ADB extends $400-M loan to support PH food stamp program

Manila-based multilateral lender Asian Development Bank (ADB) is providing the Philippines a multi-million dollar loan to expand the country's flagship initiative to combat hunger and food insecurity in the country.
In a statement on Wednesday, the ADB announced it has approved a $400-million loan for the Philippines' Reducing Food Insecurity and Undernutrition with Electronic Vouchers Project, which will expand the Walang Gutom (Zero Hunger) Food Stamp Program under the Department of Social Welfare and Development (DSWD).
The Japan-led multilateral lender said the loan will help finance the delivery of monthly electronic food vouchers to 750,000 food-insecure households nationwide.
"With nearly half the Philippine population unable to afford a healthy and nutritious diet, food vouchers are essential to help poor and vulnerable households meet their nutritional needs," said ADB Deputy Director General for Southeast Asia and concurrent Country Director for the Philippines Pavit Ramachandran.
"This project reflects ADB's commitment to improving food security and nutrition so that all Filipinos can thrive," Ramachandran said.
In December last year, the DSWD launched the Walang Gutom 2027 Food Stamp Program. It currently has 300,000 beneficiaries.
Under the program, the agency provides monetary-based assistance in the form of an Electronic Benefit Transfer (EBT) card that will be loaded with monthly food credits amounting to P3,000 to purchase a select list of food commodities from partner merchant store.
The ADB said poverty and food insecurity contribute to undernutrition, with nearly 30% of Filipino children under the age of five are stunted. This reflects long-term nutritional deficiencies, the ADB said, that impair learning, health, and future productivity.
The lender said childhood undernutrition is also estimated to cost the economy $8.5 billion annually, underscoring the urgent need for targeted multisector solutions.
The ADB said the Agence Française de Développement (AFD) is co-financing the food stamp initiative with a loan of 200 million euros ($220 million) and the OPEC Fund for International Development with a loan of $150 million.
The lender added that it provided technical assistance to the DSWD to pilot the delivery of electronic vouchers in five locations from December 2023 to July 2024 in partnership with the World Food Programme. — VDV, GMA Integrated News

The Pantawid Pamilyang Pilipino Program (4Ps), the government's flagship conditional cash transfer program for the poorest of the poor, has been allocated almost P113 billion under the P6.793-trillion National Expenditure Program for 2026, President Ferdinand "Bongbong" Marcos, Jr. said. The Ayuda para sa Kapos ang Kita Program (AKAP), the assistance program for minimum-wage earners that stirred some controversy over its P26-billion allocation in the 2025 General Appropriations Act, has been left out of the NEP for 2026, Budget Secretary Amenah Pangandaman said. According to Marcos' budget message, the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program has been allocated P11 billion, while the Department of Labor and Employment's Integrated Livelihood Program has been proposed to receive P2.2 billion. Marcos said the allocation for 4Ps would provide various financial and social assistance that would improve the quality of life of 4,400,000 marginalized household beneficiaries. The said amount shall cover cash grants, rice subsidy, Enhanced Support Services Intervention (ESSI) grants, and cash grants for the first 1,000-day health monitoring during pregnancy until the child has turned two years old. The beneficiaries who comply with program conditions shall continue to receive educational and health grants, including the ESSI grants, as well as other social protection programs, such as, but not limited to, livelihood assistance and health services through PhilHealth. TUPAD is meant to provide emergency short-term employment for workers affected by economic displacement, disasters, and seasonality. The DILP, on the other hand, is seen to provide start-up capital, training, and equipment to individuals and groups who would like to establish microenterprises. The Department of Social Welfare and Development defines AKAP as a financial assistance program designed for minimum-wage and low-income earners. The program provides various forms of aid, including food, medical, funeral, cash relief, and rice assistance. 'Wala po 'yung AKAP sa budget ng DSWD,' Pangandaman said at a press briefing following the turnover of next year's proposed NEP to the House of Representatives. SM Megamall Building A fifth floor garden will have an ETFE roofing system, a lightweight, highly transparent and eco-friendly alternative to glass that allows more natural light into the indoor garden. SM PRIME SM Prime Holdings Inc. is set to spend some P7 billion to redevelop SM Megamall to adopt a 'Crystal Islands' concept designed by the architectural firm known for developments such as Singapore's Jewel Changi and Thailand's Icon Siam. The redevelopment will be designed by UK-based architectural firm Benoy, emphasizing natural light, open flow, and organic forms, adding 20,000 square meters of gross leasable area. It will have a phased completion targeted between 2027 and 2029. It will also add themed retail zones, and operational upgrades including a new four-level basement parking facility with over 1,600 slots, state-of-the-art cinemas, a new Megatrade Hall, a redesigned food court, and upgraded areas and restrooms. SM Prime said the design also features sustainability initiatives such as a rainwater harvesting system with a 500-cubic-meter capacity, Ethylene Tetrafluoroethylene (ETFE) roofing, skylights and clerestory windows, and sensor-activated escalators. According to SM Supermalls president Steven Tan, SM Megamall is still ranked the highest out of all the company's malls in terms of per-square-meter sales, and this is expected to increase even further with the redevelopment. 'We have redevelopment lined up for the next five years now, as well as opening new malls. You know, we always assess the maturity of an existing mall if they are ready for expansion,' he said in a recent briefing. 'It has to have a certain level of maturity in terms of business and a certain occupancy that it has to reach. We have a matrix to go after that, but this is all planned out — not just for this year, and not just for next year, even for the next five years,' he added. Tan also noted that more retailers are expected to take space in SM Megamall with the redevelopment, as it also has the highest waiting list among all the company's malls. 'We always work with our partners when it comes to our rental or leasing of our space. We also always study the sales over rent of the tenants. If the threshold still allows us to increase the rent we normally do that annually, but of course working with our tenant partners is key here,' he said. SM Prime posted an all-time high net income of P24.5 billion in the first half of the year, as strong consumption and the recovery in retail and tourism drove revenues up by 5% to P68 billion. Aside from SM Supermalls, SM Prime's subsidiaries include SM Residences (the umbrella residential arm segment of SMDC, SM Signature Series, and SM Leisure Resort Residences), SM Hotels and Convention Centers, and SM Offices. — RSJ, GMA Integrated News
