Delhi Chief Minister Rekha Gupta claimed that her Punjab counterpart, Bhagwant Mann, was being sidelined and not being a free hand in running the affairs, in a seeming swipe at her predecessor, Arvind Kejriwal.Speaking at the India Today Woman Summit 2025, Gupta said Mann wanted to work towards eliminating the drug menace and reducing the state's debts, but was not being given full authority.advertisementShe suggested that the Punjab government was being effectively controlled by AAP leaders who have been rejected by the voters in Delhi.
"Bhagwant Mann is not being allowed to speak. I met him during a meeting of chief ministers recently. He was very upset. He told me that, despite being a woman, you have full authority in running Delhi. But, in Punjab, Kejriwal takes the centrestage while relegating me to the sidelines," Gupta quipped.When prodded on the matter and asked if Mann had told her on record, she said, "Some things are understood without saying as well. New Delhi: Delhi Chief Minister Rekha Gupta on Saturday said her government has prepared a plan to relocate slum dwellers to 50,000 flats constructed years ago but never allotted to anyone. She inspected government flats built for economically weaker sections in Sultanpuri, North West Delhi, around 2011. 'We have planned to relocate slum dwellers within a two-kilometre periphery of thousands of such old flats after properly repairing them and providing all the facilities,' she told reporters. Gupta criticised previous Delhi governments for failing to allot the 50,000 flats constructed over the years, leading to their current dilapidated condition. 'Neither Congress nor AAP gave these flats to poor people. But now our government will ensure these flats are allotted to slum dwellers after repair. If needed, we will demolish old flats if they cannot be repaired and provide new houses to them,' she said. Gupta said that no slums will be demolished in Delhi and asserted that her government would not hesitate to change policy or approach the courts to protect the rights of slum dwellers. She has also instructed various government departments not to demolish slums unless residents are first provided with alternative housing. 'This is the first government which is working in a direction to provide homes to every slum dweller,' she said while addressing students and faculty at the 39th Foundation and Orientation Day of Delhi University's Shaheed Sukhdev College of Business Studies. Gupta also announced the addition of 500 new seats at the college, aimed at expanding access to quality higher education. Congratulating the incoming batch, Gupta said, 'I couldn't come to Sukhdev College earlier because only students with 98 per cent, 100 per cent marks could come here. I had to become chief minister to come to this college.'

The Delhi government will introduce a bill to regulate fee hikes by private schools in the upcoming Monsoon Session, Chief Minister Rekha Gupta said on Saturday. According to the Cabinet-approved ordinance, passed on April 29, the bill imposes strict penalties on schools that hike fees arbitrarily. For a first offence, schools will face fines ranging from Rs 1 lakh to Rs 5 lakh, with repeat violations attracting penalties between Rs 2 lakh and Rs 10 lakh. If the school fails to refund within the specified time, the fine doubles after 20 days, triples after 40 days, and continues to increase with every 20-day delay. Repeated violations may lead to a ban on holding official positions in the school management and loss of the right to propose future fee revisions. Addressing the media, Gupta said, 'Delhi govt will table the education bill to regulate fee hike by private schools, in the Monsoon session of Assembly beginning from August 4.' Highlighting other policy steps, she announced that the Delhi Legislative Assembly will now operate as a paperless e-Vidhan Sabha. 'It is a matter of happiness that the Delhi Legislative Assembly will now be paperless. We have also developed the assembly as a model Legislative Assembly, as it is completely dependent on solar power now,' she said. The chief minister added that efforts are also underway to make the Delhi Secretariat paperless, as part of the government's broader digital and sustainable governance agenda. 'We are taking policy decisions to make Delhi developed,' she said. The Monsoon Session will be the third session of the Delhi Assembly under the Rekha Gupta-led government.

(Ravi Kumar/HT) The top court judge was speaking at the book launch of 'Shaping the Judges', honouring the life of professor Balram Gupta, at the Chandigarh Judicial Academy, Sector 43, on Saturday evening. Calling the book a remarkable tribute to professor Gupta, Justice Surya Kant said the judge must not be just a working mechanic. 'A mason lays brick after brick without caring how a building is built. A judge, on the other hand, must be an architect thinking of the way the building has come for the future generations. His life will continue to inspire them,' he added. Titled 'Shaping the Judges: Essays in Honour of Dr Balram K Gupta', the volume compiles thought-provoking essays from India's leading judicial minds, including 10 sitting Supreme Court judges. Among them, Justice Surya Kant's piece — 'Humour in Judgment Writing' — makes the case for letting wit breathe in black-letter law. The book has been edited and introduced by Gupta's daughter professor Shruti Bedi and is a personal and scholarly tribute to her father who is a noted jurist and mentor. His decades-long influence on judicial training, ethics and legal academia is palpable throughout the collection, which brings together contributions from judges, scholars and legal philosophers who have crossed paths with him or been shaped by him. Professor Bedi is a professor of law and director at the University Institute of Legal Studies, Panjab University. An internationally recognised legal scholar, she is an international fellow at the National Institute of Military Justice, Washington DC, and a visiting professor at Universitas Airlangga, Indonesia. She also serves as the director of the Centre for Constitution and Public Policy. 'From my formative years in Chandigarh, I know firsthand that almost everyone has a fond memory in connection with professor Gupta's articulation and depth of legal acumen,' said Justice Kant. 'Beyond the courtroom, professor Gupta's pivotal stint at both the National Judicial Academy and then at Chandigarh Judicial Academy, apart from his plethora of teaching roles, all cement his position as a human being in the legal and judicial landscape of India,' he said. Chief justice of Punjab and Haryana high court, Justice Sheel Nagu, and high court Justice Manjari Nehru Kaul were among the dignitaries present at the event.
