Vision plans must hone devpt & welfare
Kurnool: Joint Collector Dr B Navya has directed officials to formulate a comprehensive vision plan that integrates both development and welfare.
On Thursday, a workshop and training programme was conducted at the District Parishad meeting hall as part of the Swarnandhra @ 2047 initiative, focusing on the vision action plans for Kurnool and Nandyal districts as well as constituency-wise strategies. Speaking on the occasion, She emphasized that under the Swarnandhra @ 2047 framework, meetings have been held with stakeholders from the district to mandal levels to gather inputs. Additionally, household surveys were conducted to prepare the district-level documentation for 2047. She highlighted that the Chief Minister has already launched the State Vision Document, which aligns with the Central Government's Viksit Bharat Plan.
Dr Navya stated that having a clear vision plan is essential to achieving targeted developmental goals within a defined timeframe. 'We have assessed the potential across the primary, secondary, and tertiary sectors and evaluated the available resources within our district. Action plans have been prepared to enhance contributions from various sectors so as to achieve an annual growth rate of 50%,' she added.
She further directed that, in line with the district action plan, micro-level action plans must also be formulated at constituency and mandal levels.
The Vision Andhra framework includes ten core principles: zero poverty, advancement of the agriculture sector, water security, skill development, social security, and a holistic blend of development and welfare. She also noted that Andhra Pradesh ranks first in the country in terms of social security pensions.
Planning Department Advisor Seethapati Rao, addressing the gathering, explained that the objective of the training program was to guide officials on how to design constituency-level plans under Swarnandhra @ 2047. He underlined the importance of these constituency-level plans, stating that the Chief Minister would personally review each of them. He urged officials to meticulously prepare the action plans and provided a detailed presentation explaining the methodology for preparing these plans.
The program was attended by Adoni Sub-Collector Maurya Bharadwaj, CPO Himaprabha Raju, Kurnool RDO Sandeep Kumar, Pattikonda RDO Bharat, Nandyal CPO Venugopal, MPDOs, and other officials.

Uttarakhand: Chamoli farmers reap benefits of PM-KISAN scheme, thank central govt
Chamoli (Uttarakhand): Farmers in Uttarakhand's district of Chamoli are witnessing tangible economic improvements, thanks to the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, a flagship initiative of the Central Government that provides direct financial support to small and marginal farmers. Under this ambitious scheme, eligible farmers receive Rs 6,000 annually in three equal installments of Rs 2,000, directly credited to their bank accounts through Direct Benefit Transfer (DBT). To date, Prime Minister Narendra Modi has released 19 installments under the scheme, and Chamoli has not remained untouched by its impact. According to official data, 48,664 farmers in the district are actively benefiting from PM-KISAN. The scheme has not only eased the financial burden of farmers but has also contributed significantly to agricultural productivity and self-reliance. IANS visited Chamoli and spoke with several beneficiaries to understand how this initiative has impacted their lives. Hori Lal, a beneficiary, expressed gratitude for the assistance: 'I am getting money under this scheme. I want to thank the central government. It has really helped us.' Harish Lal, another farmer, said, 'This money helps us buy seeds and pesticides. I want to thank PM Modi for bringing such a scheme to life.' Pradeep Kumar echoed similar sentiments, saying, 'I am receiving the money in regular instalments. It's a big help for farmers like us. Thank you to the Prime Minister.' PM-KISAN, launched in 2019, is designed to supplement farmers' incomes. It aims to ensure dignified livelihoods, reduce dependence on informal credit, and boost agricultural efficiency. The transparency and reliability of DBT ensure that the funds reach the intended beneficiaries on time, without middlemen or delays. The latest, 19th instalment was released in February 2025 and benefited more than 9.8 crore farmers across the country, including 2.4 crore women. Earlier, instalments were disbursed in October 2024 and June 2024. With the 20th instalment expected in June 2025, anticipation is building among farmers as the scheme continues to support their efforts on the ground. Though the official release date and location are yet to be announced, it is expected that Prime Minister Modi will again preside over the disbursement ceremony.

