
Delhi extends EV policy till November as revised draft awaits clearance
Transport minister Pankaj Singh said the draft is being overhauled and is likely to take at least four months before it is finalised. 'We have extended the existing policy till November 15 for now and may extend it further if necessary,' he said. 'We are consulting experts and exploring all feasible options to ensure the public benefits from a cleaner, more sustainable transport system. We're already seeing a rise in EV registrations and growing public interest.'
The current EV policy—first introduced in 2020 and lapsed in August 2023—has been extended several times since. It currently offers a purchase incentive of 25% (up to ₹5,500) for e-cycles, ₹30,000 for e-rickshaws and e-carts, and ₹5,000 per kWh of battery capacity (capped at ₹30,000) for two-wheelers. Light electric commercial vehicles are also eligible for a subsidy of ₹30,000.
According to officials familiar with the matter, a revised draft has been prepared and discussed with chief minister Rekha Gupta and the transport minister. However, additional changes have been suggested and the draft will undergo another round of revisions. Once updated, it will be opened for public feedback for a minimum of 15 days before being presented to the cabinet for final approval.
'The final version will require clearance from both the cabinet and the lieutenant governor. This process is likely to take a few months,' a senior transport department official said.
The cabinet had earlier discussed the draft on April 15 but held off on approving proposals that included the phasing out of CNG auto-rickshaws and fossil fuel-based two-wheelers within two years. The draft policy envisions 100% electric vehicle adoption in the Capital over the next three years.
Key proposals in the draft include a complete ban on registration of petrol, diesel, and CNG two-wheelers after August 15, 2026, and replacing all CNG-powered auto-rickshaws with electric ones by August 2025.
The revised policy is expected to retain the subsidy cap for more affordable EVs. 'As proposed earlier, EVs priced below ₹25 lakh will be eligible for subsidies, while costlier models will have to pay applicable taxes. The idea is to nudge manufacturers toward producing affordable EVs,' said Singh.
Transport department officials said that another point that may be retained from the first draft is that households with two cars will have to mandatorily buy an EV if they plan on buying a third car.
Officials added that the policy will also continue to offer incentives for setting up charging infrastructure and battery swapping stations, alongside subsidies and tax exemptions for EV purchases.

The town is 160 km southwest of Dhaka. 'A tense calm has gripped Gopalganj,' a local journalist told media from the ground, PTI reported. According to police, the violence erupted on Wednesday ahead of a student-led NCP march. Hundreds of NCP supporters clashed with police and rival groups, including backers of deposed Prime Minister Sheikh Hasina, Rahman's daughter. 'The joint forces handed over the 14 individuals to us,' said Abdullah Al Mamun, inspector (investigation) of Gopalganj Sadar Police Station, the PTI report said. 'Filing of cases is underway.' Chief Adviser Muhammad Yunus' office said a curfew was in force from 8 pm Wednesday, vowing that 'the perpetrators of the attack on the NCP would not go unpunished.' The NCP was formed as an offshoot of Students Against Discrimination (SAD), the group that spearheaded last year's mass protests, culminating in the fall of Hasina's 16-year Awami League government on August 5, last year. A government-appointed inquiry committee was also formed overnight to probe the Gopalganj violence. It will be led by Home Ministry's Senior Secretary Nasimul Ghani, with two additional secretaries from the Law and Public Administration ministries. Hasina's banned Awami League party issued multiple statements on X condemning the violence and holding the interim government responsible for the deaths and injuries. 'We urge the world to take note of this blatant use of security apparatus,' one Awami statement said, adding that it had used mob violence against 'dissenters.' In a Facebook post, NCP convenor Nahid Islam wrote: 'We will liberate Gopalganj and entire Bangladesh from Mujibust terrorism and fascism.' He alleged that 'Mujibist terrorists had carried out a planned armed attack with a deliberate attempt to kill us,' and warned that 'they should keep in mind Awami League is not a political party, rather a terrorist organisation.' He further claimed: 'After so many killings by Awami League in the peoples' uprising, many wanted its return as a refined Awami League after August 5.' Islam also accused authorities of failing to arrest key Awami League and Chhatra League members in large numbers, adding that those arrested were either bailed or evading police custody. Eyewitnesses said the clashes began when protesters, armed with bamboo sticks and bricks, vandalised police vehicles and that of the local administrative chief. Security forces, including the army and Border Guards Bangladesh (BGB), responded with gunfire. Despite the violence, the NCP went ahead with its rally on a damaged stage and broken sound system. Convenor Nahid Islam chaired the event, declaring that if law enforcement failed to deliver justice, 'we will ensure it ourselves.' Local media and residents reported that not just Awami League supporters but also common citizens — and even workers from Khaleda Zia's Bangladesh Nationalist Party — joined hands to resist the NCP's rally. In February this year, thousands of protesters torched the house of Mujibur Rahman in Dhaka's Dhanmondi 32 — now a memorial. Additionally, two road over bridges constructed under the Setu Bharatam Programme, costing over Rs 380 crore, will be inaugurated, easing traffic congestion and improving safety.
