Delhi govt to bring ordinance to control arbitrary hike in school fees: Education Minister Ashish Sood

Education Minister Ashish Sood said Wednesday that the Delhi Government will bring an ordinance to implement the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, to control arbitrary fee hikes by private schools. The announcement was made as the government completed 100 days under Chief Minister Rekha Gupta.
Previously, the Bill was scheduled to be tabled in the Delhi Assembly during a session on May 14-15. 'We will introduce the Delhi School Education Transparency Bill, which could not be tabled in the last Assembly session… we are bringing an ordinance to turn it into law to end the exploitation by schools. This has greatly upset those who have supported the school mafia for the past 27 years.'
Sood claimed that '…school fees went up every year. But in our 100 days, not a single school increased its fees.' The minister also played video reports by various news outlets showing parents protesting against fee hikes at Delhi Public School (DPS), Dwarka. 'The issue of fee hikes is not new. These protests have been happening since 2021, even earlier — and yet the previous AAP government did nothing,' Sood said.
'Manish Sisodia and Arvind Kejriwal have gone and hidden in Punjab and did nothing on this… It was the time of COVID. Arvind Kejriwal was busy building the 'sheesh mahal' and now the AAP is blaming our CM Rekha Gupta-led government,' Sood said.
'I want to ask them why didn't they stop it? We are the ones who sent the DM committee to schools. It is because of our report that the high court issued stringent orders,' he added.
Along with this, Sood also listed several education-related steps taken by the government in the last 100 days. He said the government is focusing on improving both school and higher education, especially for students from poor economic backgrounds.
'For EWS (Economically Weaker Section) admissions, I say with full confidence that this year, not a single complaint has emerged from Delhi. Last year, the Opposition had handed out EWS admissions…in households, without transparency. This year, with the push of a button, 28,000 children received EWS admission letters. Soon, 38,000 children will get final admissions,' said Sood.
'From digital libraries to AI-enabled smart classrooms, we are investing in students from every background, ensuring no child is left behind,' he said.
One of the major moves has been the release of Rs 274.34 crore as grant-in-aid to 12 Delhi University colleges and all state universities, according to the minister who added that this helped clear pending salaries and ended the uncertainty faced by teachers and staff.
In technical education, Rs. 19 crore was given in scholarships to over 1,300 students from low-income families (earning less than Rs 3 lakh per year). These scholarships had been on hold since 2022.
The government has also partnered with Physics Wallah and the National Skill Development Corporation (NSDC) to provide free online coaching for NEET and CUET-UG. So far, over 23,000 students from Delhi government schools have joined these classes — including 3,458 for NEET and 19,756 for CUET, the minister said.
Sood said the Cabinet has approved the setting up of 75 new 'CM Shri Schools' at a budget of Rs 100 crore. These schools will have smart classrooms, AR/VR labs, AI-based learning, and courses in Data Science and Robotics. He said the government is also planning to set up digital libraries in Dr APJ Abdul Kalam Schools of Excellence. Around 250 school libraries are being digitised, and 100 AI-enabled language labs will be created to help students learn English, French, German, and Spanish, he said.
To support digital learning, 1,200 laptops will be given to meritorious students scoring above 90 per cent in 20 government schools by September. These students were chosen under the Mukhyamantri Digital Education Scheme. Under the Madan Mohan Malviya Vidya Shakti Mission, 2,200 students will receive help to prepare for exams like NEET, JEE, CLAT, CA, and CUET, he added.
The government has also increased school uniform subsidies. Now, government school students will get Rs 1,250 for nursery to Class 5 (earlier it was Rs 1,100), Rs 1,500 for classes 6 to 8 (from Rs 1,400 earlier), and Rs 1,700 for classes 9 to 12 (from Rs 1,500).
Meanwhile, a separate meeting was held between the parents' association United Parents Voice (UPV) and Leader of Opposition Atishi, wherein parents from around 50 private schools raised concerns about the ordinance and shared cases of alleged harassment and discrimination by schools. They said the Bill was introduced without consulting parents.

