Student withdraws petition from HC after Panjab University finds result notification to be fake

In a dramatic turn during a hearing at the Punjab and Haryana High Court, a law student seeking directions to the Panjab University (PU) to release his LLB degree and marksheets withdrew his petition after the university alleged that the result notification he relied on was forged, and that he had probably never even appeared for the exams.
R K Baidwan, the petitioner, had approached the court claiming he had completed his three-year LLB course in May 2023, but the university had failed to issue his degree and detailed marks certificates. Represented by advocate Brijesh and present in person, Baidwan sought court intervention to compel the university to release the documents.
But the tables turned quickly. Appearing on advance notice, PU counsel Akshay Kumar Goel told the court that the notification Baidwan had attached, dated November 25, 2024, was fake.
'It is a forged document bearing three signatures. At no point did the petitioner appear for the LLB examination,' Goel submitted.
Confronted with the allegation in court, Baidwan made a surprising admission. Acting on instructions from his client, advocate Brijesh told the bench of Justice Harsimran Singh Sethi that Baidwan had been 'misled' by one Rahul Kumar, who served as the vice-president of the Panjab University Campus Student Council in 2019. Baidwan claimed Kumar had given him the forged notification, and insisted he was unaware that the document was fake.
The petitioner expressed remorse, saying he regretted filing the case based on the forged document. Seeking forgiveness and promising not to repeat the 'mistake,' Baidwan prayed for permission to withdraw the petition.
Justice Sethi allowed the withdrawal, disposing of the case and any pending applications.
The court order also noted that the matter was 'not pressed any further,' effectively closing the chapter though the question of criminal liability for using a forged document in court may still linger.

The move comes amid concerns over rising student violence on and off campus. Nearly 100 police personnel have already been deployed for security, with three permanent checkpoints established near the Administrative Block, Ankur School, and University Institute of Legal Studies (UILS). Police are checking vehicles, enforcing barricading, and monitoring student movement to restrict entry of outsiders. "This time, deployment is not symbolic. We are actively checking for weapons and other suspicious items, especially during evening hours," said a senior police officer posted on campus. On April 28, SOPU factions fought at the PU Student Centre. On April 8, the Dalal camp and Joint Action Committee (JAC) clashed outside Boys Hostel No. 4. On March 28, PU student Aditya Thakur was murdered during a fest on the Sector 25 campus. In another case, on March 22, PUCSC joint secretary and others were booked following an ABVP-related brawl in Sector 15. Vice-chancellor Prof Renu Vig confirmed that the university has called the police meeting to finalise steps for ensuring peace. "Various student organisations have multiple factions and hence infighting. The past six months have seen many student groups clashing with each other," she said. PU authorities have also scheduled a meeting with all student parties for Tuesday. Dean student welfare Prof Amit Chauhan said the administration will also meet student leaders. "The aim is to ensure a peaceful environment during elections. We are concerned about outsider involvement and are considering all options, including prohibitory orders, though the matter is yet to be finalised," he said. Sources said the university is also planning stricter controls on vehicle entry and increased surveillance over the next few weeks. Security staff have been instructed to assist police in enforcing discipline across the campus. Police officials said that some student groups are being monitored for alleged connections to gangsters. "We are keeping tabs on movement, contacts, and past involvement of some leaders with criminal elements. This time we are taking proactive steps," said a police officer. With campaigning expected to begin in mid-August, university authorities say maintaining order is the top priority and students will have to operate within strict boundaries. CHANDIGARH: The Punjab and Haryana High Court has asked the DGP, Punjab, to file his affidavit regarding all the officials/officers of Punjab Police against whom FIRs have been registered and are still continuing in service. Tired of too many ads? go ad free now The DGP has been directed to furnish the details, including the name and designation of such officers/officials, their present place of posting, the details of the FIRs, i.e., FIR number, date of registration of the case, offences, and the police station. The state police chief has also been asked to provide further details like the status of investigation/trial, whether any disciplinary/departmental action was taken against the officer, the status of disciplinary/departmental proceedings, and the date of reinstatement of such officers in Punjab Police. Justice N S Shekhawat passed these orders while taking note of a bail petition filed by an accused facing drugs and cases related to the Arms Act. During the hearing of the matter, the HC was informed that one Inspector Vijay Kumar, who was earlier dismissed from service, was reinstated. The court was apprised that the said officer was facing a criminal case under Section 7 of the Prevention of Corruption Act, Police Station Vigilance Bureau, Patiala, yet he was retained in service and posted at Police Line, Barnala. On this, while expanding the scope of the petition, the court directed the DGP Punjab to furnish details about the cops facing criminal charges. The matter has now been fixed for August 25 for further hearing.
