
Sipitang steel plant to show progress by July

KOTA KINABALU (June 13): Esteel Enterprise's RM31 billion steel processing plant at the Sipitang Oil and Gas Industrial Park (SOGIP) is expected to show visible physical progress by July this year.
State Industrial Development and Entrepreneurship Minister Datuk Phoong Jin Zhe said the ministry recently received a formal letter from the company reaffirming its commitment to the project.
Following the issuance of the Federal Manufacturing License in January 2025, Esteel quickly moved to sign a gas supply agreement with Sabah Energy Corporation and Petronas in February.
Phoong said the months of March and April were dedicated to a competitive bidding process to appoint a joint tender (JT) contractor in China. This process concluded with the selection of China Communications Construction Company (CCCC) on May 30.
'This marks the official beginning of the project's implementation phase. Both Esteel and CCCC are confident that by July and August 2025, we will witness substantial transformation at the SOGIP site,' he said.
Phoong, who is also Luyang assemblyman, criticised Elopura assemblyman Calvin Chong for politicising the matter and lodging a police report alleging a lack of progress at the site.
'As elected representatives, we can raise such issues during State Assembly sittings. There's no need to resort to police reports. Ask me in DUN — I am ready to answer any question about Esteel,' he said at a press conference at Wisma Kewangan today.
'Don't politicise genuine investors. It deters our efforts to attract more investments and grow the state's industrial sector.'
He assured that the green steel manufacturing project will proceed as planned, stressing the strong commitment from both Esteel and the state government.
Phoong also highlighted that the project has been thoroughly vetted by the Malaysian Investment Development Authority and the Ministry of Investment, Trade and Industry.
He added that Esteel's parent company, Singapore-based GreenSteel Limited, is a legitimate entity — recently acquiring shares in Penang-based Southern Steel Bhd and already owning Antara Steel in Labuan.

Singapore, Indonesia push for low-carbon, clean energy future with new sustainability MoUs
SINGAPORE, June 14 — Singapore and Indonesia on Friday signed three Memoranda of Understanding (MoUs) to create win-win partnerships that would enable clean energy transition, facilitate industrial decarbonisation, and generate investments in the development of sustainability-related activities. Singapore's Ministry of Trade and Industry (MTI) said in a statement that the three MoUs are on Cross-Border Electricity Trade (CBET), Carbon Capture and Storage (CCS), and a Sustainable Industrial Zone (SIZ). The MoUs were signed by Singapore's Minister-in-charge of Energy and Science & Technology, Dr Tan See Leng, and Indonesia's Minister for Energy and Mineral Resources, Dr Bahlil Lahadalia, during the former's visit to Jakarta, Indonesia. Dr Tan said the MoU marks a significant milestone in Singapore's continued partnership with Indonesia under the Prabowo administration and reflects the resolve of both countries to pursue robust low-carbon and sustainability initiatives. 'These win-win partnerships will support both countries in achieving a resilient and low-carbon energy future, and generate new investments into green activities, while we do our part for global climate action,' he said in the statement. MTI said the CBET MoU, which builds on previous MoUs on energy cooperation, will see both MTI and Indonesia's Ministry of Energy and Mineral Resources (ESDM) aim to put in place the necessary policies, regulatory frameworks, and business arrangements for CBET within 12 months. Meanwhile, under the CCS MoU, a joint working group will be set up to study components of a legally binding government-to-government agreement on CCS that will be necessary for implementing cross-border CCS projects. Under the SIZ MoU, a joint task force will be established by MTI and ESDM to study the development of potential industries within the sustainable industrial zone (SIZ) in Bintan, Batam, and Karimun (BBK). 'The MoU reflects recognition by both countries of the importance of providing regulatory certainty for renewable energy projects, which will in turn create spin-off investments in Indonesia,' it added. — Bernama

Chong, from Parti Warisan, lodged the report on Friday after claiming there was no visible progress at the Sipitang Oil and Gas Industrial Park (SOGIP), following a visit with Sri Tanjong Assemblyman Justin Wong. Advertisement Phoong criticised Chong's approach, saying the matter should have been raised in the State Assembly or through official channels, not with the police. 'With that kind of attitude, it's no wonder why investors are hesitant to come to Sabah,' he said. He reaffirmed that the Esteel project is legitimate, vetted by federal agencies, and officially launched by Prime Minister Datuk Seri Anwar Ibrahim and Chief Minister Datuk Seri Hajiji Noor on May 30. Phoong added the project secured a Federal Manufacturing Licence in January, signed a gas supply deal with Sabah Energy and Petronas in February, and awarded a jetty construction contract to China Communications Construction Company (CCCC) in May. Esteel, he said, paid RM35 million in deposit and signed a sublease agreement with Sabah Oil and Gas Development Corporation and construction is expected to begin by July or August. He said delays were attributed to a federal moratorium on new steel licences due to global oversupply but Esteel was the only project granted an exemption which reflected strong federal confidence. He warned that Chong's actions could scare away genuine investors. 'If you question the project, come to the State Assembly. Ask me directly, I am prepared to answer. But making a police report implies that the government or investor is lying. That is serious and completely uncalled for. 'No other state would treat an investor this way. Actions like this could set back Sabah's hard-won investment gains. We should not politicise investment matters. No industrial state in the country goes around lodging police reports against investors. 'Even in states like Kedah or Selangor, political battles stay in the legislature. Dragging a legitimate investor's name into a police investigation is not only unfair, but dangerous.