Census opens the door for National Population Register update
The announcement of Census, to be conducted in two phases in 2026 and 2027, opens the doors to not only delimitation and the implementation of the Women's Reservation Bill but also paves the way for the National Population Register (NPR) to be updated and the National Register of Citizens (NRC) exercise. Sources said that while the NPR would likely be updated during the house listing phase of the Census next year, taking it forward to the NRC remains the government's decision. The issues of NPR and NRC earlier led to widespread protests from the public as well as Opposition parties in the wake of the Citizenship Amendment Act in 2019. As many as 10 states — Punjab, Rajasthan, Chhattisgarh, Madhya Pradesh, Bihar, Tamil Nadu, West Bengal, Kerala, Telangana and Andhra Pradesh — and the Union Territories of Delhi and Puducherry passed resolutions in their Assemblies in 2020 against NPR and NRC. While the government's announcement on Wednesday made no mention of either NPR or NRC, Census enumeration and updating the NPR were cleared back in December 2019 by the Cabinet. It was then supposed to happen in 2020 along with the housing listing phase of the Census, but was postponed due to the Covid-19 pandemic. The government has already allocated a budget of close to Rs 4000 crore for the exercise. The NPR is the precursor to the NRC and the same stands enshrined in law. The NPR, which is an enumeration of the 'usual residents' of the country and is a data collection exercise based on voluntary disclosure of information by people, is governed by the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. The rules were framed under sub-sections (1) and (3) of Section 18 of the Citizenship Act, 1955. Under Rule 3, which provides for NRC, sub-rule (4), says, 'The Central Government may, by an order issued in this regard, decide a date by which the Population Register shall be prepared by collecting information relating to all persons who are usually residing within the jurisdiction of Local Registrar.' Sub-rule (5) of the Rule then says, ' The Local Register of Indian citizens shall contain details of persons after due verification made from the Population Register.' Under Rule 4, titled 'Preparation of the National Register of Indian Citizens', sub-rule 4 says, 'During the verification process, particulars of such individuals, whose Citizenship is doubtful, shall be entered by the Local Registrar with appropriate remark in the Population Register for further enquiry and in case of doubtful Citizenship, the individual or the family shall be informed in a specified proforma immediately after the verification process is over.' Under Rule 7, the head of the family is supposed to provide correct information to enumerators during the NPR exercise, failing which he shall be penalised (under Rule 17) with a fine extending up to Rs 1,000. The data for NPR was first collected in 2010 along with the house listing phase of the 2011 Census. In 2015, this data was further updated in a door-to-door survey. However, with the Narendra Modi government in 2016 picking out Aadhaar as the key vehicle for the transfer of government benefits and putting its weight behind it, the NPR took a backseat. Through a notification on August 3, 2019, the Registrar General of India (RGI) revived it. Sources said the RGI had already prepared the NPR proforma and the digitisation of the 2015 data is complete. The decision had come against the backdrop of a nationwide stir against the CAA, the proposed nationwide NRC, and the NRC process in Assam that excluded 19 lakh people. This exacerbated anxiety around the idea of citizenship in the country. At the time, Union Home Minister Amit Shah repeatedly said there would be a nationwide NRC. He also tried to explain a certain 'chronology' in which the CAA would come first and the NRC would follow. However, following protests against the CAA, Prime Minister Narendra Modi said in December 2019 that the government had not yet decided on conducting the NRC. It was a stand that Shah and the MHA subsequently reiterated on multiple occasions. Conducting the NRC had been inserted in the Citizenship Act of 1955 through an amendment in 2003 under the Atal Bihari Vajpayee government. The government at the time, among other amendments, inserted Section 14A into the principal Act that says, 'The Central Government may compulsorily register every citizen of India and issue national identity card to him … The Central Government may maintain a National Register of Indian Citizens and for that purpose establish a National Registration Authority … On and from the date of commencement of the Citizenship (Amendment) Act, 2003, the Registrar General, India, appointed under sub-section (1) of section 3 of the Registration of Births and Deaths Act, 1969 (18 of 1969) shall act as the National Registration Authority and he shall function as the Registrar General of Citizen Registration.'

Bandi Sanjay inaugurates road Works worth Rs 31.12 crore in Karimnagar
Karimnagar, June 7 (UNI) Union Minister of State for Home Affairs Bandi Sanjay Kumar asserted that the Narendra Modi-led Central Government is giving top priority to road construction and infrastructure development across the country. He said that the Karimnagar Parliament constituency is witnessing significant internal road development under the National Employment Guarantee Scheme, with works worth Rs 31.12 crore currently underway. The Union Minister inaugurated a newly constructed internal road in Qazipur village of Kothapalli mandal on Saturday. The road, completed under the Employment Guarantee Scheme, was built for Rs14 lakh. He later laid the foundation stone for a market shed in Asif Nagar, Kothapalli Mandal, which is being taken up with Rs 9.50 lakh from the MP Local Area Development (MPLADS) funds. Speaking at the event, Bandi Sanjay said, 'This year alone, Rs 74 lakh has been allocated for road construction in Kothapalli Mandal. I am pleased to inaugurate this road in Ghazipur, which is part of a broader initiative to enhance rural connectivity under the employment scheme.' Highlighting the Centre's extensive efforts in road infrastructure, he informed that under the Central Road Infrastructure Fund (CRIF), Rs 291 crore has been spent in the Karimnagar Parliamentary segment, resulting in the construction of 1,341 km of roads. Additionally, hundreds of crores have been utilized under the Pradhan Mantri Gram Sadak Yojana (PMGSY) to build roads in remote villages. He noted that nearly Rs 5,000 crore has been spent on National Highway works in Karimnagar Parliament. 'Highway projects between Karimnagar-Warangal and Siddipet-Elkathurthi are progressing rapidly. We are also set to begin construction of the Karimnagar-Jagityala highway very soon,' he added. Referring to the Rajiv Gandhi Highway, he said the Central Government is ready to widen it using National Highway funds. However, he pointed out that the road is currently under a state-level maintenance contract. 'If the state government resolves the issue with the existing contractor and submits proposals, we are prepared to take up the widening project without delay,' he assured. UNI VV BD
