Assam CM inaugurates Bhagadatta Flyover-2 near Dispur, built in record 9 months

Guwahati (Assam) [India], July 6 (ANI): As a significant example of rapid infrastructural progress, the newly constructed flyover connecting Rukminigaon Road and Bormotoria Link Road at Downtown Point in Guwahati was inaugurated on Sunday by Assam Chief Minister Himanta Biswa Sarma.
Completed in just nine months - half the originally sanctioned period of eighteen months - this Rs. 112 crore, 660-metre-long, four-lane structure was officially designated as Bhagadatta Flyover-2 in honour of King Bhagadatta of Kamarupa.
Additionally, the flyover located in the Super Market area of the city would henceforth be known as Bhagadatta Flyover-1.
Speaking at the inauguration ceremony, Chief Minister Sarma stated that the new flyover forms part of the state government's broader initiative to improve Guwahati's urban transport infrastructure and alleviate persistent traffic congestion in the area.
He highlighted that the entire construction team comprised young professionals from Assam and that the project represents only the second instance in the country of a flyover constructed using advanced composite structure technology by the Government of India's agency, RITES India Limited.
He added that provisions have also been made for vehicle parking beneath the structure to support local commercial establishments.
The Chief Minister noted that the current administration is committed to development rooted in both technological advancement and cultural heritage.
The naming of the flyovers after King Bhagadatta, he explained, is intended to familiarise younger generations with the ancient legacy of Kamrup and Guwahati.
He outlined several upcoming infrastructure initiatives, including a ramp addition to the Ganeshguri flyover, new flyovers at Arya Nagar, Maligaon, and Radha Govinda Baruah Road, and an elevated corridor at Bharalumukh.
'Flyovers at the Cycle Factory area and Bharalumukh are scheduled for inauguration in February next year, while the Noonmati-Chandmari flyover is expected to open by April. Prime Minister Narendra Modi is slated to lay the foundation stone for the proposed Narengi-Kurua bridge and the Guwahati Ring Road in September. The bridge linking Guwahati and North Guwahati is set to be opened in January next year. Additionally, a new terminal building at Lokpriya Gopinath Bordoloi International Airport would be inaugurated in November, alongside the commencement of an elevated corridor connecting the airport to Jalukbari, to be implemented by the Ministry of Road Transport and Highways within the current year,' the Chief Minister said.
CM Sarma stated that Guwahati is emerging as a major centre of employment, not only for Assam but for the broader North Eastern region.
Livelihood opportunities for approximately 10 lakh individuals have been created in the city, reiterating the government's commitment to reducing outward migration for employment among the state's youth, he said.
The Narengi-Kurua and Guwahati-North Guwahati bridges, he noted, are expected to expand the city's spatial footprint while simultaneously enhancing job availability.
'Several multinational firms have reportedly expressed interest in establishing call centres in Guwahati. In parallel, infrastructure development efforts are underway in other cities, including Dibrugarh, Jorhat, Tezpur, and Silchar. Two flyovers have already been completed in Dibrugarh and Jorhat, and a third project in Jorhat is scheduled to begin next year,' he said.
The Chief Minister concluded by stating that Assam is progressing economically as a result of the present administration's development agenda, noting that the Reserve Bank of India recognised Assam last year as the third most economically progressive state in the country.

The three-day IPO received bids for 13,99,08,852 shares against 1,04,01,828 shares on offer, as per NSE data. The portion for Qualified Institutional Buyers (QIBs) attracted 24.41 times subscription. Non-Institutional Investors part got subscribed 22.78 times and Retail Individual Investors (RIIs) part received 3.53 times subscription. Smartworks Coworking Spaces has raised Rs 173.64 crore from anchor investors. The IPO of Smartworks Coworking Spaces hit the capital market on Thursday last week to raise nearly Rs 600 crore as the company intends to expand its business and reduce debt. The company has fixed a price band of Rs 387-407 per share for its IPO. The size of the fresh issue has been reduced to Rs 445 crore from the earlier planned Rs 550 crore, while the offer for sale (OFS) by promoters has been cut to 33.79 lakh shares from 67.59 lakh shares. Of the total proceeds from the fresh issue of shares, the company will use Rs 226 crore for capital expenditure related to the fit-outs in new centres and security deposits for these new centres. It will utilise Rs 114 crore for payment of loans, and the remaining funds will be used for general corporate purposes. The OFS proceeds will go to promoters. Gurugram-based Smartworks, one of the leading managed flexible office space providers, has 48 operational co-working centres with over 1.9 lakh seating capacities. JM Financial Ltd, BOB Capital Markets Ltd and IIFL Capital Services Ltd are the book-running lead managers to the IPO.

