Mock drills, blackout rehearsals conducted at several locations in Punjab

At other places in Punjab, timings of blackout rehearsals differed. It was from 8.30pm to 8.40 pm in Sangrur, from 8 pm to 8.30 pm in Ludhiana and from 9 to 9.30 pm in Ferozepur.
Electricity was cut in markets and malls during the blackout rehearsals, while hospitals and medical institutions were spared from power outages, officials said.
The Union Ministry of Home Affairs had directed all states and Union Territories to conduct mock drills on Wednesday in view of the "new and complex threats" that have emerged amid rising tensions with Pakistan following the Pahalgam terror attack.
Officials said the drills were aimed at evaluating and enhancing the efficacy of emergency response mechanisms in real-time situations.
Scenes of volunteers enacting as injured being taken on stretchers to ambulances, fire being doused, and people rushing to safer places played out during the mock drills.
The drill saw coordinated participation from multiple agencies including the fire and emergency services, police, health department, municipal corporation and disaster management authorities.
Additionally, trained volunteers from the Civil Defence, National Service Scheme and National Cadet Corps also participated in the exercise.
In Mohali, the mock drill was carried out at a mall.
Mohali Senior Superintendent of Police Deepak Pareek said people were asked to cooperate to create awareness about ways to deal with real-time emergencies.
"Whatever instructions issued by the district administration, the Army or paramilitary forces should be followed," he said.
Assuring that the district police were fully geared up to tackle emergency situations with the help of other departments, Pareek warned rumour-mongers against creating panic. People must trust only the information from official sources, he said.
Mohali Deputy Commissioner Komal Mittal ruled out apprehensions of any untoward situation in the district but said the authorities are keeping a watchful eye.
She also said the air space in the district has been closed till further orders.
In Ludhiana, the mock drill focused on fire safety and rescue operations at Verka Milk Plant on Ferozepur Road to bolster preparedness for potential emergencies.
Ludhiana Deputy Commissioner Himanshu Jain urged residents to remain calm, assuring them that such exercises are proactive measures to enhance safety and preparedness.
The drill commenced at 4 pm with an alarm, prompting swift coordination among multiple agencies including the National Disaster Response Force, fire brigade, district administration, municipal corporation, police, health department, civil defence and NCC.
In Chandigarh, civil defence mock drills were held simultaneously at three locations including Inter-State Bus Terminal-17. The drills simulated high-intensity emergency scenarios.
Chandigarh Union Territory's Chief Secretary Rajeev Verma, Home Secretary Mandeep Brar, Deputy Commissioner Nishant Kumar Yadav, Senior Superintendent of Police Kanwardeep Kaur and other senior officials from Chandigarh Administration monitored the drill.

‘Ground Reality Can't Be Ignored': Supreme Court Points To Pahalgam Horror In J&K Statehood Plea
New Delhi: The Supreme Court on Thursday asked the Union government to clarify its position on a series of applications seeking a time-bound restoration of statehood to Jammu and Kashmir and emphasised that ground realities must be taken into account. A Bench comprising Chief Justice of India B.R. Gavai and Justice K. Vinod Chandran was hearing petitions that argued the prolonged delay in restoring statehood is 'seriously impacting the rights of the citizens of Jammu and Kashmir and undermining the principle of federalism.' The Bench underscored the significance of the Pahalgam issue during the proceedings. The applicants contended that the absence of a clearly defined timeline for restoring statehood constitutes a breach of federalism, which they emphasised is an integral part of the Basic Structure of the Indian Constitution. 'It has been 21 months since the Article 370 judgment. There has been no movement towards the restoration of statehood,' submitted senior advocate Gopal Sankaranarayanan, adding that the Constitution Bench had trusted the Union government when the Solicitor General assured it that statehood would be restored. On the other hand, Solicitor General (SG) Tushar Mehta, questioning the maintainability of the applications, urged the apex court to consider the 'peculiar position' in Jammu and Kashmir and sought that the pleas be listed after eight weeks, saying this was not the 'correct stage' to consider the matter. 'The MAs (miscellaneous applications) are not maintainable. We had assured two things: the election would be held, and thereafter, the statehood. Your lordships are aware of the peculiar position emerging from this part of our country. There are several considerations,' said SG Mehta. 'I don't know why, at this stage, this issue is agitated, but list it after 8 weeks. I will take instructions. My prayer is for eight weeks because this particular stage is not the correct stage to muddy the water,' Mehta added. In the course of the oral hearing, the Solicitor General, the second-highest law officer of the Centre, had submitted that the Union Home Ministry cannot give any exact timeframe and it would take "some time" for the restoration of statehood in Jammu and Kashmir. However, the Constitution Bench, also comprising Justices S.K. Kaul, Sanjiv Khanna, Gavai and Surya Kant, had ordered the Election Commission of India (ECI) to take steps to conduct elections to the Legislative Assembly of Jammu and Kashmir, constituted under Section 14 of the Reorganisation Act, by September 30, 2024, and said that "restoration of statehood shall take place at the earliest and as soon as possible". It had upheld the status of Ladakh as a Union Territory under Article 3(a) read with Explanation I of the Constitution, which permits the formation of a Union Territory by separating a territory from any state. Meghalaya asks Centre to convince Bangladesh to erect fencing close to international border
SHILLONG: The Meghalaya government has asked the Union Ministry of Home Affairs (MHA) to convince Bangladesh for permission to erect border fencing closer to the international boundary to secure a 40 km unfenced stretch without leaving villages outside the fenced area, Deputy Chief Minister Prestone Tynsong said. Under international norms, border fencing is built 150 yards inside a country's territory. But in Meghalaya's case, this would result in several villages falling within "no man's land" or outside the fencing, compromising their safety, he said. "We have taken up with the MHA, urging it to convince the government of Bangladesh, because of this reality, let us go close to the main pillar of the border so that we can avoid fencing outside the village," Tynsong told PTI. Tynsong, who is also Home minister, held a meeting with top Home department officials on Wednesday to review international border security after the recent infiltration attempt and the subsequent arrests of Bangladesh nationals. According to the DyCM, such an arrangement would protect villages without putting them in harm's way. He said there are several habitations within the 40-km unfenced border that will be left exposed if fencing is constructed strictly as per international norms. The push for closer fencing follows an incident in Rongdangai village where six members of an armed gang, led by a Bangladesh Police constable, allegedly crossed into Indian territory, assaulted a local shopkeeper and looted cash and valuables. Tynsong said instructions have been issued to all deputy commissioners and superintendents of police to adopt proactive measures to prevent infiltration along the entire India-Bangla border, from East Jaintia Hills to Dalu in Garo Hills.
