'Secondary tariffs could go up…': US official warns of higher sanctions on India if Trump's talks with Putin fail; asks Europe to ‘put up or shut up'

The Donald Trump administration has warned of higher secondary tariffs on India if the talks between the US President and Russia's President Vladimir Putin don't go well in Alaska on Friday.

India at present faces a total 50% US tariffs for its exports to America.
US President Donald Trump has imposed a 25% base line tariff on India and an additional 25% tariff for the latter's crude oil trade with Russia. Experts widely believe that the 25% additional tariffs for crude oil trade are a pressure tactic to get Putin to stop the Russia-Ukraine war. India and China are the two largest buyers of Russian crude oil in the world.
US Treasury Secretary Scott Bessent in an interview with Bloomberg TV said, 'We put secondary tariffs on the Indians for buying Russian oil. And I could see if things don't go well, then sanctions or secondary tariffs could go up.'
Bessent mentioned that sanctions on Russia could either be intensified or relaxed, depending on the outcome of a meeting scheduled for Friday between President Donald Trump and President Vladimir Putin.
India's crude oil trade with Russia
India ranks as the third-largest oil consumer globally and has notably increased its purchase of Russian crude oil since the Russia-Ukraine conflict began, largely due to the substantial discounts available.
However, Trump's decision to double tariffs on Indian imports, intended to penalize India's ongoing acquisition of Russian oil, poses difficulties for the country and its refining industry.
Trump has demanded that India cease buying discounted Russian oil, arguing that it is "fueling the war machine" in the Ukraine conflict.

The 25% secondary tariff on India's crude oil trade with Russia is set to be implemented on August 27. Experts suggest that the 21-day window allows for potential negotiations between India and the US.
Historically, India's crude oil imports from Russia were minimal, with a primary dependence on Middle Eastern sources. However, this changed in 2022 due to the Russia-Ukraine conflict and the G7's introduction of a $60-per-barrel price cap, aimed at limiting Russian oil income while ensuring a steady global supply.
India on its part has strongly opposed the US secondary tariffs. In a statement after Trump's announcement, the ministry of external affairs said, 'The United States has in recent days targeted India's oil imports from Russia. We have already made clear our position on these issues, including the fact that our imports are based on market factors and done with the overall objective of ensuring the energy security of 1.4 billion people of India.
'
'It is therefore extremely unfortunate that the US should choose to impose additional tariffs on India for actions that several other countries are also taking in their own national interest. We reiterate that these actions are unfair, unjustified and unreasonable. India will take all actions necessary to protect its national interests,' the MEA statement said.
Bessent wants Europe to 'put up or shut up'
Meanwhile, Bessent has also warned the European Union to either be ready to impose secondary tariffs on countries trading with Russia, like China, or not speak up about how Trump should look to resolve the Russia-Ukraine matter.
Regardless of the meeting's outcome, Bessent emphasized the importance of European support for stricter measures. "The Europeans need to join us in these sanctions," he said to Bloomberg.
Since Russia's invasion of Ukraine in February 2022, the US, European nations, Japan, and other countries have imposed numerous sanctions on Russia. In July, the European Union introduced its 18th sanctions package against Russia, targeting Russian energy.
'It's put up or shut up time,' Bessent said. He expressed disappointment over the lukewarm reception he received when he proposed this idea at a Group of Seven meeting earlier this year.
'I was at the G7 meeting in Canada with President Trump and the Europeans kept talking about Senator Graham's bill to do the secondary tariffs. And I looked at all the leaders around the table, and I said, is everyone at this table willing to put a 200% tariff secondary tariff on China. And you know what, everybody wanted to see what kind of shoes they were wearing,' he said.
Bessent also stated that Trump intends to communicate to President Putin that every possible course of action is being considered.

