Delhi Police steps up security on Eid; social media to be monitored too
To maintain law and order during festivities, elaborate deployments have been made in sensitive areas, with the Rapid Action Force (RAF), paramilitary forces, and local police teams mobilised.

Multiple check posts have been set up across Delhi, and electronic surveillance has been intensified to monitor suspicious activity.
A senior police officer said, "Strict vigilance is being maintained across the city. We are closely monitoring social media for any misinformation or attempts to incite communal tension. Action will be taken against violators as per law."

The officer added that open-air animal sacrifices, prayers in public spaces without permission, and the sacrifice of prohibited animals are not allowed during the festival.
"Foot patrolling, drone surveillance in sensitive zones, and enhanced night vigilance are part of our comprehensive safety strategy," the officer added.
The Delhi Traffic Police is also ensuring that there is a smooth flow of traffic and people do not violate norms during celebrations.

To foster communal harmony and coordination, police officials have conducted a series of Aman Committee meetings with local religious leaders and community members in various districts.
In East Delhi, Station House Officer (SHO) Pandav Nagar visited Kotla Idgah and held discussions with local Imams to ensure coordinated crowd management and security arrangements.
Deputy Commissioner of Police (East) Abhishek Dhania confirmed that such meetings are being held across the city to streamline preparations.
Another senior officer noted, "Delhi Police and community leaders are working hand-in-hand to ensure that the Eid festivities are celebrated in a secure and harmonious environment."

CRPF commandos take over inner cordon of CM security after attack
New Delhi: Commandos from Central Reserve Police Force (CRPF) will now handle the inner cordon of Delhi chief minister Rekha Gupta's security. A day after she was attacked at her official residence during a Jan Sunwai, the central govt revised her security details following a threat assessment by intelligence agencies. The Union home ministry on Thursday accorded Z-category CRPF cover to Gupta. She was initially provided Z-category security cover by Delhi Police, which was later upgraded to Z+. However, after Wednesday's attack, CRPF will oversee the immediate cordon while Delhi Police personnel will guard the outer perimeter. Several other measures, including prior verification of the visitors, are going to be put in place to avoid a repeat of any such incident. At least 22 commandos from CRPF's VIP Security Group were asked to take over the security apparatus on Thursday morning, covering both mobile and static duties. The elite group guards Union home minister Amit Shah and his family and members of the Gandhi family, among other entities facing a high level of threat. The decision was taken after the threat assessment conducted by Intelligence Bureau and other agencies expressed a greater level of threat to CM Gupta, particularly during public hearings. It has been suggested to avoid close proximity with unverified people, an officer said. Gupta earlier had around 45 personnel, including pilot escort, personal security officers, house guards, checking staff and woman commandos. This is according to the norms laid down in Yellow Book, which prescribes the security cover for constitutional posts. Till now, an ACP-rank officer from Delhi Police was the security in-charge while three inspectors ran the apparatus in eight-hour shifts. There were also door-frame metal detectors at her residence and a senior liaison officer from the security unit of Delhi Police conducted regular checks. Henceforth, the search-and-frisk staff may be asked to verify visitors prior to their appointment with CM so that no criminal element could come close to her. The man who attacked her on Wednesday was involved in multiple cases. An additional barricade or partition may also be placed to ensure her safety, sources said. Former CMs Atishi was accorded Z-category security while Arvind Kejriwal was given Z+ cover. Kejriwal also received additional protection with around 63 people guarding him following multiple attacks. Day After Attack, Delhi Chief Minister Rekha Gupta Gets 'Z' Level VIP Security Shield
New Delhi: Deployment of CRPF personnel in the inner security cover of Chief Minister Rekha Gupta, installation of a watch tower at her residence and stringent checks at public events are among the measures that will be put in place, a day after she was attacked during a public hearing. On Thursday, the Central Reserve Police Force took charge of the chief minister's security as the Union government accorded 'Z' category VIP security cover to her. The 51-year-old Gupta was earlier being provided a top-level security cover by the Delhi Police. A team of 22-25 armed CRPF commandos will be on the CM's protection duty round the clock. She has been granted 'Z' category central security cover following a threat perception report prepared by central intelligence agencies, sources said. The CRPF will put in place new measures for her security. These include regulating access to her residence, deployment of security gadgets, and providing her proximate protection through male and female personal security officers (PSOs) when she attends a public meeting, according to the sources. A senior official said that a meeting was held to review the CM's security cover, which was attended by senior officers from the CRPF, police, and Delhi government. "Visitors will be frisked thoroughly before allowing them entry into the programmes. Verification of those attending will also be done," another officer said. In the meeting, it was also discussed that a watch tower will be installed at the entrance of her residence, allowing security personnel to get a 360-degree view. Personnel from paramilitary forces have also been deployed outside her residence on Raj Niwas Marg. Police said that the decision has been taken to ensure that such incidents are not repeated and that security protocols are strengthened during interactions between the chief minister and the public. "Complainants will not be allowed to directly approach the chief minister during 'Jan Sunwai' sessions. Every complaint will first undergo verification before being placed before the chief minister. "A designated perimeter will also be created to ensure that visitors cannot come close to her," a police source said. Officials said the revised security protocol will be put in place and will remain in force for all future public hearings at the Chief Minister's Office. On Wednesday, Gupta was attacked during a 'Jan Sunwai' programme at her camp office, with her office terming the assault a part of a "well-planned conspiracy to kill her". The accused, Rajeshbhai Khimji, was overpowered and arrested on the spot. He has been booked on the charge of attempt to murder and is currently in five-day custody of the Delhi Police, which is investigating the case.

