
Cuepacs urges civil servants to use inclusive, people-friendly communication
Its president, Datuk Dr Adnan Mat, said the language used should be "people-friendly," easy to understand, and able to deliver clear messages to all segments of society.
Adnan made the call following a statement by Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar today, who urged civil servants to avoid using "Putrajaya language" when conveying government policies to the public.
"Civil servants are not merely policy implementers, but also the main facilitators between the government and the people.
"In this era of Malaysia Madani, effective communication is central to delivering inclusive and people-oriented services.
"Therefore, the language used should not be overly technical, bureaucratic, or exclusive to the point of causing confusion, ignorance, or a sense of detachment among the people towards the government's efforts," he said in a statement.
He added that every word spoken by civil servants must resonate with the public and reflect the realities of their daily lives, emphasising that the language used should unite the government's aspirations with the people's needs.
Adnan also stressed that training and the cultivation of effective communication skills should be strengthened so that every civil servant can become an effective facilitator in explaining policies, resolving complaints, and strengthening public trust in the civil service.
Earlier today, Shamsul Azri said civil servants must stop using overly complex language that leads to communication failures with the public.

Citing strain to relationship, Umno to deliver protest note against coalition allies poaching its members
KUALA LUMPUR, Aug 14 — Umno said it will protest against any of its allies in the government who have allowed or planning to take its members to join their ranks. In a statement yesterday, its secretary-general Datuk Asyraf Wajdi Dusuki warned that such a move will lead to a rift within the government coalition. 'Umno will deliver a protest note to all leaders of parties in the Unity Government coalition who are planning, or have already allowed, Umno members to join their parties. Tengku Zafrul said last week his application to join PKR has since been approved and he is now a member of the Ampang division.

RM14.79bil withdrawn from EPF Flexible Account since May 2024, says Anwar
KUALA LUMPUR: More than 4.6 million Employees Provident Fund (EPF) members have withdrawn from the Flexible Account since May 2024, says Prime Minister Datuk Seri Anwar Ibrahim. He added that the total withdrawals reached RM14.79bil as of June 30 and said that the figure represents 35.1% of the 13.2 million EPF members under the age of 55. 'The remaining balance in the Flexible Account stands at RM10.16bil,' he said in a written reply to Datuk Seri Shahidan Kassim (PN–Arau). Shahidan asked whether the Government will allow a special EPF withdrawal in 2025 by moving 30% from Account 1 to Account 3. Anwar said EPF savings, particularly Account 1, are for retirement and are not a long‑term solution to cost of living or employment issues. He added that the Government has introduced direct cash aid, targeted subsidies, and special incentives to ease burdens and safeguard well‑being. Anwar then said past special withdrawals, including from Account 1, were temporary measures during the Covid‑19 pandemic. He added that such withdrawals are inconsistent with EPF's mandate as trustee of retirement savings and with international social protection standards.

India to end nuclear industry monopoly, allows private mining of uranium
NEW DELHI, Aug 13 — India aims to allow private firms to mine, import and process uranium as part of plans to end a decades-old state monopoly over the nuclear sector and bring in billions of dollars to boost the industry, two government sources said. Prime Minister Narendra Modi's government plans to expand nuclear power production capacity by 12 times by 2047 and it is also relaxing requirements to allow foreign players to take a minority stake in power plants, Reuters reported in April. If it meets its expansion goal, nuclear will provide 5 per cent of India's total power needs, according to government estimates. Until now, the state has maintained control over the mining, import and processing of uranium fuel because of concerns over the possible misuse of nuclear material, radiation safety and strategic security. It will retain its grip on reprocessing spent uranium fuel and managing plutonium waste, in line with global practice. But to help meet a surge in demand for nuclear fuel as it expands nuclear power production, the government plans to draw up a regulatory framework that would allow private Indian firms to mine, import and process uranium, the two government sources told Reuters. They asked not to be named because the plans are not yet public. The proposed policy, which the sources said was likely to be made public in the current fiscal year, will also permit private players to supply critical control system equipment for nuclear power plants, they said. The Finance Ministry, Department of Atomic Energy and Prime Minister's Office did not respond to Reuters' requests for comment. Outside India, countries including Canada, South Africa and the United States allow private firms to mine and process uranium. Domestic supply is not enough India has an estimated 76,000 tonnes of uranium enough to fuel 10,000 megawatts of nuclear power for 30 years, according to government data. But the sources said domestic resources would only be able to meet about 25% of the projected increase. The rest would have to be imported and India would need to increase its processing capacity. In announcing its budget on February 1, the government made public its plans to open up the sector without giving details. Some of India's big conglomerates subsequently began drawing up investment plans. But analysts said amending the legislation could be complex. 'It's a major and bold initiative by the Indian Government which is critical for achieving the target,' said Charudatta Palekar, independent power sector consultant. 'The challenge will be to define quickly the rules of engagement with private sector.' New Delhi will have to change five laws, including the ones regulating mining and electricity sectors and India's foreign direct investment policy to enable private participation in many identified activities, the sources said. — Reuters
