First time in 2 decades, EC holds revision of voters' list for bypolls
For the first time in nearly two decades, the
Election Commission
revised the voters' list of five constituencies for holding
assembly bypolls
there in a bid to ensure a "spotless" electoral roll.
The last time a special summary revision took place for a bypoll was in 2006 in Tamil Nadu, officials pointed out.
Citing provisions of the Representation of the People Act, 1950, officials said the electoral roll is to be revised before every election and bypoll unless otherwise directed by the EC.

If the electoral roll is not revised, the validity or continued operation of the said electoral roll shall not be affected, they said, quoting the law.
The validity of the current electoral roll continues till the completion of the special revision.

Officials underlined that it is for the commission to decide if revision of electoral rolls has to be conducted or not, depending on the requirement.
Bypolls to five assembly seats in four states will be held on June 19, the poll authority announced last month.
While two assembly
bypolls
will be held in Gujarat, one each will take place in Kerala, West Bengal and Punjab. The counting of votes will take place on June 23.
In Gujarat, the bypoll to the Kadi seat was necessitated following the death of sitting MLA Karsanbhai Punjabhai Solanki.
Another bypoll to the
Visavadar
seat in the state is taking place due to the resignation of sitting member Bhayani Bhupendrabhai Gandubhai.
In Kerala, the
Nilambur
seat will go to a bypoll since P V Anvar has resigned, while a bypoll will be held in Punjab's Ludhiana seat due to the death of sitting member Gurpreet Bassi Gogi.
A by-election to the
Kaliganj Assembly
seat in West Bengal has been necessitated due to the death of sitting assembly member Nasiruddin Ahamed.
Special Summary Revision is the legal term for revision of electoral rolls to weed out voters who have left the constituency or have died, and to add new names.

Chennai: Refuting charges that the govt wanted to cover up a polluted canal with cloth to hide it from public sight during his Madurai visit, chief minister M K Stalin said on Monday that he had inspected the canal and issued instructions to clean it. Addressing reporters in Madurai, former minister Sellur Raju said the AIADMK govt had built a sewage treatment plant to prevent pollution of water in Panthalkudi canal and river Vaigai. "We built that plant to ensure that the Panthalkudi channel stayed clean. But now, in the name of development of Goripalayam flyover, they have scrapped it. This is not development—it's destruction," he said. CM calls for measures to protect Kolleru lake
Vijayawada: Stressing on the need for environmental protection, chief minister N Chandrababu Naidu on Monday said the ecologically sensitive Kolleru lake must not be turned into a cesspool of pollution. The CM, who held a review meeting with local legislators and officials to discuss the steps needed to comply with Supreme Court guidelines as well as protecting the interests of those living within the lake's contours, asked officials to take immediate steps to ensure drain water from neighbouring fish ponds does not not enter the lake without proper treatment. "Unchecked release of drains must be stopped, and all encroachments on Upputeru, which carries water from Kolleru to the sea, must be removed along with desilting of the outlets," he told officials. Naidu said protecting the interests of farmers with about 20,000 acres of Jirayat and D-Patta lands in Kolleru area is the top priority for the state govt while resolving contour issues. He asked officials to send the govt's proposals to the central empowered committee (CEC) as directed by the Supreme Court. "The action plan must ensure justice not only to the environment and birds but also to local people. Ludhiana: Taking a stringent stand against the misuse of the police and their "willingness to oblige their political bosses and victimise innocent people by registering false cases, Punjab Pradesh Congress Committee president Amarinder Singh Raja Warring on Monday said once the Congress forms the govt in the state, it would set up a judicial commission to probe such cases.
