FOB for soldiers to be completed within 10 months, Delhi HC told
A bench of Justices Prathiba M Singh and Manmeet PS Arora then directed the Delhi government's Public Works Department (PWD) to initiate the process for issuing tenders for the FOB's construction.
The court passed the direction after perusing Delhi Cantonment Board's status report which said all government agencies, including the Delhi Metro Rail Corporation (DMRC), the Delhi Jal Board (DJB), the PWD and the Rajputana Rifles Regiment Centre in the meetings held on July 10 and 24, had agreed to complete the construction within 10 months.
'Simultaneously let the tender process for construction of the FOB be also initiated by the PWD and a report be filed. In the meantime, the maintenance of the culvert will continue to be carried out,' the court said.
The Delhi Cantonment Board's status report also said the Army, as a short-term measure, decided to construct a 'Bailey bridge'. A Bailey bridge is a type of portable, prefabricated truss bridge, the parts of which can be assembled or moved when needed. The report was filed in pursuance to the high court's June 18 order, directing the stakeholders — PWD, Delhi Cantonment Board and the Delhi Traffic Police — to hold a joint meeting in July to brainstorm an immediate solution for the construction of a bridge for the convenience of the soldiers. The court posted the hearing for August 29.
On May 26, the high court took judicial notice of a news report claiming over 3,000 soldiers of the Rajputana Rifles had to pass through foul-smelling and filthy drain to move out of their barracks and reach the parade ground in the Delhi Cantonment area. 'The soldiers are required to pass through this culvert four times a day. The said drain is stated to be flooded and is slick with sludge and sometimes near waist-deep in places,' the bench then noted. Soldiers trudge through sewage four daily in the South Delhi area for decades and no bridge has been built despite repeated requests, the report added.

Delhi Minister stresses on discouraging dumping non-biodegradable stuff in Yamuna
New Delhi, Aug 13 (UNI) Delhi's Public Works Department (PWD) Minister Parvesh Verma on today actively participated in a cleanliness campaign initiated by Chief Minister Rekha Gupta and underscored the need for discouraging dumping of non-biodegradable stuff in River Yamuna. Verma paid a visit to the ITO Yamuna Ghat, leading a cleanliness drive aimed at raising public awareness about keeping Delhi free from garbage and plastic waste. He emphasised the need for behavioral change among citizens, particularly discouraging the dumping of non-biodegradable materials into the Yamuna. Speaking at the site, he said, 'In 2014, our Prime Minister (Narendra Modi) started an initiative for a clean country. In line with this vision, the Chief Minister of Delhi urged the people of the city to participate in a month-long cleanliness campaign." He said that all the ministers, MLAs, and departments concerned have been working tirelessly to make Delhi clean, and in line with the vision he came to Yamuna Ghat and urged citizens to dispose of plastic bags and 'Puja Samagri' in designated places to keep the area clean. Verma said that the "Swachhta Challenge" has brought together multiple agencies, including the Delhi Jal Board (DJB), Irrigation & Flood Control Department (I&FC), New Delhi Municipal Council (NDMC), and the PWD, in a joint effort to improve sanitation across the city. The minister informed that the Yamuna Ghat near the ITO, which is one of the most prominent riverfront areas in the capital, was chosen for the drive due to its cultural and religious significance, as well as its pressing need for regular upkeep. The minister personally began removing waste from the riverbank, and later interacted with locals, volunteers, and departmental teams present on the ground. Verma also urged people to take the "Delhi Ko Koode Se Azadi" pledge, and to extend the Swachhta Challenge by nominating others. He shared that the idea is to create a chain of participation where individuals, families, and communities take responsibility for cleaning their surroundings and inspire others to do the same. Panel planned to shield landowners from bank recovery claims
Thiruvananthapuram: The state govt is set to form a special committee to protect landowners affected by the Vizhinjam–Navaikulam Outer Ring Road (ORR) project from potential bank recovery actions. Many of these landowners had mortgaged their properties for loans, but submission of land documents to revenue offices two years ago for preliminary scrutiny has since blocked them from completing legal or land transactions. Sources close to chief minister's office said the CM will personally review cases close to recovery proceedings. "This committee will prevent banks from forcibly auctioning properties while acquisition processes remain stalled," a source noted ahead of the official announcement. Action council convener S Chandramohan Nair welcomed the move, calling it "a relief for many landowners who surrendered their properties for acquisition." A Supreme Court ruling on May 16 invalidated post-facto clearances and the lapse of the state environment impact assessment authority (SEIAA) in March delayed further approvals, shifting authority to the Union ministry.
