Nagpur: The rural hinterlands of Nagpur district are reeling from a shocking murder that has sparked political unrest and heightened tensions ahead of the impending zilla parishad (ZP) elections.
Atul Patil, a 32-year-old gram panchayat member from Pipla Dak Bungalow, was stabbed to death in the early hours of Tuesday near his residence within the limits of Khaparkheda police station, sending shock waves through the local community.
The incident has taken a political turn with the arrest of two individuals, including village sarpanch Vishnu Kokadde, and prime accused 19-year-old Himanshu Kumbhalkar. In the past, Kokadde has been charged with cheating and forgery in a land allotment scam in the zilla parishad.
The scam inquiry had started following a complaint by Patil.
The murder, which occurred around 2am, has also been been linked to a monetary dispute and business rivalry between Patil and Kumbhalkar in a truck rental business. According to sources, the two had a disagreement over a commission of Rs2,500 that Kumbhalkar owed Patil for facilitating business deals. The dispute reportedly escalated into a heated verbal altercation on Monday, setting the stage for the murder.

Senior inspector Arvind Katlam of Khaparkheda police station revealed that Kumbhalkar lured Patil out of his home on the pretence of settling the debt. "As Patil stepped outside, Kumbhalkar ambushed him with a knife. A brief scuffle ensued, but Kumbhalkar overpowered Patil, stabbing him multiple times," said Katlam. The gravely injured gram panchayat member collapsed at the scene and was rushed to a nearby private hospital, where he was declared dead on arrival.
The police swiftly arrested Kumbhalkar, and later detained Kokadde. The latter is from the Congress camp and was close to a former minister. Sources said Kokadde is suspected of being a key conspirator, having instigated Kumbhalkar to 'settle scores' with Patil.
The murder has ignited a political firestorm in Nagpur rural, especially with the ZP polls looming. The Bharatiya Janata Party (BJP) wasted no time in capitalising on the incident, staging a 'rasta roko' protest to demand swift justice and a thorough investigation.
The agitation, led by MLA Ashish Deshmukh and district president Manohar Kumbhare, saw party workers blocking roads to press for the immediate arrest of all suspects involved in the conspiracy.
The BJP's swift response has fuelled speculation that the murder could have political undertones.
Local residents, meanwhile, are grappling with shock and fear. Patil, known for his active role in the gram panchayat, was a respected figure, and his untimely death has left the community in mourning.
"The village is tense, and people are worried about what this means for our safety and the elections," said a resident.
Police have intensified their probe to uncover the full extent of the conspiracy. "We are investigating all angles, including deeper motives behind the murder," said Katlam. Authorities have assured the public that additional suspects, if any, will be apprehended as the investigation progresses.
The murder has cast a shadow over the upcoming ZP elections, with political parties likely to leverage the incident to rally support.

HYDERABAD: Even in the 21st century, Telangana continues to grapple with a colonial-era legacy-413 villages across the state have never been surveyed and mapped. What makes this more startling is that nearly 25% of these villages fall within the rapidly expanding Hyderabad metropolitan region, where land prices have skyrocketed to crores per acre. These villages, including upscale and rapidly urbanising areas such as Hafeezpet, Raidurg Paigah, Budvel, Manikonda Jagir, and Future City areas like Kandukur, Meerkhanpet and Mucherla, have no official land survey records or authenticated village maps. Of the total 413 unsurveyed villages, 58 fall in Rangareddy district and 11 in Medchal Malkajgiri, placing them at the heart of Telangana's urban expansion. According to official sources, out of Telangana's 11,894 revenue villages, several hundred were excluded from land surveys conducted during the Nizam era, primarily because they were deemed agriculturally unproductive and thus not prioritised for tax-based documentation. Several of these areas remained unmapped or were recorded using rudimentary and often inaccurate methods. "In many villages, maps are either missing or unsigned, and critical documents like tippons and sethwars are absent or forged," said a senior revenue official. "Without these, there is no clarity on ownership or boundaries," he explained. In Rangareddy and Medchal Malkajgiri districts, where land prices can exceed ₹10 crore per acre, the absence of reliable land records has led to a flood of litigations, title disputes, encroachments, and fabricated claims. In Hyderabad's northwestern corridors, particularly Kukatpally, Moosapet and Medchal, similar issues persist. Buyers and developers often enter into transactions with incomplete legal backing, risking future litigation. According to experts, land records in these unsurveyed villages often depend solely on pahanis (annual land records), which record possession but not ownership or boundaries in the absence of survey numbers. "Between 1910 and 1940, the Nizam's govt conducted only partial land surveys, mostly carried out by teams from Marathwada. In the absence of official maps and survey numbers, most farmers have relied on notional surveys while continuing to possess and cultivate these lands," explained land law expert M Sunil Kumar. Land survey expert Ch V Subba Rao said two types of land surveys were carried out in Telangana-both during the Nizam era and later. "The Theodolite survey, which uses precision instruments, was conducted in some villages and provides accurate land measurements. In other areas, a less precise method known as the 'chain survey' was used," said Subba Rao, former joint director of the survey and land records department.

