Windbag: Why the Taxpayers' Union endorsed this Green Party policy

They say politics makes strange bedfellows, and there are few stranger pairings than this.
Wellington is the remnant of a failed startup. The New Zealand Company, which established the city, was a for-profit enterprise with a clear business model: sell land to wealthy people, and use the proceeds to bring working-class people to New Zealand for free. In theory, the mix of capital and labour would work in perfect harmony: founding businesses, working the land, and creating a functioning economy that would improve everyone's property values.
So what went wrong? There are many factors, but one of the most important was absentee landlords. Many investors stayed in London, hoping the value of their land would increase due to the work of others, while contributing nothing themselves. The New Zealand Company brought more labourers than could be employed by independent businesses, so it had to provide them with work, which eventually drove the company to bankruptcy.
From the very beginning of British-style property ownership in Aotearoa, land banking has been one of our biggest problems, dragging down productivity and hindering the growth of our cities. It's still the case today. There are empty lots and surface car parks in the centre city, underdeveloped sections in city-fringe neighbourhoods, and a single family owns almost all of Wellington's remaining greenfield land.
The Wellington Green Party is targeting this issue with a policy to change the rates system to be based on land value rather than the current combination of the capital value of buildings and land. Several other councils have already adopted land value rates, including Nelson, New Plymouth, Napier and Whangarei.
The Greens found an unlikely ally in their campaign last week when the policy was endorsed by the Taxpayers' Union – which even the Taxpayers' Union seemed surprised by. 'The Greens are right on this one,' executive director Jordan Williams said in a statement. 'Taxing land, rather than housing and development on land, creates the right incentive of avoiding land banking or not putting land to its most productive use, such as housing.'
Williams went even further than the Greens' policy, calling for local government minister Simon Watts to embrace land value rates nationwide, saying he 'should reach over the aisle and grab this phenomenal policy'.
Alex Baker, the Green-ish mayoral candidate who isn't officially endorsed by the Greens, is also campaigning on a switch to land value rates. This story in The Post implies it's suspicious that Baker and the party could have come up with the same idea separately. It's not. Land value taxes are the big current thing in the Yimby movement. 'The current setting is inefficient,' Baker told The Spinoff. 'It discourages capital investment, business, new houses and intense developments and encourages the accumulation of under-utilised land. I simply want to change to a system that is more efficient. The long-run impact of that is improved housing supply, which will mean rents come down and quality lifts, which will attract more people and bring down rates.'
The alliance between Wellington's Greens and the free-market TPU is rare, but it's not the first time it has happened. The TPU was strongly supportive of the zoning reforms in last year's District Plan, which were led by Wellington's progressive councillors. This ability to form cross-partisan consensus is one of the things that has made the Yimby movement so successful. The TPU sees zoning reform as giving more property owners more rights to develop their land, and land value rates as an economic incentive to do so. The Greens see it as a way to improve housing supply, quality and affordability. The motivations might be different, but the outcomes are the same.
'The TPU-Green coalition is exactly where I see myself as a candidate,' Baker said. 'It's a free-market change. A more efficient tax. But it will result in change, which is something that conservatives who don't want the city to grow or improve will always be against. I expect over time the business community will get aligned with me, because no amount of taking a blunt axe to the council will improve outcomes for the city.'
The two conservative councillors who have put up their hands for mayor, Ray Chung and Diane Calvert, both oppose a switch to land value rates. Calvert said debating rates reform was 'like moving deck chairs while the ship takes on water. The real problems run deeper and we need to fix those first. Chung told The Post the policy was 'built on a false ideology that anyone who gets ahead should pay more' – which is not an accurate analysis of how land value rates work.
The TPU specifically called out Chung in its statement. 'It is sad to see Ray Chung further disgrace himself by coming out against this policy. We'd urge him to reconsider and put policy ahead of partisanship,' Williams said.
