Offences most government staff commit

Kota Kinabalu: Absenteeism, unauthorised leave and uncertified sick leave are among the most common offenses committed by civil servants, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar (pic) revealed. Speaking at the Jelajah Taat Setia Madani Sabah programme yesterday, Shamsul Azri warned that department heads who fail to address or conceal integrity violations will face disciplinary action, including demerit points. 'Governance-related offenses, for instance, carry a 15 per cent demerit penalty,' he said. 'However, the number of offenders remains low — less than 10 per cent of civil servants. The most frequent violations include unauthorised overseas travel and uncertified sick leave.' The Jelajah Taat Setia Madani initiative, a nationwide effort to strengthen loyalty and integrity in the civil service, drew over 2,000 Federal and state public sector employees in Sabah — the second state to host the programme after Negeri Sembilan. Jointly organised by the Malaysia Nationhood Academy (AKM), the Chief Secretary's Office (KSN), and the Sabah State Government, the event aligns with the Malaysia Madani philosophy, emphasising efficiency, accountability and loyalty among civil servants. Shamsul stressed the need for tailored approaches to Sabah's unique logistical challenges under the Public Service Reform Agenda. Meanwhile, the Integrity and Governance Management System (Spine), currently being developed by the Malaysian Institute of Integrity, is expected to be fully completed by October. 'Aside from leading the Special Task Force on the Corruption Perception Index (CPI) to improve Malaysia's position in the CPI rankings, we have also established the Governance Committee as an additional mechanism to strengthen integrity in the civil service,' Shamsul said. He said civil administration operates through three levels of review to ensure fairness for all parties. 'We have the Investigation Committee, followed by the Disciplinary Board and then the appeal stage. This allows for a fair review and arbitration process.' Hajiji wants Justice on Wheel to expand to more interior areas in Sabah
KOTA KINABALU: The Justice on Wheels programme should be expanded to more interior areas of the state, says Chief Minister Datuk Seri Hajiji Noor. He said the expansion of the programme by the Legal Aid Department would help more people in Sabah to gain access to legal aid services. "This is an important aspect of the people's well-being, as it ensures that our justice system is inclusive and easily accessible to all levels of society. "This programme, which focuses on delivering justice comprehensively and efficiently especially to those living in rural areas or who are less fortunate is also in line with the State Government's aspiration that no one should be left behind in gaining access to justice," he said at the Justice on Wheels programme held at Dewan Seri Sulaman here on Wednesday (Aug 20). His speech was delivered by Rural Development Minister Datuk Jahid Jahim. Through the Justice on Wheels programme, he said, the government's commitment and determination to prioritise the role of the Legal Aid Department in defending the rights of the underprivileged to obtain fair justice is clearly reflected. "Various reforms have been undertaken to promote legal aid services and to spread knowledge and public awareness of the facilities provided by the Government." "This is important to ensure that no one is excluded from the process of fair justice merely due to financial constraints or lack of knowledge about what has been made available by the Government over the past 54 years," he said. The Chief Minister noted that the acquisition of a dedicated van for Sabah, known as the Justice on Wheels Sabah van, to implement this programme that was launched in Penampang in Jan 2024, represented the Federal Government's commitment, in line with the State Government's aspiration to provide access to justice for every level of society, regardless of location. In 2024, the Legal Aid Department carried out 28 programmes across Sabah, Sarawak, Johor, Negeri Sembilan, Pahang, Perak, Kedah and Terengganu. Last year, the Justice on Wheels programme was implemented in five districts in Sabah – Pitas, Tongod, Papar, Sipitang and Paitan. This year, Justice on Wheels began in Kampung Gas, Batu Sapi, Sandakan, Tawau Community Hall and the Lahad Datu Syariah Court in February, followed by Dataran Bagandang, Beaufort in July, and the latest on Wednesday (Aug 20) in Tuaran.

'Buyers of underage sex are rapists, must face justice'

Its chief, Bronica Sikula, said while police acted swiftly to rescue the victims, detaining an 18-year-old girl should not be seen as the end of the case. 'Those who purchase sex from underage girls are rapists, not customers, and must face the heaviest punishment,' she said, adding that any premises or parties complicit should also be held accountable. Bronica further urged the authorities to provide trauma support, long-term protection, education and social rehabilitation for the victims, saying that rescuing them alone was not enough if their lives remained shattered.
