
Barrier-free toll system could roll out by 2027, says Works ministry
Speaking during a Public Accounts Committee (PAC) proceeding on May 20, he said the proposed Multi-Lane Free Flow (MLFF) system was still pending cabinet approval, and discussions with highway concessionaires cannot proceed until a formal decision is made.
"We already have a draft outlining the parameters required to streamline the system. But until a cabinet decision is reached, we cannot engage with the concessionaires. We want to avoid the risk of being charged before anything is finalised," he said, according to the transcript of the proceeding, which was released today.
Azman said that the projected 2027 timeline took into account the need for stakeholder engagement, the request-for-proposal (RFP) process by concessionaires, and the establishment of a regulatory body to oversee the initiative.
"Taking all these factors into account, the earliest possible implementation would be in 2027," he said.
He also stressed that the MLFF system, once rolled out, must be fully concessionaire-led, without any government funding, and must not result in toll rate increases.
Azman said that while the legal framework for MLFF existed under current legislation, additional regulations would be necessary to enable enforcement and regulatory oversight.

KUCHING: The recently tabled 13th Malaysia Plan (13MP) places comprehensive emphasis on national infrastructure development, including in Sarawak. Works Minister Datuk Seri Alexander Nanta Linggi said the Works Ministry (KKR) carries a major responsibility in implementing infrastructure development, as without good roads, it would be difficult to deliver other services such as education, healthcare and safety. 'Roads are like the lifeblood of the body. Without them, development is hard to reach rural areas. For example, although school projects fall under the Ministry of Education, their implementation and monitoring are the responsibility of the Public Works Department (JKR). 'This is the kind of inter-agency cooperation that must continue for the benefit of the people,' he told a press conference after the handover ceremony of the completed Sekolah Kebangsaan (SK) Rantau Panjang here today. Nanta, who is also Kapit MP, said the project in the Sungai Batang Rajang area — involving the construction of a main road from Nanga Serau to Nanga Seranau and included under the 13MP — is still in its preliminary stages, and no implementation date has been set yet. 'The road is expected to span around 70 kilometres and benefit thousands of residents, including villages, longhouses, schools and clinics,' he said. As for the Sarawak Trans Borneo Highway project, Nanta said it comprises three phases starting from Tudan to Kuala Baram in the Miri division near the Malaysia-Brunei border checkpoint, ending in the Limbang division without entering Brunei. 'This project is a continuation of the Pan Borneo Highway and will have a major impact, especially on the economic development and connectivity of areas like Limbang, which is a key town in northern Sarawak,' he said. Earlier in his speech, Nanta said JKR would continue monitoring all aspects of post-handover maintenance to ensure the project functions properly and meets the required specifications. At a press conference today, Nanta said the plan's broad focus – particularly in uplifting sectors such as education – would only be achievable with robust infrastructure as its foundation. 'As the Works Ministry, our core responsibility lies in enhancing infrastructure. Without proper road access, progress in other sectors like education and health becomes difficult,' he said. He stressed that while education projects fall under the Ministry of Education, the technical execution and physical delivery are handled by the Public Works Department (JKR), which is under the Works Ministry. Nanta was speaking after officiating the handover of two newly completed school projects by JKR to the Ministry of Education at SK Rantau Panjang in Batu Kawa. In a statement today, Nanta said this aligns with the federal government's push for equitable development across all regions. 'The ministry is committed to completing the Pan Borneo Highway Project in Sabah and Sarawak within the 13MP period, in addition to continuing the construction of the Sarawak-Sabah Link Road (SSLR) and the Trans Borneo Highway as the main drivers of Borneo integration,' he said in response to the 13MP tabled by Prime Minister Datuk Seri Anwar Ibrahim at the Parliament on July 31. The SSLR will provide a direct land connection between Sarawak and Sabah without passing through Brunei, while the Trans Borneo Highway will link Malaysia to Kalimantan, boosting cross-border trade and tourism. Nanta also revealed plans to expand rural road networks nationwide, targeting 2,800km of roads by 2030 – up from 2,436km in 2024. These include road upgrades in Felda and Felcra settlements, along with improvements in drainage, utilities, and other rural infrastructure. In Peninsular Malaysia, the ministry will continue upgrading the North–South Expressway (PLUS), including widening sections from Juru to Sungai Dua in Penang, and from Senai Utara to Machap in Johor, to support the Northern and Southern Corridors. Nanta added that completing the Lingkaran Tengah Utama (LTU) from Bentong to Kuala Krai remains a priority to drive development in the East Coast. To strengthen border connectivity, the ministry will upgrade the Rantau Panjang–Sungai Golok Bridge linking Kelantan and Thailand, and the Kalabakan–Simanggaris route connecting Sabah with Indonesia, he added. Nanta said the Works Ministry is embracing modern construction technologies such as Building Information Modelling (BIM) and the Industrialised Building System (IBS) to boost project efficiency, quality, and cost-effectiveness. Road safety will also be enhanced through smart infrastructure solutions, he said, including traffic lights, street lighting, and speed monitoring systems. In line with Malaysia's target of achieving net zero carbon emissions by 2050, Nanta said his ministry will promote the use of eco-friendly building materials and low-carbon infrastructure solutions. 'The 13MP is not just about building roads, bridges and buildings. It is actually building the people's hope and confidence in the country's future.