Andrew Little, who is widely considered the frontrunner in the Wellington mayoral race, said he was open to the idea. 'Land value-based rates is an idea worth considering,' Little told The Spinoff. 'We can also use rates loading to incentivise better land use, and we should do so to make sure Wellington gets proper housing density in key areas.'
Baker is claiming Little's soft support as a victory. He doesn't believe Little would be talking about land value rates if it weren't for his and the Greens' policy. Baker said he entered the race after Tory Whanau left because he felt someone needed to drive the debate from the progressive side. 'I wasn't seeing anything from any other candidates that indicated they would turn things around,' he said.
Wellington City Council considered a switch to land value rates last year as part of its rates review, but basically decided to put the idea in the too-hard basket. In the short term, that's probably a fair approach. It's looking increasingly inevitable that a Wellington supercity will be back on the table soon. Porirua and Hutt City voters will both vote in non-binding referendums on amalgamation at this year's election, and the region's chief executives seem to be largely united on the idea.
It probably doesn't make much sense for Wellington City Council to upend its rating system right now, given the likelihood of such a major restructure in the next few years. But with the possibility of major reform happening soon, this is the perfect time to have the debate.

Or am I just being impatient? Ugh, so much uncertainty. Hopefully, those who've tuned in for a fresh read on the state of the economy can see where this is going. Never let a metaphor go by, I say! Anyway, here's me and the New Zealand economy, both sick in the midst of a miserable wet winter and worrying about whether our recoveries have stalled. A run of negative data has knocked the wind out of the nation's sails. The bad vibes are being pushed along by a strong political current. Both the left and right are telling us that the Government has prescribed the wrong medicine. The left blames the Government for cutting spending into a downturn. The logic is pretty simple. Any good Keynesian will tell you, when demand in the private sector falls, that's the time for the Government to come to the party. Borrow a bit more, don't slash and burn civil service, hire more teachers and nurses, build more stuff ... it won't be inflationary because it won't be crowding out private sector competition, which is in recession. The trouble is, we're still in the aftermath of the last big spend-up, which went on too long. Labour's stimulus, once we got through the initial Covid shock, did clash with a private sector boom and exacerbated inflation. That muddied the political narrative. It made it inevitable that the incoming centre-right coalition would cut back despite the extra damage that would do to economic growth. In the context of using fiscal policy to drive economic prosperity, you can make a good case that successive governments have got things completely arse about face. You'd expect this argument from the left. But Christopher Luxon and Nicola Willis are being savaged even more aggressively from their right flank. The monetarists, the supply-side guys, the neo-liberals, (whatever you want to call them) are berating the Government for not dealing with the national debt and Crown deficit by administering a Rogernomics-style reboot of the whole economy. I doubt that would make the current downturn any more pleasant, but they argue it couldn't be much worse. And the payoff would be longer-term gains as the economy found a more productive and financially secure baseline. Both arguments can be compelling and, if nothing else, add to the concern that the current strategy of subtle market-oriented tweaks risks underdelivering on all sides. But through all of this gloom, one thing we need to remember is that most economists still believe the foundations of recovery are in place. Step back a bit from the mess of ugly recent economic data – the second quarter sucked, we get it! What are we actually experiencing? The labour market is tough. Unemployment is rising, and new job creation is almost non-existent. But this is not a surprise. In fact, while economists do get things wrong, they've been forecasting unemployment to be about where it is now for more than a year. We know it's one of the last pieces of data to turn in any recovery. Unfortunately, it is now overlapping with an unwanted and unexpected spike in inflation. Like a jump scare in the final scene of a horror movie, food prices (with rates and power, and insurance) have conspired to pause Reserve Bank rate cuts and rattled our faith in the recovery. Then there are tariffs and global unrest and all of that. It's not really surprising that it all feels bleak. So it's a bit ironic to be writing an optimistic take on the economy, especially given the rough week stuck at home that I've just had. My view wouldn't have been so upbeat