Chief Minister Pushkar Singh Dhami will chair the seven-member advisory committee. On Wednesday, Uttarakhand Chief Minister Pushkar Singh Dhami signed three important agreements at the Secretariat. The Uttarakhand government, the Setu Commission, and the Tata Trust signed an agreement to work on social development. A tripartite agreement was signed between the Setu Commission, the Higher Education Department, the Technical Education Department and the NASSCOM/IT-ITES Sector Skill Council towards making Uttarakhand India's leading skill centre in the field of technology. It aims to provide information and skill development in areas like Artificial Intelligence, Data Science, Cyber Security, and Python to about 1.5 lakh state students through the Future Skills Prime Platform. Under the three-year agreement made with the Wadhwani Foundation to make Uttarakhand a skill development centre for students' emerging technology and employment-oriented personality development, courses will be included with academic credit in all government higher education institutions of the state from the next session. The objective of this initiative is to assist about 1.20 lakh state students in artificial intelligence-based personality development and self-employment-related skill development. Chief Minister Pushkar Singh Dhami praised the three agreements signed today for social development, making the state a centre of digital talent and starting modern courses of AI-based personality development will be extremely useful for the people of the state. The Chief Minister said that to make Uttarakhand the country's leading state in every field, the state government is working on schemes keeping in mind the people at the end of the society. Many new initiatives are being taken by bringing people from every sector and class together for the state's overall development. India's second largest software major Infosys has introduced a cash reward policy for senior employees who conduct interviews for lateral hiring, in what is seen as a move to boost employee morale. An employee will earn 700 points (Rs 700) per interview. Employees can claim the incentive for interviews in the past five months as the programme takes effect retrospectively from January 1, sources told ET. This is the first time Infosys has embarked on such an incentive-led programme, a senior employee said. The Bengaluru-headquartered IT major's policy, however, limits the cash incentive for hirings within India. This is an acknowledgement of employee support for the interview process as the IT sector focuses on lateral recruitment over slowing campus hiring. According to an employee, this move is to encourage team managers and mid-level leaders to get external talent and push employees to reach out to more quality candidates. At Infosys, tech professionals such as track leads, architects and project managers across job level 5 and 6 (JL5 & JL6) routinely interview candidates shortlisted by the talent acquisition team for lateral hiring over 2-3 rounds before the candidate progresses to the HR round. The company, however, has excluded employees in the HR and talent acquisition teams, sub-contractors and titleholders (senior leadership) from the reward programme. Employees cannot claim the incentive if an interview is cancelled or a candidate does not show up. Infosys's reward programme comes at a time when the $280 billion software services sector is experiencing a shortage of experienced people with specialised skills, especially in AI, amid growth pangs due to weakening global demand and trade wars in their key growth markets. The Salil Parekh-led firm also conducts weekend recruitment drives in which many candidates participate. At such events, an employee could participate in 10-15 interviews a day assessing a candidate's competence in software skills such as Python, Java, Machine Learning, DevOps, etc. The cash reward encourages to interview more candidates. A senior Infosys executive said the scheme was aimed at pacifying a section of employees disappointed with pay hikes of 5-8% for FY24 and the subsequent lower performance bonus payout for the March quarter. 'Earlier, we did not get any such cash incentive for interviews done. In fact, the company gave us compensatory leaves for the interviews conducted at the campus over the weekends,' the employee said. While not many firms have such a policy, some large and mid-sized technology companies such as Honeywell , Accenture and Sonata Software are known to give both cash and non-cash incentives to encourage employees to be part of interview panels and be invested to attract best talent from the pool of available candidates within the industry. Honeywell India vice president (HR) Arppna Mehra said they reward employees by way of a training outside of his or her domain area, helping them acquire leadership skills.

In the late 1970s, when I was hesitantly moving to be a so- called 'research student', I had all kinds of doubts and apprehensions, as the decision on the ' trade-off ' was too difficult, given the state of job opportunities those days. India today is a different India, where income opportunities are aplenty, though the so-called 'jobs' may be fewer. Seeing my hesitation and doubts, my research supervisor advised me,'… do try to get a good Ph.D. in Economics, and try to fool others'. More recently, as I sit on several interview boards, the Economics guys, who come before me, prove it the other way! It so happened that, last week, I had such an occasion, when I found a post-graduate from a premier institution (of great legacy), who has not even heard of the classical and neoclassical theories in Economics! But, surprisingly, he claimed to be adept in a few data processing software such as SAS and MATLAB, as well as open-source options like R and Python! The NEP 2020 aims to reform the education system by promoting holistic learning, critical thinking, and a focus on experiential learning. A theory, in a general sense, is a well-supported explanation of why or how things happen, based on observations and evidence, often developed through ongoing inquiry. While theory arises from enquiries on existing or perceived phenomena, how can one manage even without the framework within which the past generation approached the sciences? The simple answer often pointed out is that such deep learning is not of practical use. Education as information refilling The idea that educational institutions in India are primarily 'information refilling stations' is a common critique, suggesting they focus on rote memorization and standardized testing rather than fostering critical thinking and problem-solving skills. The 'information refilling model' in education refers to the process of regularly updating and enriching students' knowledge and skills, often through diverse learning experiences and engaging with new information. It's a shift away from static, rote learning towards a dynamic, active learning environment where students are constantly acquiring and applying new knowledge. While traditional curricula may emphasize knowledge acquisition, many institutions are also actively working to promote a more holistic approach to learning, encouraging creativity, innovation, and research; but they are a rare species! Today, all-India recruitments, such as civil services and scientist recruitment, are running on these lines. While the 'information refilling' model may reflect some aspects of the Indian education system, it is an oversimplification. Many institutions are working towards a more holistic and innovative approach, but challenges remain in addressing the pressure of standardized testing and fostering critical thinking skills. The statement, 'people who have money can afford the educational refilling stations' highlights a disparity in access to education based on financial resources. Educational refilling stations, which could refer to supplementary educational services like tutoring, enrichment programs, or private schools, are often more costly than basic public education. What is the motive for such refilling? Of course, the spot price and futures price are displayed by the so-called 'edushops' through their advertisements. And surprisingly, people invest in advanced courses in Economics, Management, and hybrids like Public Policy, without understanding their basic economics! 'Water, water everywhere, but not a drop to drink', goes the saying. To state that 'information illiteracy is the lack of knowledge as to how information can be used in productive activities' is a good starting point, but it's not quite complete. Information illiteracy is more than just lack of knowledge; it encompasses the inability to effectively find, evaluate, and use information to achieve personal, educational, or professional goals. If so, why should one spend his/her hard-earned money on education? It is high time legacy institutions in Economics and Management come forward, address the reality, and come out with innovative solutions. (Views are personal.
