Kota Kinabalu: Absenteeism, unauthorised leave and uncertified sick leave are among the most common offenses committed by civil servants, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar (pic) revealed. Speaking at the Jelajah Taat Setia Madani Sabah programme yesterday, Shamsul Azri warned that department heads who fail to address or conceal integrity violations will face disciplinary action, including demerit points. 'Governance-related offenses, for instance, carry a 15 per cent demerit penalty,' he said. 'However, the number of offenders remains low — less than 10 per cent of civil servants. The most frequent violations include unauthorised overseas travel and uncertified sick leave.' The Jelajah Taat Setia Madani initiative, a nationwide effort to strengthen loyalty and integrity in the civil service, drew over 2,000 Federal and state public sector employees in Sabah — the second state to host the programme after Negeri Sembilan. Jointly organised by the Malaysia Nationhood Academy (AKM), the Chief Secretary's Office (KSN), and the Sabah State Government, the event aligns with the Malaysia Madani philosophy, emphasising efficiency, accountability and loyalty among civil servants. Shamsul stressed the need for tailored approaches to Sabah's unique logistical challenges under the Public Service Reform Agenda. Meanwhile, the Integrity and Governance Management System (Spine), currently being developed by the Malaysian Institute of Integrity, is expected to be fully completed by October. 'Aside from leading the Special Task Force on the Corruption Perception Index (CPI) to improve Malaysia's position in the CPI rankings, we have also established the Governance Committee as an additional mechanism to strengthen integrity in the civil service,' Shamsul said. He said civil administration operates through three levels of review to ensure fairness for all parties. 'We have the Investigation Committee, followed by the Disciplinary Board and then the appeal stage. This allows for a fair review and arbitration process.' KOTA KINABALU: The Sabah government has pledged to keep improving public service delivery and making sure that all development efforts benefit the people, says Chief Minister Datuk Seri Hajiji Noor. Speaking at the Jelajah Taat Setia Madani programme here on Friday (May 9), Hajiji said civil servants play a vital role in the state's development and policy implementation. He also reminded public servants that their conduct and efficiency reflect the government's commitment to the people. 'The public is watching how we behave, how we speak, and how we treat them. "That's why civil servants must fully embrace the Madani values, not just as a slogan, but in how they work and serve," he said. The core Madani values are sustainability, well-being, innovation, respect, trust and compassion. He was joined at the event by Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, who also addressed over 2,000 state and federal civil servants at the Sabah International Convention Centre. Hajiji highlighted that close cooperation with Putrajaya has led to numerous initiatives to support Sabahans, including the 'Madani Rakyat 2024: Sayangi Sabah' programme that drew nearly half a million visitors. Other efforts include the formation of 219 community groups under Komuniti Madani and targeted programmes like Ehsan@Kuskop in Kota Belud, Kota Marudu and Kudat, along with forums aimed at helping people better understand the Madani concept. The state government, he said, continues to provide support for low-income families and students, among them assistance for university registration (Budi), computer aid (BAIK), and a RM600 flight subsidy for Sabah students studying in Peninsular Malaysia and Sarawak. A separate one-off RM300 contribution for local university students under the Sentosa initiative is also in place, Hajiji added. He said the state is building 3,000 affordable homes worth RM250mil under the Sabah Maju Jaya programme, while its Sentuhan Kasih Rakyat programme gives RM300 monthly cash aid each to 100,000 poor and hardcore poor households throughout the year. On human capital development, Hajiji said the state has increased its education scholarship fund from RM55mil in 2022 to RM128mil this year, describing this as an investment in future leaders and a more competitive workforce. He urged the nearly 22,000 state civil servants and more than 126,000 federal civil servants in Sabah to help explain government policies and initiatives to the people, especially at the grassroots level. 'Make sure the public knows what the government is doing, not just the planning, but the real programmes being rolled out. The services we provide must be fast, efficient and full of integrity,' he said. Hajiji also called on Sabahans to put aside political differences and come together to build a better future. 'Political stability is the foundation of prosperity. Let's move forward in unity, strengthen our solidarity, and renew our commitment to a brighter Sabah,' he said.

KOTA KINABALU: Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, said department heads will face disciplinary action if they fail to act or attempt to conceal their subordinates' misconduct. "Any department head who fails to act, or attempts to conceal misconduct, will face consequences. "They will be summoned and issued demerit points. For failure to address governance violations, a 15 per cent demerit will be imposed," he told the media after the Jelajah Taat Setia Madani programme at the Sabah International Convention Centre. Earlier in his speech, Shamsul Azri said that integrity issues continue to plague the civil service. Audit reports and investigations by enforcement agencies have revealed cases of abuse of power, misappropriation of funds, and negligence, he said. Shamsul Azri also stated that opaque procurement practices and abandoned development projects have eroded public trust. Other offences include absenteeism, travelling abroad without approval, and taking medical leave without valid certification, he added. "Typical penalties involve withholding salary increments or delaying promotions. Dismissal takes time, as we must adhere to the Public Officers (Conduct and Discipline) Regulations 1993," Shamsul said, adding that only around 10 per cent of civil servants are involved in such breaches of integrity. A three-tier oversight system is in place to address disciplinary matters, beginning with the Investigation and Counselling Department, followed by review by a disciplinary board, and concluding with an appeals process, he added. Meanwhile, Sabah Chief Minister Datuk Seri Hajiji Noor, who officiated the event, urged the 21,989 state civil servants and 126,677 federal civil servants in Sabah to act as facilitators in communicating government policies and implementing initiatives. "Convey the government's message to the grassroots. Let the people know that the government is not only planning but also executing numerous development initiatives for the well-being of the state and its people," he said. Hajiji added that all Sabahans should set aside political differences and work together to strengthen unity for the state's continued progress. "Political stability is the foundation of prosperity. Let us move forward together in the spirit of solidarity, prioritising unity and renewing our commitment to a brighter future for Sabah."