I am happy to be able to travel in this train and I have come to Kashmir especially to travel in this train.' She added that witnessing the inauguration ceremony live was an emotional moment for her. 'I witnessed the inaugural ceremony live yesterday, and it felt surreal. PM Modi has done so much work for the country and even this train is for the country's people. Travel to and from Kashmir has become easy. The experience of travelling on the world's highest bridge was amazing,' she told ANI. Recalling her past meetings with the Prime Minister, Rastogi said, 'I have met PM Modi 2-3 times. This picture is from the time when the Kashi Vishwanath corridor was being inaugurated. He touched my feet and said that the government is with me and motivated me to aim higher.' Visuals from inside Kashmir's first Vande Bharat Express showed scenic views as the train crossed the Anji Khad Bridge, which Prime Minister Modi also inaugurated on Thursday. Earlier on Saturday, the inaugural ride of the Vande Bharat Express between Srinagar and Katra drew praise from passengers, many of whom described the new service as offering 'unmatched convenience,' making travel 'much easier, possible, and comfortable,' while hailing it as a 'great move by the government' to connect Kashmir with the rest of India. Tourists and locals hailed the launch as a historic moment, saying it would cut down travel time, boost tourism, and make Kashmir more accessible. Speaking to ANI, Ashok Kumar Khajanchi, a tourist from Bikaner in Rajasthan, shared his experience, 'We came from Bikaner to Mumbai and then to Srinagar. We've visited places like Gulmarg and Sonamarg. Many had tried to scare us into cancelling our trip, but we were determined. When we heard Vande Bharat was running, we cancelled our taxi to Jammu Tawi, even though we lost Rs 6,000. We booked Vande Bharat tickets at 7 PM and reached Srinagar by 8 PM. With my health problems, the train made travel much easier.' Khajanchi, who is recovering from a foot fracture, added, 'The convenience offered by Vande Bharat is unmatched. I had two fractures, so we had to cancel our earlier car and train bookings. But this train made the journey possible and comfortable.' On Friday, Prime Minister Narendra Modi flagged off two Vande Bharat Express trains from Katra Railway Station, officially connecting the Jammu division with Kashmir via rail. This marks a major milestone in strengthening railway infrastructure in Jammu and Kashmir. During his visit, PM Modi also inaugurated the world's highest railway arch bridge over Chenab River. Speaking on the occasion, he said the development projects will further boost Jammu and Kashmir's growth journey. The train passes through two engineering marvels: the Anji Khad Bridge, India's first cable-stayed railway bridge, and the Chenab Bridge, the highest railway bridge in the world. (ANI)

Centre raises financial threshold for procurement of scientific equipment, consumables

New Delhi [India], June 7 (ANI): The Central government has raised financial limits under the General Financial Rules (GFRs) for procurement of scientific equipment and consumables. The simplification of GFRs will reduce delays and enhance autonomy and flexibility for the research organisations. Under the new rules, the Finance Ministry said that Vice Chancelors, Dierectors and academic institutions under specified departments and ministries will be able to make non-Government e-Marketplace (GeM) procurement of scientific equipment and consumables. As per the notification of the Finance Ministry, the institutions can now procure scientific instruments and consumables worth up to Rs 2 lakh without the need for quotations. The earlier limit was Rs 1 lakh, which is now doubled by the Centre. Similarly, under the new rules, purchase committees can procure equipment worth Rs 25 lakh. The financial ceiling for such purchases was Rs 10 lakh. In addition, vice-chancellors and directors can give nods to the global tenders enquiring up to a value of Rs 200 crore. The move will play a pivotal role in facilitating researchers, startups and innovators, said Union Minister Dr Jitendra Singh in a post on the social media platform X. 'Here is some heartening news and a major breakthrough for young aspiring #StartUps, Innovators and Researchers: In a landmark step enabling #EaseOfDoingResearch, the GFR rules have been simplified for procurement of scientific equipment and consumables,' Union Minister Singh added in the X post. 'This will reduce delays and also enhance autonomy and flexibility for research institutions--empowering them to innovate faster,' the post added. As per the Finance Ministry, the new rules will be applicable to the authorities in departments and ministries such as science and technology, biotechnology, scientific and industrial research, atomic energy, space, earth sciences, and health research, including the Indian Council of Medical Research. According to the notification, apart from the above-mentioned departments, the Defence Research and Development Organisation (DRDO), the Indian Council of Agricultural Research (ICAR), and its affiliated universities and institutes offering postgraduate and doctoral-level programmes under any ministry or department will also benefit from the relaxed rules. Mumbai (Maharashtra) [India], June 7 (ANI): Foreign Portfolio Investors (FPIs) began the first week of June on a weak note in the Indian stock market, with net investments staying in the negative territory. According to data released by NSDL, FPIs pulled out a total of Rs 8,749 crore from Indian equities during the week from June 2 to June 6. This indicates that foreign investors were net sellers in the market during most of the week. The withdrawal came amid global uncertainties and cautious investor sentiment. However, a sharp turnaround was seen on Friday after the Reserve Bank of India's Monetary Policy Committee (MPC) announced a surprise rate cut of 50 basis points. The repo rate was reduced to 5.5 per cent, which gave a strong push to investor confidence. Market experts believe that this aggressive rate cut will boost India's economic momentum and improve overall demand conditions. With inflation staying within the RBI's comfort zone and the central bank indicating a pro-growth stance, FPIs are expected to increase their investments in the coming months. Ajay Bagga Banking and Market expert told ANI 'June first week saw roller coaster in terms of FPI flows. The trend is positive as a weak US dollar is inversely correlated to EM flows. With Indian macro showing strength and expectations of the 100 bps rate cuts providing a further boost to economic momentum and aggregate demand, FPIs will rank India as a top investment destination. Valuations are quoted as a constraint but we see the growth potential overriding these concerns eventually'. Although high stock market valuations remain a concern, experts say that India's strong growth prospects may help overcome this challenge. The net foreign portfolio investment (FPI) inflows in May remained in positive and stood at Rs 19,860 crore, making May the best-performing month so far this year in terms of foreign investment. In previous months' data also showed that FPIs had sold stocks worth Rs 3,973 crore in March. In January and February, they had sold equities worth Rs 78,027 crore and Rs 34,574 crore, respectively.
