K-P launches integrated IT portal

Express Tribune14-03-2025

Khyber-Pakhtunkhwa has achieved a significant milestone with the launch of an Integrated IT Portal for public sector entities, aimed at ensuring strict financial discipline, transparency in the utilization of public funds, and improved public service delivery.
Developed with technical support from the FCDO-funded Sub-National Governance (SNG) Programme, the Integrated IT Portal is set to revolutionize financial oversight and governance across 181 public sector entities (PSEs) in K-P.
This centralized platform features real-time financial and operational Key Performance Indicators (KPIs), interactive dashboards, and automated reporting mechanisms. It empowers the Corporate Governance Unit (CGU) of the Finance Department to monitor, manage, and enforce fiscal discipline effectively.
The formal launch of the portal took place in Peshawar, with Chief Minister Ali Amin Khan Gandapur as the chief guest. The event was attended by Advisor to the Chief Minister on Finance, Muzammil Aslam, senior government officials, and representatives from partner organizations.
Currently, the K-P government oversees 183 public sector entities, including autonomous and semi-autonomous bodies, universities, teaching hospitals, municipal service delivery units, and other public organizations. This new portal enhances financial oversight and operational efficiency across these entities, making K-P the first province in Pakistan to implement such a system.
With its launch, the use of the IT portal is now mandatory for all public sector entities in the province. The system offers advanced financial performance indicators, interactive dashboards, and an automated reporting mechanism to facilitate better decision-making, monitoring, and governance.
During the event, the first-ever Service Delivery Performance Monitoring Report was also presented. Initially piloted in three departments, the report has now been extended to all government departments and subordinate entities.

KP govt, cement industry agree to increase cement royalty

PESHAWAR: The Khyber Pakhtunkhwa government and cement industry have agreed on increasing cement royalty per ton from Rs 250 to Rs 350. They have further agreed to implement a 10% increase in royalty for the first two years, followed by a 7.5% increase over the next three years. Both parties agreed during a meeting of the cement manufacturers with the Chief Minister Khyber Pakhtunkhwa Ali Amin Khan Gandapur in Islamabad on Thursday. The meeting focused on issues facing the cement industry, their potential solutions, and the promotion of the cement sector in the province. Speaking on the occasion, KP Chief Minister Ali Amin Khan Gandapur, has emphasised that the development of the industrial sector is essential for eliminating unemployment in the province. He said that the provincial government is extending all possible facilities and support to investors in this regard. The provincial government has established its own mining company with the purpose to ensure the efficient management and exploration of mineral resources,' he said. He added that efforts are also underway to introduce modern machinery, technologies, and methodologies in the mining sector to minimize wastage of precious mineral resources. This is an effective management of minerals, through which the provincial government is increasing its revenue—an essential step toward making the province financially strong and self-sustaining, he remarked. The chief minister assured the delegation of full government support for promoting cement industry in the province. He also invited the delegation to invest in the value addition of minerals such as gypsum, placer gold, and other mineral products within the province. He highlighted the significant potential for gypsum and other important minerals in Khyber Pakhtunkhwa, which needs to be explored. The government, he said is actively taking steps to encourage value addition of mineral products within the province and will provide all possible incentives and support to investors in this sector. He invited the delegation to invest in the development of the provincial power transmission line. He stated that electricity generated from local power plants will be provided to industries at subsidized rates through the provincial transmission line—an initiative critical for industrial growth and unemployment reduction in the province. The delegates on the occasion, welcomed the Chief Minister's invitation to invest in mining and transmission line projects and expressed keen interest in further investment opportunities in Khyber Pakhtunkhwa. K-P grant shortfall sparks LG fury

The Khyber-Pakhtunkhwa Local Government Employees Federation has expressed strong concern over the provincial government's inadequate release of grants for the payment of salaries and pensions to employees and pensioners of financially weak local government institutions. In an official statement, provincial leaders of the federation said that despite the relentless efforts of the organization, the Finance Department recently issued directives to release grants amounting to Rs360.400 million and Rs150 million for settled areas, and Rs71 million for merged areas. However, these grants fall significantly short of meeting the actual financial needs of the respective Tehsil Municipal Administrations (TMAs). The federation criticized the provincial authorities for not considering ground realities before releasing the grants. They emphasized that such insufficient allocations are a recurring issue. Often, the approved amounts do not reflect the genuine demands submitted by TMAs, and in some cases, grants are denied altogether to the most financially vulnerable councils. As a result, many local government employees and pensioners were unable to receive their dues in time for Eidul Fitr and now face similar hardships ahead of Eidul Azha. The delay in grant approval further complicates the situation, as the funds do not reach the local bodies in time, leaving employees and pensioners without the means to perform religious obligations, including Qurbani (sacrifice). Leaders of the Local Government Employees Federation, including Patron-in-Chief Shaukat Kayani, Chairman Mehboobullah, President Haji Anwar Kamal Khan Marwat, and General Secretary Sulaiman Khan Hoti, strongly urged the provincial government to ensure that grant approvals are based on actual financial needs rather than favoritism or outdated formulas. They called for the timely and fair disbursement of grants.
