The National Highways Authority of India (NHAI) has announced plans to bid out 124 highway and expressway projects with an estimated cost of ₹3.4 lakh crore in the financial year 2025-26. These projects will cover a total length of 6,376 kilometres.The Gorakhpur–Kishanganj–Siliguri project , spanning 476 kilometres, will be bid out under the Hybrid Annuity Model (HAM). The Tharad–Deesa–Mehsana–Ahmedabad (Pkg 1) project, which spans 106 kilometres, will be taken up under the Build Operate and Transfer (BOT) model.The capacity augmentation of the Pampore (Srinagar) to Qazigund section of NH-44, covering 48 kilometres, will be executed through the Engineering Procurement and Construction (EPC) mode. This includes construction of service roads and grade-separated structures.National highway projects are executed primarily through three models: Build Operate and Transfer (BOT), Hybrid Annuity Model (HAM), and Engineering Procurement and Construction (EPC).The concession period for BOT and HAM projects, which includes maintenance responsibilities, ranges between 15 and 20 years and generally 15 years respectively. In EPC projects, the defect liability period is five years for bituminous pavement works and 10 years for concrete pavement works.

Telangana to build over 5,000 km of HAM roads to ramp up connectivity
Hyderabad: As part of its vision to provide better road facilities across the state, the Telangana government is set to construct 5,190 km of roads under the Hybrid Annuity Model (HAM). The project, which will be carried out in 17 packages, aims to connect every village to its mandal centre, every mandal to its district centre, and every district to the state capital. In the first phase, the Roads & Buildings (R&B) Department will take up 17 packages covering 5,190 km at a cost of Rs 6,478 crore, while the Panchayat Raj Engineering Department will handle 7,947 km in 17 packages at a cost of approximately Rs 6,000 crore. The remaining 6,810 km will be tendered by December of this year. The plan includes four-lane roads from district centres to Hyderabad, two-lane roads from mandals to district headquarters, and the upgrading of rural roads, including converting mud roads into bitumen-surfaced ones, informed R&B Minister Komatireddy Venkat Reddy. Addressing a Road Show on HAM at the National Academy of Construction (NAC) on Tuesday, the Minister said the government's vision is to link every village to its mandal headquarters, every mandal to the district headquarters, and every district to Hyderabad through modern, all-weather roads. Venkat Reddy explained that the HAM combines the strengths of the Engineering, Procurement, and Construction (EPC) and Build-Operate-Transfer (BOT) models, with the government funding 40 per cent of the project cost in ten instalments. Contractors will invest the remaining 60 per cent, which will be repaid based on performance with inflation-linked adjustments. The model ensures low risk for investors, a steady income, and 15 years of assured maintenance, resulting in durable, pothole-free, and safer roads. He stressed that quality roads are the backbone of economic growth and said Telangana's development plan places equal emphasis on welfare and infrastructure. The Minister assured contractors and financial institutions of transparency, timely payments, and clear policy support, adding that a web-based 'TG Roads Inventory' application has been developed for real-time project monitoring. Deputy Chief Minister Mallu Bhatti Vikramarka and Panchayat Raj Minister Seethakka, along with Road Development Corporation Chairman Malreddy Ram Reddy, attended the event as chief guests.

Last Updated: The Public Accounts Committee said it is 'unacceptable' for highway tolls to continue to be collected when safe, uninterrupted, and timely travel is not available The Ministry of Road Transport and Highways (MoRTH) and National Highways Authority of India (NHAI) have been advised to establish a clear, technology-driven, and transparent mechanism for automatic toll refunds or waivers in cases where the highway is incomplete, unfit, or unavailable for full use or under maintenance. The 33rd Report of the Public Accounts Committee (PAC) on the levy and regulation of fees, tolls, and infrastructure governance on national highways, released on Tuesday, stated that it is 'unacceptable" for tolls to continue to be collected when safe, uninterrupted, and timely travel is not available. The report highlighted the committee's concern over the 'absence of any institutional mechanism" for refunding or waiving tolls in such scenarios, despite the service not being provided. 'This includes highway stretches that are incomplete, under prolonged construction, or marked by serious deficiencies in safety and traffic flow. Continuing to levy toll without delivering the promised level of service violates both the user-pay principle embedded in Section 7 of the National Highways Act and the norms of fair commercial conduct envisaged under Section 10 of the NHAI Act," stated the committee headed by Congress lawmaker KC Venugopal. 'In this context, the Committee wishes to draw a parallel with the income tax framework, where the Government has institutionalised a transparent and automated mechanism to process refunds to taxpayers in cases of excess deduction or payment," it added. MoRTH and NHAI were urged by the committee to establish a mechanism for automatic toll refunds or waivers in cases where the highway is incomplete, unfit, or unavailable for full use or under maintenance. 'This system should be fully integrated with the electronic toll collection framework (e.g., FASTag) and designed to function without the need for user intervention, similar to how income tax refunds are processed and paid directly to taxpayers," it added. Regarding another issue of excess toll collection, the Ministry stated that for Hybrid Annuity Mode (HAM) projects and Public Funded (EPC) projects, toll or user fees are collected by NHAI and the revenue is remitted to the Consolidated Fund of India (CFI) daily as Non-Tax Revenue Receipts of the Government of India. 'Thus, excess toll collection, if any, is also remitted to the Consolidated Fund of India. There is no mechanism prescribed for refunding such excess toll collection to the payee (road user). However, in BOT(Toll) projects where the toll is collected by the concessionaire, if excess toll collection is found and established, it is recovered from the concessionaire as per concession agreement provisions and remitted to the Consolidated Fund of India," the ministry added. In case of any wrongful transactions through FASTag, the amount is remitted back to the user's account upon verification of the grievance or complaint raised by the user. The total chargebacks due to incorrect toll deductions under the National Electronic Toll Collection programme for 2022 (Rs 47.23 crore), 2023 (Rs 58.61 crore), and 2024 (Rs 40.69 crore) stood at nearly Rs 147 crore. The ministry has faced similar questions on social media posts showing national highway sections in poor condition. The automated refund system will ensure users pay only for the service that is actually delivered. Telangana rolls out Rs 12k crore road development plan

The R&B department will take up 5,190 km of road work at a cost of Rs 6,478 crore, while the panchayat and rural development department will develop another 7,947 km of rural roads at a cost of Rs 6,000 crore. All these roads would be laid under the Hybrid Annuity Model (HAM), a blend of the Engineering, Procurement and Construction (EPC) and Build, Operate, Transfer (BOT) models. Under HAM, 40% of the work follows the EPC model and 60% is BOT-Annuity based. The National Highway Authority of India (NHAI) has already awarded about 30 highway projects under this model. "With road development, goods produced in remote areas can be transported anywhere with ease, industries will grow, thereby creating employment and income for the youth of the state," he said. The deputy chief minister, who also holds the finance portfolio, said the govt is aware of the contractors' problems. He alleged that the previous BRS govt had entered into agreements for development works worth ₹1.75 lakh crore and issued tokens for works worth ₹45,000 crore, but failed to clear those dues, leaving behind a financial burden for the present govt. "The Congress govt is setting right the financial situation gradually and ensuring that contractors are paid in time for the work they complete," he said. "The Congress govt considers contractors, industrialists, and investors as partners in wealth creation. The state govt works with a humanitarian approach. Keeping traffic requirements in view, some roads in the state still need to be converted into four-lane roads. Officials should prepare that list quickly, place it before the cabinet, and get approval," he said and called upon the contractors to partner in TelanganaRising vision and that small contractors will be given opportunities in HAM road projects.