ED files second supplementary complaint against Unitech Group promoters in money laundering case

NEW DELHI: The Enforcement Directorate (ED) has filed its Second Supplementary Prosecution Complaint (SPC) before the Special Court under the Prevention of Money Laundering Act (PMLA) on July 10. The complaint has been filed against Ramesh Chandra and others, including several companies, namely M/s Shivalik Ventures Private Limited, M/s Auram Asset Management Private Limited, M/s Unitech Build Tech Limited, M/s Unitech Golf Resorts Limited, and M/s Ranchero Services Limited. This filing is part of the ongoing investigation into large-scale financial irregularities and money laundering involving Unitech Limited and its directors. The ED initiated its probe on the basis of FIRs registered by the Central Bureau of Investigation (CBI) and Delhi Police under various sections of the Indian Penal Code (IPC), 1860, and the Prevention of Corruption Act, 1988. The accused include Unitech promoters Ramesh Chandra, Sanjay Chandra, Preeti Chandra, Ajay Chandra, and other individuals and entities. This supplementary complaint is a critical part of a broader investigation into the alleged defrauding of over 29,800 homebuyers. These homebuyers had invested their life savings into various housing projects floated by Unitech Limited. According to the ED, the promoters, in collusion with associates, engaged in a massive criminal conspiracy to divert and launder these funds. Despite collecting vast sums from buyers, no possession of flats was given, even after the promised timelines expired. The ED has uncovered that out of Rs 16,075.89 crore collected from homebuyers and financial institutions, around Rs 7,794.35 crore was siphoned off by Unitech for unauthorised purposes. The investigation points to Ramesh Chandra and his family's involvement in diverting funds into various benami firms and personal concerns through multiple fraudulent methods. These methods included acquiring shares of companies at inflated prices, diverting money to entities like Carnoustie Management Pvt. Ltd. and the Shivalik Group, and misusing venture capital funds such as CIG Realty Fund-I, II, and IV. The agency also found evidence of complex international fund layering, where the proceeds of crime were routed through the UAE, Cayman Islands, and Singapore using a network of shell companies under the Trikar Group, before being brought back into India. Moreover, the ED highlighted that proceeds of crime were also used to purchase personal assets abroad, including three flats in Dubai acquired by Preeti Chandra through diverted funds. To date, the ED has identified proceeds of crime worth Rs 1,621.91 crore, and attached 1,291 properties through 21 Provisional Attachment Orders (PAOs)--all of which have been confirmed by the Adjudicating Authority. With this second supplementary filing, the total number of individuals and entities arraigned by the ED now stands at 105, spread across three prosecution complaints (one original and two supplementary). The Special Court (PMLA), New Delhi, has fixed July 31 as the date for consideration of the chargesheet filed by the Enforcement Directorate.

1 2 Bahraich: Bahraich has earned 9th spot in the overall CM Dashboard ranking released by the govt, reflecting remarkable administrative performance. The credit for this achievement is being attributed to district magistrate Monika Rani, who is known for her daily monitoring of govt schemes. According to the June 2025 report, six departments-- revenue, electricity, agriculture, rural development, health, animal husbandry, and industry secured a perfect 100% score in performance metrics. The revenue department secured the 2nd position across the state. "The departments scoring 100% deserve appreciation. Others must improve so that Bahraich can claim the top rank," said Monika Rani. Meanwhile under the Critical Gap Scheme for 2025-26, the state govt has released Rs 2 crore for developmental projects. Of this, Rs 1.4 crore will be used for rural development and Rs 60 lakh for urban development. Meanwhile during a review meeting, the DM approved the installation of 3 KVA solar plants and construction of boundary walls in rural cow shelters, with a total cost of Rs 1.4 lakh per site. She directed the concerned block development officers to submit the necessary cost estimates promptly. She also directed BDOs to install depth markers in ponds and pits to prevent accidents during the monsoon. For Kanwar Yatra, Rani emphasized proper cleanliness, lighting and barricading arrangements at temples, ghats and pilgrimage routes. She ordered immediate rectification of any waterlogging issues along Kanwar paths. The meeting was attended by CDO Mukesh Chandra, BDOs among others.
