Pilot test of unified PWD ID system begins July in 35 areas
'Magsisimula po tayo ngayong third quarter or July (we will start this third quarter or July),' NCDA executive director Glenda Relova told PTV's Bagong Pilipinas Ngayon.
Among the areas included for the pilot testing are Maguindanao Del Norte; Dagupan, San Carlos, Urdaneta, and Alaminos, Pangasinan; Solano, Nueva Vizcaya; San Rafael, San Jose del Monte, Obando, and Meycauayan, Bulacan; San Mateo, Teresa, and Antipolo, Rizal; Santa Rosa and Pila, Laguna; Carmona, Cavite; Muntinlupa City; Pasay City; Daet, Camarines Norte; Kalibo, Aklan; Candijay, Bohol; Malaybalay, Bukidnon; and Koronadal and Surallah, South Cotabato.
Relova said registration for the unified PWD ID system will be done digitally.
PWDs may either download the system on their mobile phones or computers or ask for assistance from their respective Persons with Disability Affairs Office.
NCDA is an attached agency of the Department of Social Welfare and Development (DSWD).
The unified PWD ID system is DSWD's move to address the proliferation of fake PWD IDs.
Last December, Senator Sherwin Gatchalian said the government lost around P88.2 billion worth of taxes in 2023 because of fake PWD IDs.
The new PWD IDs will have security features such as Radio Frequency Identification (RFID), and it can link establishments to a webpage portal where they can verify the legitimacy of the user.
There will also be a standard look to the unified PWD ID moving forward.
Under Republic Act 10754, PWDs are entitled to a grant of a 20% discount and VAT exemption on the purchase of certain goods and services from all establishments for their exclusive use, enjoyment, or availment. —RF, GMA Integrated News

Instead of cash, grant livelihood capital to 4Ps beneficiaries — Erwin Tulfo
Senator Erwin Tulfo has proposed to provide livelihood capital to beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) instead of cash transfer to curb reported abuses. 'If we give them capital, they can use it to start businesses and contribute to the economy. We can provide them enough funds to start a sari-sari store, an eatery, or even engage in online selling,' Tulfo said Sunday in a statement. This after some 4Ps beneficiaries were reportedly caught using their cash grants on gambling and illegal drugs. Tulfo added some 4Ps beneficiaries 'would rather have livelihood capital instead of monthly cash transfer.' 'It is also hard for them to hear that they are being called freeloaders, lazy, and that they do not add value to the country,' the senator said. 'It is also unfair to low-wage earners like security guards, janitors, or house helpers who tighten their belts due to lack of funds but receive nothing from the government, such as 4Ps, since they are not qualified,' he added. The lawmaker said this proposal is one of the topics he aims to deliver in his upcoming meeting with President Ferdinand Marcos Jr. and Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian. However, the date was not disclosed. During the Post-SONA discussion on Tuesday, Gatchalian shared that the President's call to amend the 4Ps law would that would allow those in the program to stay longer than seven years. DSWD distributes smartphones to 256 4Ps beneficiaries in Palawan
The Department of Social Welfare and Development (DSWD), with Globe and GCash, distributed smartphones to 256 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in the southern towns of Bataraza and Brooke's Point in Palawan. In a statement Sunday, DSWD said the distribution of refurbished smartphones is under the Pre-loved Phone Donation Drive, in partnership with the private sector. It is a part of the agency's 'E-Panalo ang Kinabukasan' campaign, which aims to bring digital financial literacy and tools to 4Ps families, especially those in far-flung areas. With smartphones, 4Ps beneficiaries can receive their cash grants through digital banking as well as use it for online learning and digital businesses. 'Our aim is to bring government services closer to where people are,' said DSWD Secretary Rex Gatchalian. 'With digital tools in hand, families no longer need to walk long distances just to access their cash grants. That alone can change lives,' he added. During the distribution of smartphones, the 4Ps beneficiaries also engaged in financial literacy sessions. For Carl Cruz, Globe President and CEO the initiative is about inclusion and access to opportunity: 'We hope these devices would help families not only receive their cash grants easily, but also for them to get the various opportunities to uplift their lives that technology makes possible.' 'This is more than just onboarding users, it is about financial inclusion and making sure no one gets left behind in the digital economy. Beneficiaries can receive their GCash directly and efficiently and they also gain access to digital financial services to support their daily needs.' said Oscar Enrico Reyes Jr., President and CEO of G-Xchange Inc., the mobile wallet operator of GCash. DSWD to register 750K 'food poor' families for Walang Gutom Program in 2026
The Department of Social Welfare and Development (DSWD) is targeting to register a total of 750,000 food-poor families for the Walang Gutom Program (WGP) by next year. "Right now, we're currently serving 300,000 households, and then before the end of the year, we're planning to add an additional 300,000, and then by next year, 150,000," said DSWD spokesperson Assistant Secretary Irene Dumlao in a Dobol B TV interview on Saturday. "Kinakailangan po natin mag-register ng karagdagan sa taon po na ito," Dumlao added. (We need to register more this year.) Dumlao said the 750,000 households were based on the list from DSWD and the Philippine Statistics Authority (PSA). Currently, the Walang Gutom Program (WGP), which highlights the P20 per kilo rice, is implemented only in Metro Manila, Cebu, and the CARAGA region, Dumlao said. Poor families in the BARMM are also set to be given priority, the DSWD spokesperson said. "Actually, bibigyan din sila ng prayoridad, Isinaayos lang 'yung specific areas, tapos 'yung number, and then tinignan din sino-sino 'yung accredited merchants. And then based naman po doon sa ating pakikipag-usap sa DA, bibilisan po na 'yung pag-supply doon sa bigas, doon sa ating mga merchants para ma-implement na po natin," she said. (Actually, they will be given priority, specific areas are being arranged, their number, and the accredited merchants. Based on our discussions with the DA, we will speed up the supply of rice to our merchants so that we can implement it.)