if I hadn't been woken from my sick bed on Friday morning by a text from investment bank HSBC's Australian head of communications. He was asking how far away I was from my scheduled meeting with their global chief economist, Janet Henry and and Australia-New Zealand chief economist Paul Bloxham. Oops ... I was a long way away. But they kindly let me Zoom in later, and I'm very glad I did. As anyone with Australian cousins will know, sometimes it's healthy to be slapped in the face with a slightly condescending, external view of the New Zealand condition. Bloxham told me his forecasts currently make him one of the gloomiest economists on Australian growth. However, he's one of the most positive on New Zealand growth. Last year, New Zealand had the single largest contraction of any economy in the developed world, Bloxham points out. That inevitably comes with a hangover. But if you believe in the fundamentals of the New Zealand economy, which he does, there is no reason to assume the cycle won't turn. 'I suspect why I'm a little bit more upbeat than others is I sit in Sydney and watch it from the outside and go: hey, you've got two big forces at work that are set to continue to lift growth and give you a recovery.' No prizes for guessing those two forces – falling interest rates and booming agricultural commodity prices. The money flowing into the rural economy must eventually flow through to the cities and lift growth, Bloxham says. It won't happen overnight, but it will happen (my words, not his). We've had a big downswing, which means we're due a pretty big upswing to get back to trend, he says. And we've got monetary policy and the terms of trade in place to drive that cyclical upswing. 'All cycles look different. We always ask the same question going through: oh, it's not quite happening as quickly as we thought. 'The question you ask yourself is: is that because it's not working? Is it that interest rates aren't going to have the same effect? That a positive-terms-of-trade shock won't have the same effect? Or are things just a bit different this time around?' Great question. Addressing about 550 delegates, MPs and supporters at the Air Force Museum of New Zealand in Christchurch, Luxon bemoaned "activists" who opposed housing developments, agriculture, cruise ships and mines. "If we're serious about keeping Kiwis at home, creating jobs and increasing wages for all New Zealanders, we can't afford to keep saying no to every opportunity that comes our way." Opposition parties have heavily criticised the government for its economic policies and laid the blame at its feet for the 30,000 New Zealanders who moved to Australia last year, but Luxon said the opposition would make it worse. "Take a look at Australia," he said. "If they shut down their mining industry or their energy industry tomorrow, as Labour and the Greens want to do here, I guarantee you would see fewer Kiwis moving across the ditch." Luxon's speech came hot on the heels of an announcement from the United States that it would increase tariffs to 15 percent. Still digesting the announcement and what it would mean for New Zealand exporters, Luxon acknowledged "challenging" global conditions. "We can't just batten down the hatches and hope for the best," he said. Luxon's speech made no mention of National's coalition partners, New Zealand First or ACT, or even the word 'coalition' itself, although deputy Nicola Willis acknowledged the "energy" it took to keep Winston Peters and David Seymour under control. Instead, Luxon's speech was heavy on shoutouts to his National ministers and their policies, and also on blaming the previous government for the cost-of-living struggles New Zealanders currently faced. "In the years to come, immediate action on the cost of living isn't enough," he said. "The last government spent billions of dollars in failed handouts, only to watch inflation roar and the economy falter. "We have to keep our eyes on the prize." Echoing his speech at Monday's post-cabinet press conference, Luxon leaned on the economic policies the government had introduced, such as tax changes, FamilyBoost and the removal of the Auckland Fuel Tax. "We're doing what we can," he said. The speech contained an announcement the government would make it easier to get a concession on Department of Conservation land . "That means more certainty for businesses, less bureaucracy and much faster decisions, so the businesses that should be operating can get up and running." There would still be restrictions on some parts of the DOC estate. "Where it does make sense, we need to get to the 'yes' much faster - instead of being bogged down in process and uncertainty," Luxon said. Charges of $20-40 for foreign visitors to high-volume sites like Cathedral Cove, Tongariro Crossing, Milford Sound, and Aoraki Mount Cook were being introduced, but New Zealanders would be exempt from the fees. Party president Sylvia Wood, who was re-elected at the conference, said the party would select candidates for the 2026 election shortly.
