NEW DELHI: In a move to modernise urban mobility, strengthen the gig economy and promote inclusion, the Centre has overhauled the Motor Vehicles Aggregator Guidelines, authorising states to set annual targets for electric vehicle (EV) adoption in app-based transport fleets. The revised guidelines, issued by the Ministry of Road Transport and Highways (MoRTH), aim to accelerate the transition to sustainable transport and ensure greater inclusion of persons with disabilities. While the Centre has stopped short of mandating a national EV quota, the new rules require a steady year-on-year increase in the share of EVs in aggregator fleets. State governments are now empowered to set and enforce these targets based on the needs of each state. The framework also mandates that a portion of aggregator fleets be made accessible to persons with disabilities (Divyangjan). The states can now fix specific quotas for both Divyangjan-friendly vehicles and their representation in the driver workforce. 'In addition to customer- and driver-friendly reforms, the guidelines promote sustainability and inclusion. States will decide annually the number of EVs to be added. Similarly, they will determine how many Divyangjan-friendly vehicle aggregators must operate,' a ministry official told the TNIE. The updated rules also close several regulatory gaps from the previous version. Aggregators will now apply for a single licence covering all vehicle types—cars, bikes, and autos—across the entire state, streamlining the compliance process.

Chief minister Yogi Adityanath on Thursday approved the establishment of the Uttar Pradesh Outsource Service Corporation (UPCOS)—a dedicated body aimed at bringing transparency, stability and trust in the employment of outsourced staff in state government departments. Uttar Pradesh CM Yogi Adityanath (File) Reservation provisions for Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs), economically weaker sections (EWS), women, Divyangjan and ex-servicemen will be followed in all appointments made by the proposed corporation. The corporation will give priority to destitute, divorced and abandoned women. The establishment of UPCOS is being termed as a landmark decision of the Yogi government to safeguard labour rights, remuneration, and social security of lakhs of outsourced personnel across Uttar Pradesh. With the establishment of UPCOS the BJP government aims to counter the opposition tirade about denial of employment opportunities for OBCs, SCs and STs in the recruitment of outsourced staff in various departments. In the 2024 Lok Sabha election, the Opposition had raised the issue to corner the state government. The NDA allies, including the Apna Dal (S), Suheldev Bharatiya Samaj Party and the NISHAD party, had also sought reservation in the recruitment of outsourced workers. At a high-level meeting on Thursday, the chief minister issued directives to senior officials regarding the proposed corporation's structure, functioning, and scope. He emphasized that the state government is fully committed to upholding the dignity, rights and socio-economic interests of outsourced workers. Highlighting the flaws in the current decentralised outsourcing system—such as delayed payments, unauthorised deductions, denial of EPF/ESI benefits, and lack of transparency—the chief minister stressed the urgent need for systemic reform. He said the proposed corporation will be formed under the Company Act. A Board of Directors and a director general will be appointed under the chairmanship of the chief secretary. Committees will also be formed at the divisional and district level. Agencies will be selected through the GEM portal for a minimum of three years. It will also be ensured that the services of the currently employed personnel are not interrupted, and they receive weightage based on their experience in the selection process. He directed the officers that the remuneration of all outsourced personnel be sent directly to their bank accounts by the fifth of every month, and that the amounts for EPF and ESI should be deposited on time. Additionally, all benefits allowed by EPF, ESIC and banks should also be provided to the employees. He clarified that the corporation should maintain its role as a regulatory body, which monitors the functioning of the agencies and ensures blacklisting, debarment, penalties, and legal action for violations of the rules. No outsourcing should be done against regular posts, and no personnel should be removed without the approval of a competent departmental authority, the CM said. Reaffirming his government's commitment to employee dignity, social justice, and administrative accountability, he said UPCOS will open a new chapter in governance. This initiative will not only benefit lakhs of outsourced workers but also enhance the overall efficiency and integrity of the state's administrative system, he added.

New Delhi: The Ministry of Railways has decided to prepare reservation charts for long-distance trains eight hours in advance, instead of the current four hours, to help passengers travelling from remote locations plan their journeys better. The decision was taken during a recent review meeting chaired by Railway Minister Ashwini Vaishnaw, a statement issued by the ministry said. Under Vaishnaw's guidance, officials are working to prepare the reservation chart eight hours before the train's departure instead of the current four hours, it said. "It will benefit passengers travelling from remote locations or suburbs of major cities for catching long-distance trains. It will also provide more time to make alternative arrangements in case the wait list is not confirmed," the ministry said. "The new upgraded Passenger Reservation System (PRS) will allow over 1.5 lakh ticket bookings per minute. This will be an increase of roughly five times from 32,000 tickets per minute in the current PRS," it added. The ministry said the new PRS also has a multilingual and user-friendly booking and enquiry interface. In the new PRS, users will be able to submit their choice of seat and see the fare calendar. It also has integrated facilities for Divyangjan, students and patients, officials said. "Indian Railways will allow only authenticated users to book Tatkal tickets on the IRCTC website and its mobile app beginning 1st July, 2025," the ministry said. It emphasised that OTP-based authentication will be done for Tatkal bookings from the end of July. The minister instructed officials to broaden the authentication mechanism for Tatkal bookings. "The authentication should be done using Aadhaar or any other verifiable government ID available in the user's DigiLocker account," the statement said. According to the ministry, these measures reflect the Railways' continuous efforts to modernise its systems and make them more citizen-friendly.

The Indian Railways is revamping its Passenger Reservation System (PRS) in a bid to make the ticket booking process convenient. Railway Minister Ashwini Vaishnaw recently reviewed the progress of these reforms and emphasised that the ticketing system must be smart, transparent, accessible, and efficient, with a strong focus on passenger of the major changes proposed is the advancement of reservation chart preparation.
