand man of the then chief minister Mayawati. Remaining on the post for five years, he was a bridge between the bureaucracy and the government. In 2012, when the Samajwadi Party regained power with Akhilesh Yadav as CM, Goyal was given key assignments in the planning, irrigation, cooperative and programme Implementation departments. A senior IAS officer said SP Goyal also maintained cordial relations with the central bureaucracy. When the BJP came to power in 2014 at Centre, he went on central deputation as joint secretary in the department of higher education in the ministry of human resources development. After a three-year central deputation, he returned to Uttar Pradesh in May 2017, about two months after the BJP government came to power when CM Yogi Adityanath was looking for an officer known for hard work, dedication and honesty to handle affairs in the chief minister's office. He zeroed in on SP Goyal who was on the waitlist. On May 19, 2017, Goyal was made principal secretary to the chief minister. He was allotted key departments like civil aviation, estate, protocol as well as additional resident commissioner. During his tenure in the CM's office, Goyal was the bridge between the central and state governments, ensuring the central and state government schemes were launched successfully. He also played an important role in the organisation of the Global Investor Summit and Ground Breaking ceremonies. During his tenure in the CM office, Goyal played an important role in the transfer and posting of officers in the districts as well as in the various state government departments. Yogi Adityanath rewarded Goyal with the top post in the state bureaucracy after Manoj Kumar Singh's retirement on Thursday. Goyal is likely to continue on the post till his retirement in 2027. SP Goyal had secured All India Rank 1 in the UPSC Civil Services Examination 1989. GOYAL OUTLINES HIS PRIORITIES After taking charge, newly appointed chief secretary Shashi Prakash Goyal on Thursday said his priorities include zero tolerance toward crime and corruption and turning Uttar Pradesh into a trillion- dollar economy. Stating that chief minister Yogi Adityanath's priorities will be his priority, he said he will work for the development of the state and welfare of the masses.

Chitrakoot to become hub of faith, safety, self-reliance: CM
1 2 Lucknow: In Chitrakoot to attend the 528th birth anniversary celebrations of Goswami Tulsidas on Thursday, Chief Minister Yogi Adityanath said the govt was making all efforts to make the city, the karmabhoomi of the revered saint, into a hub of faith, safety and self-reliance. "The city is known for its cultural and spiritual legacy. Lord Ram had spent over 11 years in Chitrakoot. Now the govt is making efforts to develop it into a land of faith, security and self-reliance. The govt is planning to construct a riverfront along the Yamuna to boost tourism and local employment," he said. Yogi highlighted ongoing efforts to beautify and develop key pilgrimage and educational sites in Chitrakoot like the Gramodaya University, Ashram Paddhati Vidyalaya, Valmiki Ashram and Kamadgiri. He described institutions like Gramodaya University as the foundation of a self-reliant India and urged everyone to contribute to spreading Chitrakoot's spiritual and cultural glory. He also planted Harishankari saplings and then visited an exhibition set up by the agriculture department. The CM also interacted with children at the Parmanand Ashram Paddhati Vidyalaya and distributed chocolates. At a public gathering, Yogi noted that the region was the 'karmabhoomi' of revered figures such as Goswami Tulsidas, Maharishi Valmiki and Nanaji Deshmukh. He highlighted the efforts made by his govt to develop the Ram Van Gaman Marg, Bundelkhand Expressway, Defence Corridor, and integrated tourism infrastructure in Chitrakoot. Talking about a significant rise in crop production, particularly pulses, oilseeds and maize, the CM assured people that his govt would continue to support farmers through soil testing and agricultural insurance. While discussing the relevance of the Defence Corridor, the CM issued a warning to Pakistan, asserting that any hostile act against India would be met with a decisive response. "With the Defence Corridor, even regions like Chitrakoot would play a vital role in strengthening the nation's defence manufacturing capabilities," he added.

Ajni Rly Station Makeover Gathers Pace; Roof Plaza, Travelators in Plan
Nagpur: The redevelopment of Ajni railway station under the Central Railway's Nagpur division has picked up pace, with a 72-metre-wide roof plaza and several world-class amenities planned to transform it into a modern passenger hub. A key highlight of the project is the central concourse or roof plaza, which will house separate arrival and departure zones along with a host of passenger facilities. To improve connectivity, three new foot overbridges — including an 18-metre-wide one — are being built to link both sides of the station to the concourse. Work on the new G+3 station building on the east side is well underway, with brickwork and plastering completed. On the west side, the existing booking office and other departments have been relocated to enable construction of the G+2 building. Civil works on this side are currently in progress.