Delhi CM's attacker planned protest at Ramleela Ground against SC's stray dogs order
The man accused of attacking Delhi Chief Minister Rekha Gupta during a public hearing has told investigators that he had planned to stage a protest at Ramleela Ground here against the Supreme Court's order on relocating stray dogs, like activist Anna Hazare did over corruption issue, police sources said on Thursday. Accused Rajeshbhai Khimji also told police that he had gone to Delhi chief minister's 'Jan Sunwai' programme on Wednesday to raise the issue of stray dogs. During interrogation, accused Rajeshbhai Khimji told police about his activities to prove himself as a staunch animal lover and was upset with the apex court's recent order on stray dogs in the national capital, they said. The Delhi Police is likely to take the accused to his native place in Rajkot, Gujarat as part of ongoing investigation, the sources said, adding that his mobile phone has been sent for forensic examination to ascertain if he deleted any crucial information before the assault. The police are ascertaining the claims made by Khimji, a 41-year-old autorickshaw driver, the sources said. The accused also told police that he had gone to Delhi chief minister's 'Jan Sunwai' programme on Wednesday to raise the issue of stray dogs. "The accused attacked the chief minister after he failed to raise the issue before her. He also told us that after the recent Supreme Court order to remove stray dogs from the streets in Delhi, he had a dream in which Lord Bhairav asked him to take up the cause of the poor animals," said a police source. Lord Bhairav is an incarnation of Hindu deity Shiva whose mount (vehicle) is a black dog. Khimji was sent to police custody for five days by a local court earlier in the day. During questioning, he also told police many "stories" including that in May he was in Ayodhya where he sat on a three-day hunger strike for welfare of monkeys there, the sources said. His mobile phone showed his pictures and videos in Ayodhya, they said. The Central agencies, including the Intelligence Bureau, are also helping the Delhi Police in the investigation, the police sources said. Khimji was arrested on Wednesday after he allegedly attacked the chief minister during a public hearing at her Civil Lines camp office. He has been booked under various charges including attempt to murder. The sources said that a police team may take the accused back to his native place in Gujarat to gather more information about his background, activities and possible motives behind the attack. His travel to Delhi is also being reconstructed in detail. "From the time he boarded a train to Delhi till he reached the CM's camp office, every step will be traced. CCTV footage along his route and in areas he visited in the city will be checked. We are also collecting details of places where he stayed and if anyone he met," said another source. The forensic team will examine the mobile phone of the accused to determine whether he attempted to erase digital evidence. "Deleted photos, videos, call records or any other data pointing towards prior planning will be retrieved and analysed," said the source. The accused further told investigators that he had staged a protest in Khodaldham in Rajkot earlier this year for the welfare of stray cattle, the sources said. During questioning, he also described himself as an animal lover who had worked in several places across Gujarat and other parts of the country in connection with animal-related issues. Earlier, Khimji's mother, Bhanu Khimjibhai Sakriya, had told reporters in Rajkot that her son was a dog lover and was upset over the Supreme Court's order directing authorities in the National Capital Region to pick up stray dogs and shift them to shelters. Investigators, however, maintained that the actual motive behind the assault was yet to be ascertained as interrogation was still underway. According to police records, Khimji has five criminal cases registered against him in Gujarat, including those related to assault and creating ruckus under the influence of alcohol. The Delhi Police is probing all possible angles in the attack. "Social media activity of the accused is under scanner. We are also examining whether there was any conspiracy behind the incident. Teams will also review visuals of the incident and how much time it took the security personnel to act against the attack," the source said. The sources said the accused told police he kept around 15-20 dogs in his village and wanted to raise the issue of what he claimed was the "life of three lakh dogs" before the chief minister.