In what has riled the trade unions in Karnataka, the State government has proposed to bring an amendment to the Karnataka Shops and Commercial Establishment Act, 1961, to increase the daily working hours to 10 from the current nine hours, besides allowing more overtime hours. The proposed amendment, circulated by the Labour Department among the stakeholders to elicit their response, allows work hours to be increased to 10 a day and 48 a week. The proposal caps the total number of hours of work, including overtime, to 12 hours a day — up from the present 10 hours a day. Union govt.'s direction The Karnataka government, in its draft amendment, has cited the Union government's directions to all States to consider amending the working hour limits through legislative or regulatory changes appropriately. The Centre has also pointed out that similar amendment has been brought in Chhattisgarh, Gujarat, Maharashtra, Uttar Pradesh, and Uttarakhand — all BJP-governed State. Among other amendments, there is a proposal to increase the total number of overtime hours per employee to 144 hours in a period of three continuous months from the present 50 hours. What the Act governs The Act governs a large number of shops and commercial establishments, including hotels, pubs, bars, restaurants, offices, and IT and ITES industries offering commercial services. The proposed amendment also seeks to remove those shops and commercial establishments employing less than 10 persons from the purview of the Act, which would mean they are exempted from filing annual returns. A meeting of stakeholders has been convened here on Wednesday by the Labour Department to finalise the amendment being brought to the 1961 Act and the Karnataka Shops and Commercial Establishments Rules, 1963.

Among the biggest beneficiaries of the amendment being proposed to the Karnataka Shops and Commercial Establishment Act, 1961, will be hundreds of companies in the Information Technology and Information Technology-Enabled Services (IT & ITES) sectors offering software services, backend IT services and hardware sales, among others. The State government has proposed to increase the daily working hours to 10 from the current nine hours, besides allowing more overtime hours. A meeting is being held on Wednesday to discuss the proposals. 'The amendment will legitimise the violation of working hours that is already happening in the sector,' said Meenakshi Sundaram, general secretary, CITU, Karnataka, calling it at attempt to 'legalise the illegal act'. Succumbing to pressure Trade unions argued that this was being pushed by the Centre. Mr. Sundaram, said, 'It is unfortunate that the Congress government is not trying to establish a different policy from that of the BJP government. It is succumbing to the pressure of the Centre and compromising the basic rights of the citizens of Karnataka.' Pointing out to a similar exercise by the State government for the factory workers in the State, he said that this would only reduce employment generating potential while helping only profit making. 'Their idea of to keep shops and establishments for long hours hoping to increase the turnover. However, people do not have purchasing capacity. Instead, the government should work towards increasing the income of people.' Mr. Sundaram said that the government has allowed simplification of record maintenance, certification and book maintenance among others. The absence of a strict compliance and monitoring, AITUC State secretary M. Satyananda said, could lead to 'wage theft' where employers could force employees to work for longer hours without increasing wages. 'How can the Labour Department, which faces staff shortage, inspect thousands of commercial establishments? There will be no mechanism to monitor. Increasing hours would reduce the rest period for workers as well,' he said. 'Ease of doing business' Taking a contrary view, president of Karnataka Employers' Association B.C. Prabhakar said that it would help in 'ease of doing business' by exempting establishments employing less than 10 persons from submitting documents. 'In Andhra Pradesh, Haryana, Punjab and Uttarakhand, the exemption for submitting annual returns has been exempted to establishments that hire less than 20 persons,' said Mr. Prabhakar. He said that increase in the cap for daily working hours and extra overtime is a 'progressive measure.' 'It legitimises what is already going on,' he said.