His inability to remember anything that failed to interest him, combined with the preponderance of Greek-riddled finance and abbreviation-laden marketing courses, quickly convinced him that he was not destined for anywhere close to the top of the class. That eased a lot of the pressure and made life straightforward—just enough classes and assignments to earn a respectable marksheet and sovereignty over the rest of his time without any attendant responsibilities. This was what he particularly cherished: reading things he liked irrespective of whether they would contribute to his grades; a cavernous library stuffed with all manner of texts; sundry sporting activities; and time spent shooting the breeze with friends he hoped would last him a lifetime. There were no finances to take care of, no office politics to navigate, and without a reality check from the outside world, no dream seemed too big. To relive those moments, Bertie looks forward to visiting college campuses and staying in a dorm room again. He got an opportunity to do so last weekend when he attended a history of investing course conducted by an old friend. The layout of the classroom, the simple mess food, and the hostel room, with a large study table and an almirah for books, took him back to the old days. Of the many investing truths that were discussed—sometimes with anecdotes and sometimes with data—the one that stayed with Bertie was the market's obsession with big events and its attempts to predict their outcomes. The continuous news cycle provides fodder to this tendency, with even savvy investors getting sucked into the preoccupation. Bertie's friend made the point that for one to make money from a big event, one has to get two things right: the outcome of the event, and then the market reaction to that outcome, which may not necessarily be what one thought would happen. Numerous examples of this were cited. The effect of Brexit, which was supposed to spell doom for global equities, lasted for just about an hour before the markets resumed their upward march. Similarly, in November 2016, when Donald Trump became US President for the first time, the S&P was up every single day of the results week—the first two because the markets thought Hillary Clinton was a shoo-in, and the next three because the markets deemed Trump's policies to be business-friendly. Something similar has happened in India after the recent surprise 50 basis points rate cut by the Reserve Bank of India (RBI). On the eve of the cut, the government 10-year bond was trading with a yield of around 6.25%. If one had correctly forecasted the quantum of the cut, one would have been tempted to buy the bond. The yield today hovers around 6.40%, so bond prices have moved in the opposite direction of what one might have expected. Several reasons are cited post-facto for such counterintuitive market behaviour, like pre-positioning, which is market speak for how investors are positioned in the run-up to the event. But the truth is that markets are rarely driven by a single factor, event, or narrative. Generally, when the bulk of participants decide to focus on just one thing, something is quietly shifting elsewhere in the landscape. Bertie savoured the two days on campus, basking in the feeling of being a student again. Some old lessons were reaffirmed, some new ones learnt, and the wide-open spaces widened Bertie's frame of thinking as well and reassured him once again that no dream is too big. On the daily chart, the broader trend remains capped by a bearish moving average crossover, with the 20-DMA at 24,757 still below the 40-DEMA at 24,830. This setup keeps the medium-term bias cautious until the index decisively reclaims this band on strong volumes. Momentum readings show some early signs of recovery, with the daily RSI at 44, up from oversold levels, though still below the neutral 50 mark. The daily MACD remains negative at –144, indicating that bearish momentum is present, albeit at a moderating pace. On the hourly timeframe, the tone is relatively better. The index is trading just above the 20-HMA at 24,596, but still under the 40-HEMA at 24,858, keeping overhead resistance intact. The hourly RSI stands at 53, showing modest bullishness, while the MACD is in positive territory at +27, supporting the case for a short-term bounce. Price action suggests that the market is attempting to base out near the 24,560–24,600 zone, making this band crucial for sustaining upward attempts. The derivatives picture, however, tilts bearish. Total Call OI stands at 5.89 crore versus Put OI of 5.18 crore, giving a negative PE–CE OI difference of 71.38 lakh. The day saw Call OI rise by 2.62 crore and Put OI increase by 1.77 crore, leading to a negative OI change difference of 84.76 lakh, which reinforces a short-term bearish stance. The heaviest Call OI is concentrated at 25,500, where fresh additions have also been seen, marking it as a major resistance level. On the Put side, maximum OI is far at 22,600, while the largest addition is at 23,500, indicating only moderate near-term support. Globally, cues are mixed. US markets have cooled after recent highs, while Brent crude holds steady around $65–66 per barrel, and the rupee remains stable near 87.6 against the dollar, providing a relatively benign macro backdrop. Overall, as long as Nifty holds above 24,560-24,600, short-term pullbacks could extend towards 24,750–24,830. A sustained close above 24,830-24,880 would be the first sign of a potential medium-term reversal, paving the way to 25,100-25,200. On the downside, a close below 24,540 would negate the short-term bullish bias and shift focus back to 24,450-24,400.
